Article I Variety scope. Focusing on some of the high value medical consumables with larger clinical use, higher procurement amount, more mature clinical use, fuller competition in the market, and higher level of homogenization into the scope of procurement, and according to the market sales, clinical use demand and medical technology progress and other factors, to determine the shortlisting criteria.

Second Article Enterprise Scope. Medical device registrants (filers) that have obtained legal qualifications for products within the scope of centralized banded purchasing, and have met the requirements for centralized banded purchasing in terms of quality standards, production capacity, supply stability, and corporate credit, are eligible to participate. Overseas medical device registrant (filer) shall designate an enterprise legal person in China to assist it to fulfill the corresponding legal obligations.

Article III Scope of medical institutions. All public medical institutions (including military medical institutions, the same below) should be required to participate in the centralized purchasing of high-value medical consumables, medical insurance designated social medical institutions can be in accordance with the relevant provisions of the province (autonomous regions and municipalities directly under the Central Government), voluntary participation in centralized purchasing.

Article 4: Approximate procurement volume. Purchasing volume base according to the medical institutions reported demand, combined with the previous year's use, clinical use of the situation and medical technology progress and other factors for approval. The agreed procurement ratio is reasonably determined based on the competitive landscape of the market and the number of successful enterprises. Public medical institutions are encouraged to prioritize the procurement of selected products for the portion of the actual demand that exceeds the agreed procurement volume, and may also procure other listed varieties at appropriate prices through the provincial centralized medicine procurement platform.

Article V. Bidding and selection rules. The therapeutic purpose, clinical efficacy, product quality of similar high-value medical consumables procurement volume will be combined, unified bidding, fair competition; encourage the merger of grouping, to promote competition. Multiple high-value medical consumables that need to be used jointly can be integrated into a system and regarded as one variety for procurement. According to the characteristics of clinical use of high-value medical consumables, the degree of standardization, the number of participating enterprises and other factors, the procurement can be carried out by way of bidding, competitive negotiation and request for quotations according to the material. Enterprises participate voluntarily and quote on their own, and the winning price and the winning enterprise are generated through quality and price competition. If multiple enterprises are selected, the price difference between different enterprises should be reasonably controlled. In accordance with the principle of volume-price linkage, the agreed procurement volume of each successful enterprise shall be clearly defined, and the procurement agreement period shall be reasonably determined.
