Chapter I General Provisions Article 1 In order to promote the classification of domestic garbage management work, improve the human environment, protect public health, and promote the construction of ecological civilization, according to the "People's Republic of China *** and the State of Solid Waste Pollution Prevention and Control Law" and other relevant laws and regulations, combined with the actuality of the city, the formulation of these regulations. Article 2 These regulations shall apply to the classification of domestic garbage in the administrative area of the city, collection, transportation, treatment and related supervision and management activities. Article 3 the classification of domestic waste management work to follow the government to promote the participation of all people, urban and rural co-ordination, territorial management, according to local conditions, step by step principle, to promote the realization of the whole process of classification of domestic waste, resource utilization, harmless treatment. Article 4 city, county (city, district) people's government shall classify the management of household garbage into the national economy and social development planning, accelerate the establishment of classification, collection, transportation, treatment of household garbage classification management system, establish and improve the work coordination mechanism, included in the appraisal and evaluation system, and the required funds are included in the financial budget at this level.

Township people's governments, street offices are responsible for the jurisdiction of the classification of domestic garbage, collection, transportation and other day-to-day management. Article 5 city urban management department is the city's living garbage classification management of the competent departments, responsible for the city's living garbage classification management work of organization, coordination, guidance and supervision.

County (city, district) people's government to determine the classification of living garbage management department is responsible for the classification of living garbage management work in the administrative area.

Development and reform, finance, ecological environment, housing and urban-rural construction, education and sports, public security, transportation, agriculture and rural areas, business, culture and tourism, health, emergency response, market supervision, organ affairs and security and other departments and units, in their respective areas of responsibility to do a good job in the management of classification of living garbage. Chapter II Classification and Disposal Article 6 Domestic garbage is divided into the following four categories:

(1) recyclables, refers to domestic garbage suitable for recycling, including waste paper, waste plastics, waste metals, waste glass, waste fabrics, etc.;

(2) hazardous garbage, refers to domestic garbage that poses a direct or potential hazard to human health or the natural environment, including waste generated in the daily lives of residents, including waste fluorescent tubes, waste thermometers, waste nickel-cadmium batteries, waste oxidized mercury batteries, waste lead storage batteries, waste medicines and their packaging, waste pesticides and disinfectants and their packaging, etc.;

(c) food waste, refers to perishable, organic matter-containing household garbage, including household food waste such as ingredient wastes, leftovers, and discarded food, etc., which are generated in the daily lives of residents' families, and relevant enterprises and public **** institutions in food processing, food service, unit feeding and other activities, food scraps, food processing waste and waste edible oil and grease and other kitchen waste, farmers' markets, wholesale markets of agricultural products, vegetables and fruits waste, rotting meat, aquatic products, and other food waste;

(d) other garbage, refers to other household garbage in addition to recyclables, hazardous garbage, and food waste, including ordinary non-mercury batteries, contaminated paper, cigarette butts, ashes, etc.

Rural household waste classification standards follow the principles of local conditions, simplicity and convenience, and economic applicability, and are implemented with reference to relevant regulations and standards.

The municipal urban management department shall prepare a specific catalog of domestic garbage classification according to the classification standard, and report it to the municipal people's government for approval and publication. Article 7 the classification of domestic garbage collection containers shall be based on the actual situation of different areas of domestic garbage production, types, etc., set up in accordance with the following provisions:

(a) organs, enterprises, institutions, social groups and other organizations of the office and production and business places should be set up recyclables, hazardous waste, food waste, other garbage, four types of collection containers; the number of hazardous waste collection containers set up in accordance with the The size of the area and the actual need to set up; there are centralized feeding units, the number of kitchen waste collection containers set up according to the number of meals and the amount of production set up;

(2) residential district should be set up recyclables, hazardous waste, food waste, other waste four types of collection containers; set up at least one recyclables and hazardous waste drop-off points;

(3) public **** places should be set up Recyclables and other garbage collection containers; equipped with catering areas or rest areas with concentrated passenger flow, additional kitchen waste collection containers should be set up;

(d) rural areas in accordance with locally determined standards for classification of domestic waste, set up the corresponding classification of domestic waste collection containers in the domestic waste drop-off points.

The municipal urban management department shall formulate guidelines for the setting and use of domestic garbage classification collection containers. Article 8 The units, families and individuals who generate domestic garbage shall fulfill the obligation of classifying and putting out domestic garbage according to law, and classify and put out domestic garbage in accordance with the following provisions:

(1) recyclables, hazardous garbage, food waste and other garbage are classified and put out into the corresponding collection containers, and the recyclables can be handed over to the recycling operators for recycling;

(2) lamps, mercury products (b) Hazardous wastes such as lamps, mercury products and other fragile or liquid-containing wastes should be put into the collection containers after measures have been taken to prevent breakage or leakage;

(c) Household food wastes should be drained and put into the collection containers;

(d) Bulky wastes such as waste furniture that are large in size, highly integrated or need to be dismantled and re-processed should be put into the designated places or booked for door-to-door collection by the bulky wastes collection units;

(e) The waste generated by rural villagers in their daily lives should be separated into appropriate collection containers. (E) Cinders produced by rural villagers in their daily lives should be put into the appropriate collection containers or designated locations separately.

No unit or individual shall dump, throw, pile up or burn domestic garbage at will, and shall not mix medical garbage, construction garbage, garden garbage, industrial solid waste, agricultural solid waste, etc. with domestic garbage.
