Pre-hospital medical first aid refers to the medical treatment of the wounded and sick on the spot and in transit, which is undertaken by the pre-hospital medical first aid institutions outside the hospital. As an important part of social security and public health system, pre-hospital medical emergency services exist in some cities and even compete for patients. The implementation of "Administrative Measures for Pre-hospital Emergency Care in Anhui Province (Trial)" will end this situation.

According to the new regulations, the municipality directly under the central government will organize the establishment of an independent first aid center, and the county can rely on county-level medical institutions to undertake first aid functions; According to the principle of streamlining and high efficiency, a city can only set up one first-aid institution, but several command-based first-aid substations can be set up as needed; Every 50,000 people in the city are equipped with 1 ambulance, and every 1 10,000 people to 1 .5,000 people are equipped with1ambulance. Each ambulance is equipped with 4 emergency personnel.

At the same time, it is stipulated that "120" is the special telephone number for pre-hospital medical emergency; Pre-hospital medical emergency institutions implement a 24-hour medical emergency duty system; Information related to seeking help should be kept for at least 2 years.

Health administrative departments at all levels and pre-hospital medical emergency institutions will establish a pre-hospital medical emergency network with unified command, rapid response, reasonable layout and perfect functions according to local population, distribution density, regional characteristics and traffic conditions.
