Chengdu Public Security Management Regulations (2015 revision)

Article 1 In order to maintain public order in public places, ensure public safety, and protect the legitimate rights and interests of citizens, legal persons and other organizations, in accordance with relevant laws and administrative regulations and in conjunction with the actual situation of Chengdu City, Establish this provision. ?Article 2 These regulations apply to the public security management of the following public places within the administrative region of this city:?

(1) Public entertainment places: commercial song and dance halls, karaoke halls , disco bars, nightclubs, bars with song and dance performances, electronic game arcades, etc.;?

(2) Public service venues: sauna (center), beauty salon (gallery), massage service Stores (centers), teahouses, chess and card rooms, playgrounds, video halls, bars (excluding song and dance performances), cafes, resorts, Internet cafes, etc.;?

(3) Public sports venues: Stadiums (venues), bowling alleys, billiards halls, golf courses, racecourses, gyms, shooting ranges, swimming pools, skating rinks, etc.;?

(4) Other public places: theaters, shopping malls, etc. Trade markets, bus terminals, stock exchanges, audio and video product sales and rental stores, book and periodical sales and rental stores, etc.;?

(5) Various large-scale cultural, sports, business and celebrations held within the scope of our city, Temporary venues for exhibitions and other activities (including outdoor filming locations for film and television dramas);?

(6) Other public places that should be included in public security management according to laws, regulations or decisions of the Municipal People's Government. ?

If the unit operates internally and externally, these regulations shall apply to the public security management of public places stipulated in the preceding paragraph. ?

Public security management in the hotel industry shall be implemented in accordance with relevant regulations. ?Article 3: Municipal and district (city) and county public security organs are the competent authorities for public security management in public places in this city. ?

The departments of industry and commerce, culture, sports, press and publication, environmental protection, health, transportation, radio and television, construction, urban management, etc. shall coordinate with the public security organs to implement these regulations according to their respective responsibilities. Article 4 Citizens shall abide by laws, regulations and rules when conducting activities in public places. Citizens who report illegal and criminal acts in public places are protected by law. Article 5 The daily public security management of public places shall be the responsibility of the local police station. ?Article 6: When public security personnel conduct public security management in public places, they shall take the initiative to produce their certificates. ?

Personnel in public places shall not refuse or hinder public security officers from performing official duties in accordance with the law. When the public security organs discover that there are potential safety hazards in a public place, they shall promptly make rectification suggestions to the legal representative or person in charge of the public place; if the hidden dangers and other problems are serious, they shall be ordered to make corrections on the spot or within a time limit. . ?Article 7 Public places should meet the following safety requirements:?

(1) Buildings and various facilities comply with relevant safety technical specifications, and entrances, exits, and evacuation routes are clearly marked and meet safety requirements; ?

(2) Fire-fighting facilities shall comply with relevant fire protection laws, regulations and rules;

(3) There shall be sufficient lighting equipment and emergency facilities and electrical equipment to cope with sudden power outages. Comply with safety standards;?

(4) Safety conditions that public places should have as stipulated by other laws, regulations and rules. ?

Public places such as ticket offices, accounting rooms, computer rooms, garages, broadcast rooms, distribution rooms, boiler rooms, warehouses, valuables storage rooms, and storage areas must comply with the preceding paragraph. In addition to the requirements, safety technical prevention facilities should also be configured according to regulations. ?

In addition to complying with the requirements of paragraph 1 of this article, water sports venues should also be equipped with rescue facilities and qualified rescue personnel. ?

Public entertainment venues engaged in massage and bathing activities shall refer to the national regulations on public entertainment venues for their security personnel deployment, box (private room) settings, lighting brightness and other safety technical precautions. Relevant regulations are implemented.

?Article 8. Operators of teahouses, chess and card rooms, movie theaters, and public places engaged in massage and bathing business activities shall be located in parking lots, business hall entrances and exits, fire safety evacuation entrances and exits, business area passages, and in front of cashier counters, etc. In public areas that do not involve citizens' privacy, video security monitoring systems that comply with national or industry standards must be installed and ensure normal operation during business hours. ?

The preceding paragraph stipulates that public places shall retain video security surveillance video materials for more than thirty days, and shall not delete, modify, copy or misappropriate them for other purposes. ?Article 9: After a public place obtains a business license in accordance with the law, it shall take the initiative to file a record with the local county-level public security department within 15 days. ?

If a public place renovates or expands its business premises, or changes its site, main facilities and equipment, investment personnel, or changes the matters stated in the business license, it shall apply to the original license-issuing authority for re-issuance of the business license. Certificate shall be filed with the public security department; if change registration is required, change registration shall be made with the industrial and commercial administrative department in accordance with the law. ?Article 10 If there is one of the contents listed in Item 5 of Article 2, Paragraph 1, of these regulations, the sponsor or undertaking unit shall submit a written application, public security work plan, and information with the hosting venue fifteen days before the event is held. Submit the safety responsibility letter and other materials to the Municipal Public Security Bureau for safety review. The Municipal Public Security Bureau shall make a written decision of approval or disapproval within fifteen days after receiving the application and notify the sponsor or undertaking unit. Failure to notify within the time limit shall be deemed as approval. ?

If approved to hold large-scale mass activities, relevant regulations must be followed to prevent safety accidents. ?Article 11 Managers or operators of public places shall abide by the following regulations:?

(1) If electrical equipment is temporarily added, corresponding safety measures shall be taken;?

(2) Places with limited occupancy shall not operate with more than occupancy;?

(3) Safety facilities such as guardrails should be installed on dangerous road sections and locations;?

(4) Obvious signs should be set up in areas where tourists, customers and spectators are prohibited from entering;

(5) The sound level of audio equipment must comply with the environmental noise allowable standards in the area.
