In 2015, Liaoyuan City*** declared 149 national and provincial science and technology programs of various types, approved 89, the project approval rate of 59.7%,*** for national and provincial support funds of 51.85 million yuan, and 32 provincial patent funding subsidies for the project. Liaoyuan city won the provincial scientific and technological achievements transformation contribution to the second prize 2, the provincial technical invention third prize 1. 2015 patent applications for 189 pieces, including 48 pieces of invention, the authorization amounted to 123 pieces, including 19 pieces of invention patent authorization. The National Experimental Zone for Sustainable Development was approved for construction. Liaoyuan City has one national-level science and technology business incubator, seven provincial-level science and technology business incubators (including crowd creation space); four academician workstations; two provincial-level strategic alliances for industrial technological innovation; two provincial-level high-tech featured industrial bases (parks); and two provincial-level pilot centers. As of the end of 2015, Liaoyuan City*** had 612 institutions of all levels and types, including 2 general higher education schools, with an enrollment of 2,060 students, 7,258 students and 2,717 graduates. There are 11 secondary vocational education institutions of all kinds, with 788 enrollments, 2,426 students and 2,121 graduates; 9 ordinary high schools, with 18,011 students and 5,914 graduates; 53 junior high schools, with 27,119 students and 9,150 graduates; 308 elementary school, with 51,185 students and 8,391 graduates; 226 kindergartens, with 21,062 children; 226 special education schools, with 21,062 children. There are 226 kindergartens with 21,062 children; 2 special education schools with 58 students enrolled, 311 students enrolled and 15 graduates. As of the end of 2015, Liaoyuan City has 4 cultural centers, 1 mass art museum, 3 public **** libraries, and 3 museums; 1 radio station, 1 TV station, and 2 radio and TV stations, with a radio coverage rate of 96.5%, and a TV coverage rate of 97.0%.
Medical Career
As of the end of 2015, Liaoyuan City has 1,065 medical and health institutions. Among them, there are 12 city and county hospitals (excluding 11 enterprises and private hospitals), 3 disease prevention and control centers, and 488 village health offices. There are 6,854 medical and health care technicians, including 2,434 practicing physicians, an increase of 2.3% over 2014, 357 practicing physician assistants, an increase of 2.0% over 2014, and 2,755 registered nurses, a decrease of 0.5% over 2014. There were 5,759 actual beds in various types of medical and health institutions, an increase of 2.1% from 2014. There were 3,994 units of medical equipment over 10,000 yuan, an increase of 13.3% from 2014; total medical revenue in 2015 was 1.13 billion yuan (referring to the medical income or business income of medical institutions), an increase of 9.6% from 2014. Total expenses were 1.38 billion yuan (referring to the cost of medical operations, medical expenses, business expenses and administrative expenses of medical institutions), an increase of 15.6 % over 2014; 4.23 million consultations in 2015, a decrease of 0.6 % over 2014.

In 2015, Liaoyuan City won 97 medals in various types of sports competitions*** at all levels. Among them, it won 4 gold medals, 3 silver medals and 5 bronze medals in national-level competitions; and 30 gold medals, 21 silver medals and 34 bronze medals in provincial-level competitions.
Social Security
As of the end of 2015, the total number of urban workers covered by basic pension insurance in Liaoyuan reached 256,000, up 1.2 percent from 2014. The number of urban and rural residents covered by basic pension insurance amounted to 338,000, the same as in 2014. The number of participants in Liaoyuan City's basic medical insurance for employees amounted to 264,000, the same as in 2014, while the number of participants in basic medical insurance for residents amounted to 347,000, the same as in 2014. The number of participants in unemployment insurance amounted to 77,000 at the end of the year, down 0.5%. The number of people insured by work injury insurance amounted to 205,000, an increase of 4.6%. The number of maternity insurance participants reached 156,000, up 0.2 percent.
In 2015, the per capita disposable income of urban permanent residents in Liaoyuan Municipal District was RMB 28,009.50, an increase of 6.7% over 2014; the per capita consumer spending of urban permanent residents was RMB 21,893.65, an increase of 6.7% over 2014; and the per capita disposable income of rural permanent residents in Liaoyuan area was RMB 10,973, an increase of 4.5% over 2014. The urban Engel's coefficient was 26.5%. The per capita housing floor area of urban permanent residents was 25.1 square meters, an increase of 0.4 square meters from 2014.
By the end of 2015, Liaoyuan City*** had 159 adoption units of various types, adopting 4,969 people. Among them, there were 36 publicly-run nursing institutions, adopting 2,390 people; 17 registered private nursing institutions, adopting 944 people; and 105 unregistered private nursing institutions, adopting 1,611 people. There is one public child welfare institution with 24 adopters.
Liaoyuan City*** has 63,651 urban low-income insurance recipients, and issues 215 million yuan of urban low-income insurance funds, down 12.6 percent. *** There were 45,974 rural low-income insurance recipients, spending 0.72 billion yuan of rural low-income insurance funds, 16.1 percent longer than last 2014.
In 2015, the total number of employees at the end of the city of Liaoyuan 336,600 people, adding 16,100 people over the last 2014. In that year, the number of new urban employment of 40,000 people, including urban unemployed re-employment of 6,730 people, employment difficulties in the realization of employment of 3,605 people. The number of registered unemployed persons at the end of the period was 11,900; the urban registered unemployment rate was 3.41%, 0.13 percentage points lower than in the previous 2014 period. The number of laborers transferred to employment in all Liaoyuan villages was 183,000. Among them, the number of people employed outside the country 460 people.
