Article 4: Food waste management follows the principles of reduction, resource utilization, and harmlessness, implements classified placement, and implements a unified collection, transportation, and designated disposal system. Article 5 The Municipal People's Government shall strengthen the unified leadership, organization and coordination of food waste management, and include the funds for food waste management into the budget at the same level.

The municipal urban management and law enforcement department is responsible for supervising and managing the city’s food waste collection, transportation, and disposal activities, selecting food waste collection, transportation, and disposal service enterprises in accordance with the law, and is responsible for the organization and implementation of these regulations.
Administrative approval, market supervision and management, ecological environment, agriculture and rural areas and other competent departments shall do a good job in the supervision and management of food waste in accordance with their respective responsibilities. Article 6: When the municipal urban management and law enforcement department, in conjunction with relevant departments, prepares a special environmental sanitation plan, it shall include the content of food waste management and make overall arrangements for the layout, land use and scale of food waste collection and disposal facilities.
The land used for food waste disposal facilities should be included in the urban yellow line protection scope as land used for environmental sanitation facilities. No organization or individual may occupy or change its use without authorization. Article 7: Relevant catering industry associations should formulate an industry self-discipline system and urge member units to strengthen the management of food waste generation and transportation activities.
Producers of food waste should reduce the amount of food waste produced by guiding them to save meals, put clean dishes on the market, and improve food processing techniques. Article 8 News media should carry out public welfare propaganda on anti-food waste laws, regulations and related standards and knowledge, guide the public to establish correct dietary consumption concepts, and conduct public opinion supervision of food waste behaviors. Article 9 Enterprises engaged in commercial collection, transportation and disposal services of food waste shall obtain a service license for food waste collection, transportation and disposal in accordance with the law.
Those who have not obtained a service license in accordance with the law are not allowed to engage in commercial collection, transportation, and disposal activities of food waste. Article 10 An enterprise that has obtained a food waste collection and transportation service license shall sign a food waste collection and transportation service agreement with the food waste generator, and stipulate the time, frequency, receiving points, classification requirements, and Liability for breach of contract, etc. Article 11 Kitchen waste generators shall abide by the following regulations:

Article 13 Food waste disposal enterprises shall comply with the following regulations:
