Chapter I: General Provisions
Article 1: The present regulations are formulated to enhance the management of nurses, improve the quality of nursing care, ensure the safety of medical treatment and nursing care, and safeguard the lawful rights and interests of nurses.
Article 2 The nurses referred to in this method refers to the rules of this method to obtain the "Chinese People's Republic of China **** and the State Nurse Practice Certificate" and through the registration of nursing professionals and technicians.
Article 3 The State develops the nursing profession, promotes the development of the nursing discipline, strengthens the establishment of nurses, and emphasizes and gives full play to the role of nurses in the medical, preventive, health care and rehabilitation professions.
Article 4 The rights and interests of nurses in practice shall be safeguarded by law. The labor of nurses is respected by the whole society.
Article 5 The health administrative departments of provinces, autonomous regions and municipalities directly under the central government shall be responsible for the supervision and management of nurses.
Chapter II examination
Article VI of the Ministry of Health who request nurses to practice must pass the unified practice examination, get the "People's Republic of China **** and the State Certificate of Nurse Practice".
Article 7: Those who have obtained a diploma of higher medical school nursing specialty or above, as well as those who have obtained a diploma of general secondary health (nurse) school nursing specialty by the provincial health administrative department to confirm the qualification of exemption from the examination can be exempted from the nurse practice examination.
Those who have obtained a diploma in nursing from other general secondary health (nurse) schools may request the nurse practice examination.
Article 8 The nurse licensing examination shall be held once a year.
Article 9 The detailed methods of the nurse licensing examination shall be separately formulated.
Article X. Those who meet the rules of Article 7 of this method and pass the nurse practice examination shall be issued a "Certificate of Nurse Practice of the People's Republic of China" by the health administrative departments of the provinces, autonomous regions and municipalities directly under the Central Government.

Chapter III Registration
Article 12 A person who obtains the Certificate of Practice of Nurses of the People's Republic of China may apply for registration of nurses.
Article XIII of the nurse registration authority for the practice of the county health administrative department.
Article XIV request for the first nurse registration must fill out the "nurse registration request form", pay the registration fee, and to the registration authority to pay:
(a) "Chinese people's **** and the State Nurse Practitioner's Certificate";
(b) proof of identity;
(c) health examination certificate;

Article XV of the registration authority in the acceptance of the request for registration, should be completed within thirty days of the audit, the audit is qualified to be registered; unqualified audit, should be notified in writing to the requestor.
Article XVI of the nurse registration is valid for two years.
Nurses registered continuously, sixty days before the expiration of the previous registration period, the "Chinese People's **** and the State Certificate of Nursing Practice" for individual or collective verification of registration.
Article XVII of the intermittent registration for more than five years, it is necessary to provinces, autonomous regions and municipalities directly under the Central Government health administrative department of the rules to participate in clinical practice for three months, and submit the relevant certificates to the registration authority, before re-registration.
Article 18 shall not be registered in any of the following circumstances:
(1) while serving a prison sentence;
(2) due to health reasons, unable or unfit to carry out the nursing business;
(3) in violation of the law was suspended or canceled registration;
(4) other unfit to engage in the profession of nurses.
Chapter IV: Practice
Article 19: A person who has not been registered as a nurse shall not be allowed to practice nursing.
Nursing students or graduates of professional internship, as well as in accordance with the rules of Article 18 of this method of clinical practice, must be in accordance with the relevant rules of the Ministry of Health under the guidance of nurses.
Article 20: Nurses can only engage in clinical life nursing under the guidance of nurses.
Article 21: Nurses in practice should correctly implement the medical advice, observe the patient's physical and mental form, the patient's superstitious care. In case of emergency shall promptly notify the doctor and cooperate with the rescue, the doctor is not present, the nurse should take the first aid measures within their capabilities.
Article 22 of the nurses have to undertake preventive health care, publicize knowledge of disease prevention and treatment, rehabilitation guidance, health education, health advice obligations.
Article 23 The practice of nurses must abide by the professional ethics and medical care profession regulations and technical standards.
Article 24 The nurse shall not disclose the privacy of the patient in her practice, except as otherwise provided by law.
Article 25 In the event of natural disasters, the prevalence of infectious diseases, sudden and serious accidents and other emergencies that pose a serious threat to the lives and well-being of the population, nurses must be at the disposal of the administrative department of health to participate in the medical rescue and preventive health care professions.
Article 26 The rights and interests of nurses in the performance of their duties in accordance with the law shall be protected by law and shall not be infringed upon by any unit or individual.
Chapter V Penalties
Article 27 Contrary to the rules of Article 19 of this method, without the registration of nurses to engage in the profession of nurses, by the health administrative department shall be banned.
Article 28 legally obtained "Chinese People's Republic of China **** and the State Nurse Practice Certificate" by the administrative department of health shall be canceled.
Article 29 The practice of nurses in violation of the rules and regulations of medical care and technical standards, the administrative department of health, depending on the circumstances, shall be warned, ordered to improve, suspension of registration until the cancellation of its registration.
Article 30 In violation of the rules of Article 26 of this method, lawful obstruction of nurses practicing law or violation of the personal rights and interests of nurses, the nurse's unit shall submit to the public security organs to be the public security administrative sanctions; the seriousness of the case, offending the criminal law, submitted to the judicial organs to pursue criminal responsibility.
Article 31 Violation of other rules of this method, the administrative department of health, depending on the circumstances, shall be warned, ordered to improve, suspend registration or cancel its registration.
Article 32 If a party is not satisfied with the administrative decision, he may request administrative reconsideration or file an administrative lawsuit in accordance with the rules of national laws and regulations. The administrative disposition of the resolution is not implemented and did not request reconsideration or litigation within the statutory period, the administrative department of health may request the People's Court to force the implementation.
Chapter VI Supplementary Provisions
Article 33 Before the implementation of this method has been a nurse above the technical title, by the provinces, autonomous regions and municipalities directly under the Central Government health administrative departments to audit the qualified, issued by the "People's Republic of China *** and the State Certificate of Nursing Practice," and allowed in accordance with the rules of the method of registration of nursing practice.
The implementation of this method engaged in the profession of nurse but did not obtain the title of nurse practice certificate issued by the provinces, autonomous regions, municipalities directly under the Central Health Administration based on the practice of the region and the degree of practice of the parties concerned to make detailed rules.
Article 34 Foreigners who request to practice nursing in the territory of the People's Republic of China must pass the licensing examination in accordance with the rules of this method, obtain the "Certificate of Practice of Nursing in the People's Republic of China" and go through the registration process.
Article 35 A nurse's request to open a business and set up a nursing service organization shall be approved by the health administrative department at or above the county level in comparison with the relevant rules for the management of medical institutions.
Article 36 The Ministry of Health shall have the authority to interpret these regulations.
Article 37 The implementation details of this method shall be formulated by the provinces, autonomous regions and municipalities directly under the central government.
Article 38 This Law shall come into force on January 1, 1994. This is the answer to the question of when the regulations on nurses were issued.712
