Dongguan Environmental Protection: Do enterprises have to apply for pollutant discharge permits?

What is a pollution permit? Do all enterprises need to handle it? What's more, it doesn't matter if the sewage permit is not up to standard, but this is not the case. Pollution discharge permit is not a "pass". According to environmental experts in Dongguan, enterprises must deal with the pollution they produce after obtaining the pollution discharge permit, and only after reaching the national standard can they be discharged into the water body. Those who exceed the prescribed discharge standards or exceed the total discharge control targets of key water pollutants shall be ordered by the competent environmental protection department of the people's government at or above the county level to treat within a time limit and be fined not less than two times but not more than five times the amount of sewage charges. Pollution discharge permit is the state's permission management of waste gas, waste water, environmental noise pollution and solid waste discharged in the process of production and operation. It is an enterprise or institution that directly or indirectly discharges industrial wastewater, medical wastewater, and other permits that require a sewage discharge permit to discharge wastewater and sewage. License management shall be implemented for waste gas, waste water, environmental noise pollution and solid waste discharged in the process of production and operation. The following enterprises, institutions and individual industrial and commercial households (hereinafter referred to as polluters) that directly or indirectly discharge pollutants into the environment within the administrative area of People's Republic of China (PRC) shall apply for pollutant discharge permits in accordance with the provisions of these Regulations: 1. Discharge atmospheric pollutants into the environment; 2. Directly or indirectly discharging industrial wastewater, medical wastewater and other wastewater and sewage containing toxic and harmful substances such as heavy metals, radioactive substances and pathogens into the environment; Operators of centralized urban sewage treatment facilities; 3. Environmental noise pollution caused by the use of fixed equipment in industrial production, or environmental noise pollution caused by the use of fixed equipment in concentrated commercial activities in noise-sensitive structures, an urban area; 4. Produce industrial solid waste or hazardous waste. Except for units that need to apply for hazardous waste business license according to law. These Regulations shall not apply to non-large-scale livestock and poultry farms and farming communities that dump wastes, plant and discharge pollutants into the sea, and to mobile sources such as motor vehicles, railway locomotives, ships and aircraft that discharge pollutants.
