2, the former Guanshan Village

3. Former Tomakomai Village
Former Tomakomai Village has a cultivated land of 1,567 acres, a population of 1,248, 44 party members, and 315 households. The village has a long history, preserving the ruins of the ancient Tomakayama Village, co-authoring the "Tomakayama Village Record" with the two villages of East Tomakayama and West Tomakayama, and setting up five specialized agricultural cooperatives. Among them, the edible fungus cooperative and the chicken cooperative are model cooperatives in Liaocheng City.
The two committees of the three villages are united and cooperative, active and serious, with high prestige in the villages, stable village conditions, and a strong desire of the villagers to seek development and think about development. But the three villages are traditional agricultural villages, no industry, agricultural production to field crop cultivation and small-scale animal husbandry is the main, villagers' income is low, the village collective income is very little. As a result, the public welfare infrastructure in the village is outdated, and the existing facilities can no longer meet the requirements of the villagers, and urgently need to be improved and strengthened. And the villagers' scientific and cultural quality is not high, the urgent need to be equipped with science and technology cultural center to improve their scientific and cultural level.
Second, there are problems
The three villages in the infrastructure, hardware conditions, there are more or less problems, and even some of them are the masses strongly hope that the delay in solving the many years of legacy problems.
(1) Sihetun village: around a number of villages have been connected to the tap water, but the village delayed, at present, the villagers rely on their own water wells, water quality can not be guaranteed, such as in the event of drought, and even cause difficulties in drinking water. For many years, the villagers have been eagerly looking forward to using piped water, but due to the low income of the villagers, the village collectively could not afford the construction costs, resulting in a delay in solving the problem of piped water. In addition, the village has no agricultural science and technology learning and training facilities, unable to organize the villagers to focus on learning advanced agricultural technology, affecting the development of agricultural production.
(2) the former Guanshan Village: the village water channel is in disrepair, blocked seriously, not only can not play a role, but become a major hidden danger. At the same time, there are four major bridges in the village, but due to the age of repair, causing villagers to travel difficulties. In addition, there have been no agricultural science and technology training and learning facilities in the village for effective agricultural technology training, which directly affects villagers' ability to learn and understand advanced agricultural production techniques. However, due to the village itself is indebted, the village collective income is small, has not been able to repair the aqueduct, the transformation of travel bridges as well as the construction of the village agricultural science and technology compound.
(3) Former Tomakomai Village: With a meager income, the village collective has raised money from various sources to complete the construction of important livelihood facilities such as road hardening and running water. In recent years, there has been a significant increase in the village's aging population, and as of 2012, there were 257 elderly people over the age of 60 in the village***. Coupled with the year-on-year increase in the number of people going out to work, there is a lack of recreational facilities for the elderly and children in the village. In response to the above problems, in 2011, the village collective through the land exchange, 9 acres of land as agricultural science and technology compound (supporting the construction of cultural and sports plaza) land, but due to the lack of funds has not been able to start construction.
Three, the need for financial support of the livelihood projects
For the three villages in the public welfare infrastructure shortcomings, we choose the villagers to reflect the strong, eager to solve the problem, apply for financial support.
(1) Sihetun village, water works and agricultural science and technology compound construction. Among them, the water project needs to lay water pipes more than 28,000 meters, the construction of the village water main network. Agricultural science and technology compound covers an area of 2 acres, need to build 6 houses, including agricultural science and technology bookstore, agricultural science and technology information remote service station, recreation room, agricultural science and technology lecture hall, supporting the construction of small cultural and sports activities, set up fitness equipment.

(3) Former Tomakomai Village

Through the above three villages need to build the livelihood projects accounting for the need to budget a total investment budget funds of 2.2505 million yuan.
Among them: Sihotun Village through the tap water budget 651,000 yuan, the village agricultural science and technology cultural compound budget 457,500 yuan; former Guanshan Village repair aqueducts and travel four bridges budget 382,000 yuan, the village agricultural science and technology cultural compound budget 250,000; former Tomakomai Mountain Village agricultural science and technology cultural compound budget 500,000 yuan.
