Measures for the Management of Village Health Rooms (for Trial Implementation)
Chapter I General Provisions
Article 1: In order to strengthen the management of village health rooms, clearly define the functional position and scope of services of village health rooms, and
guarantee the access of rural residents to public ****analysis and basic medical care, these measures have been formulated in accordance with the Law of the Licensed Medical Practitioners, Regulations on the Administration of Medical Institutions, Regulations on the Administration of the Practice of Rural Medical Doctors, Regulations on Traditional Chinese Medicine, and other relevant laws and regulations. Article 5 The National Health and Family Planning Commission, in conjunction with the National Development and Reform Commission and the Ministry of Finance, shall guide localities in formulating plans for the setting up of village health offices, and shall be responsible for the supervision and management of village health offices throughout the country, among other things.
Provincial and municipal health planning administrative departments, in conjunction with the development and reform, finance and other departments at the same level, to formulate plans for the establishment of village health centers in the administrative region, and is responsible for the supervision and management of village health centers in the administrative region.
County-level health planning administrative departments to rationalize the planning of village health office setup, is responsible for the administrative area of the village health office setup approval, practice registration, supervision and management work.
Article 6 to steadily promote the integrated management of rural health services, county-level and above the local health and family planning administrative departments in the institutional setup planning and construction, personnel access and practice management, business, pharmaceuticals and performance assessment to strengthen the standardized management of village health offices.
Chapter II Functional Tasks
Article 7 of the village health office to undertake its function appropriate public **** health services, basic medical services and other work assigned by the higher-level administrative departments of health and family planning.
Article 8 Village Health Office undertakes health education, preventive health care and other public **** health services in administrative villages, including:
(1) Undertaking, participating in or assisting in the development of basic public **** health services.
(ii) To participate in or assist in the implementation of major public **** health services by specialized public **** health institutions.
(3) Other public **** health tasks assigned by the administrative departments of health planning above the county level.
Article 9 of the village health center to provide basic medical services mainly include:
(a) the initial diagnosis and examination of diseases and common diseases, common diseases, basic diagnosis and treatment, as well as rehabilitation guidance, nursing services.
(2) Initial on-site first aid and referral services for critically ill patients.
(3) Referral of infectious diseases and suspected infectious diseases.
(D) other basic medical services prescribed by the health planning administrative departments at or above the county level.
