(6) Other conditions stipulated by laws and administrative regulations. Article 8 An enterprise applying for technical certification of new iron measuring tools shall submit the following materials:

(9) Instructions for use (including installation instructions and safety protection instructions);
(ten) the test report made by the research unit or technical institution;
(eleven) user trial report.
"Application for Administrative License" and "Examination Form for Technical Certification of New Products of Special Measuring Tools for Iron" shall be in standard format. The format text is provided by the Ministry of Railways. Article 9 After receiving the application materials of an enterprise, the administrative licensing organ of the Ministry of Railways shall timely examine them and make a decision on whether or not to accept them. After acceptance, transfer the application materials to the Science and Technology Department of the Ministry of Railways; If it is not accepted, it shall explain the reasons to the enterprise. Article 10 After reviewing the application materials, the Science and Technology Department of the Ministry of Railways basically meets the technical requirements, and informs the enterprises to conduct prototype tests in professional technical institutions; Does not meet the technical requirements, the Ministry of Railways shall make a written decision not to grant administrative license, explain the reasons and serve it on the enterprise. Article 11 Professional technical institutions shall first review the technical data in the process of prototype test, comprehensively analyze the technical documents and data submitted by the applicant enterprises, review the design principle, structure, materials and technical indicators of new products, including their adaptability to the specific railway use environment and management, put forward opinions on technical data review, and complete the preparation of technical review outline (including technical review content, review basis, prototype test outline, etc.). ).
The prototype test outline is drawn up according to the technical specifications for model evaluation formulated by AQSIQ, which mainly includes test items such as accuracy, stability, reliability and life, as well as basic standards and test methods. The technical review outline shall be approved by the person in charge of the professional technical institution and reported to the Science and Technology Department of the Ministry of Railways for the record. Twelfth professional and technical institutions in accordance with the provisions of the prototype test outline of the project to test the prototype provided by the applicant, and issue a prototype test report. The tested prototype shall be returned to the enterprise or handled by both parties through consultation. Thirteenth professional and technical institutions shall submit technical data review opinions and prototype test reports to experts for technical evaluation after the prototype test, and the expert group shall put forward technical evaluation opinions.
Expert technical review shall be conducted in written form or meeting form. Experts participating in technical evaluation are mainly selected from the members of the Railway Metrology Technical Committee, and experts can be hired when necessary. Fourteenth professional and technical institutions according to the technical data review opinions, prototype test reports and expert technical evaluation opinions, form a certification technical report and submit it to the Ministry of Railways Science and Technology Department. Article 15 The Science and Technology Department of the Ministry of Railways shall review the technical certification report. After passing the examination, the Ministry of Railways shall make a written decision on granting the administrative license and deliver it to the enterprise.
If the audit is unqualified, the Science and Technology Department of the Ministry of Railways shall notify the enterprise. The enterprise can make improvements within 60 days from the date of receiving the notice, submit a written application for review after the improvement, and submit the revised relevant technical data to the Science and Technology Department of the Ministry of Railways. If the review is still unsuccessful, the Ministry of Railways shall make a written decision not to grant the administrative license, explain the reasons and deliver it to the enterprise.
