The preparation or revision of the planning of medical institutions shall be synchronized with the overall planning of urban and rural construction and development at this level.

Article 8 The application for the establishment of medical institutions shall have the following conditions:

Article IX application for the establishment of individual clinics, in addition to the conditions set forth in Article 8 of these measures, shall also have the following conditions:

Article X of the application for the establishment of medical institutions, shall apply to the health administrative department with the authority to approve the application, and submit written materials in accordance with the provisions.
Article XI of the administrative department of health shall be set up in accordance with the following permissions for the approval of medical institutions:
(1) three hospitals and maternity and child health centers, specialized disease control hospitals (institutes), autonomous regional people's governments directly under the health administrative department of the medical institutions, first aid centers, clinical test centers, medical testing center, cosmetology hospitals, voluntary detoxification medical institutions, the people's government of the municipalities in the districts of the health department after review. (e) Hong Kong and Macao health care providers in the autonomous region to set up individual clinics, by the municipal people's government of the district after examination and approval of the municipal people's government of the autonomous regional people's government administrative department of health.
The establishment of public medical institutions shall be reported by the administrative department of health to the people's government at the same level for approval of the organization and preparation of the administrative organs.
Article XII of the administrative department of health in the issuance of "set up medical institutions," before the approval shall be publicized to the community, the publicity period of five working days. The content of the publicity includes: the name of the proposed medical institution, category, level, address, diagnostic and therapeutic subjects, beds, set up the name of the applicant and whether it is in line with the local "medical institutions set up planning" and so on.
Article XIII of the "approval for the establishment of medical institutions" is valid for:
(1) clinics, health centers (stations, institutes, rooms), health care centers, clinics, outpatient clinics, and other medical institutions without beds for one year;
(2) less than 100 beds of medical institutions, clinical test centers, medical testing center for two years;
(3) more than 100 beds of medical institutions, clinical testing centers, medical testing center for two years;
(3) the establishment of medical institutions for more than 100 beds for two years. (C) 3 years for medical institutions with more than 100 beds.
If the validity period is exceeded without applying for registration of practice, the Approval for Setting Up of Medical Institutions shall expire by itself.
Article XIV of the medical institutions to change the approved category, level or address, shall re-apply for approval of the establishment.
Medical institutions need to set up branch medical institutions, shall be set up in accordance with the provisions of the new medical institutions for approval procedures.
