The new supply of residential land in the central city in the public **** rental housing and other security housing projects and talent apartments land area of not less than 30% of the total land area. The annual auction of ordinary commercial residential land should be allocated not less than 10% of the total floor area of public **** rental housing and talent apartments. The proportion of public **** rental housing and talent apartments allocated to the city's annual urban renewal projects shall not be less than 10% of the total construction volume of the city's urban renewal projects used for commercial housing development (projects publicly offered for sale after government storage).

In addition, the Measures stipulate that the new talent apartments, for high-level talents, the construction area of a single set of 90 square meters, in principle, does not exceed 120 square meters. For high-level talent, according to the provisions of the area of 85 to 200 square meters.

Guangzhou Municipal Talent Apartment Management Measures

Chapter 1 General Provisions

Article 1? Article 2? The talent apartment referred to in these Measures refers to the housing that is constructed and mobilized by the government, the implementing agency entrusted by the government, or other social forces, and is supplied to qualified high-level as well as middle- and high-level talents.

Article 3? These Measures shall apply to the construction, mobilization, distribution management and related activities of talent apartments within the administrative area of the city.

Article 4? The construction, mobilization and distribution management of talent apartments adhere to the principles of government-led, multi-party participation, service industry, service development, citywide coordination, local responsibility, classification and implementation, gradient protection.

Article 5? Municipal housing security department is responsible for the city's talent apartment policy development, policy guidance, planning and planning, as well as municipal level talent apartment management guidance and supervision.

The government-appointed implementation agency for talent apartments is responsible for the construction, mobilization and distribution management of talent apartments at the municipal level.

Municipal human resources and social security, development and reform, industry and information technology, finance, planning and natural resources, science and technology, financial supervision and other departments shall do a good job in their respective areas of responsibility related to talent apartments.

District governments and relevant departments shall be responsible for the construction, mobilization and allocation of talent apartments within their respective jurisdictions.

Chapter II Construction and Mobilization Management

Article 6? Talent apartments can be constructed through supporting construction, centralized new construction, etc., and can also be raised through purchasing and leasing market housing, taking over and revitalizing the government's stock of housing, and accepting donations of housing.

The government talent apartments are mainly constructed and mobilized by the districts, and government-social capital cooperation is encouraged to implement the construction of talent apartments. Encourage employers and other social forces to participate in the construction, mobilization, operation and management of talent apartments through direct investment, indirect investment and equity participation.

Article 7? Planning and natural resources departments should be in the central city and industry, talent concentration areas in the land use planning reserved for talent apartment planning land index. The new supply of residential land in the central urban area of public **** rental housing and other security housing projects and talent apartments land area of not less than 30% of the total land area.

Article 8? Talent apartment construction, in principle, should be supporting the construction of the main, centralized new construction as a supplement. Specific construction channels are as follows:

(1) Supporting construction in value innovation parks, major innovation function zones and industrial parks.

2. In value innovation parks, major innovation functional zones and national and provincial-level parks as well as in the surrounding areas with convenient transportation, it can support the construction of production service, administrative office and living service facilities that account for no more than 35% of the total floor area of the park, of which the proportion of talent apartments, public **** rental housing (including employee dormitories) can be up to 50% (i.e. 17.5% of the total floor area of the park). .

The above requirements for the construction of supporting facilities for production services, administrative offices and living services for industrial land in the park shall be implemented in accordance with the relevant provisions of the Circular of the General Office of the People's Government of Guangzhou Municipality on the Issuance of the Implementation Measures for Enhancing the Efficiency of the Utilization of Industrial Land in Guangzhou Municipality (Sui-fu-ban-rui [2019] No. 4).

(2) Allocation of ordinary commercial residential projects.

1. The annual auction and transfer of ordinary commercial residential land shall be allocated with no less than 10% of the total floor area of public **** rental housing and talent apartments. The specific allocation ratio is determined in light of the annual demand and availability of housing. The completed talent apartments shall be handed over to the government-designated talent apartment implementation organization in accordance with the agreement of the land transfer contract.

2. Enterprises are encouraged to use their own rental housing acquired through auction as talent apartments, and supply them to the designated talents in the cities and districts. The municipal and district governments can give appropriate subsidies in combination with the market rent level, and the intensity of government subsidies can be appropriately increased or decreased according to the number of talent apartments.

(3) Allocation of urban renewal projects.

The proportion of public **** rental housing and talent apartments allocated to the city's annual urban renewal projects shall not be less than 10% of the total construction volume of urban renewal projects (projects publicly offered for sale after the government has taken possession of them) used for the development of commercial housing in the city. The specific proportion of construction will be determined in light of the annual demand and availability of housing. The completed talent apartments will be handed over to the government-designated talent apartment implementation organization in accordance with the land grant contract.

(d) The use of government reserve land centralized construction.

The municipal government guaranteed housing project reserve land can be used for centralized construction of talent apartments upon approval. Specific approval procedures can refer to the public **** rental housing approval procedures.

(E) Utilization of social stock land for construction.

1. Universities in Guangzhou, research institutions and other employers approved by the municipal government, can use their own stock of land in line with urban and rural planning and land use planning, self-financing the construction of talent apartments in the city under the overall framework of the policy of talent apartments. The standards for the size of the apartments, the rent, and the conditions for access to the apartments shall be set by the employers themselves through a democratic decision-making process.

2. Employing units are encouraged to negotiate with the owners of collective construction land and reserved land to build and mobilize talent apartments through leasing of existing premises and cooperative development and construction of talent apartments, so as to improve the efficiency of land resources utilization.

Encourage the collective economic organizations of villages and towns to build and operate talent apartments through self-development and operation, or joint venture and shareholding.

Article 9? Talent apartments to raise, in principle, should be revitalization of stock, encourage social participation, specific channels for raising as follows:

1. revitalization of the use of government stock of public housing. Through the revitalization of the use of government stock, clear out the tenants who do not meet the rental conditions, will meet the conditions for the use of public housing and other housing resources into the use of talent apartments.

2. Transferring from allotted demolition and resettlement housing. In the demolition and resettlement houses built in ordinary commercial residential buildings and urban renewal projects, after meeting the needs of housing expropriation, the remaining housing resources can be transferred to the use of talent apartments with the approval of the municipal or district governments.

Article 10? District governments can take to provide market housing lessors issued investment subsidies, rental subsidies issued to the employer to lease housing units to support the employer to directly lease market housing used as talent apartments.

Article 11? Talent apartments to meet the needs of different levels of talent living as a principle. New talent apartments set up a variety of household types according to need. For middle and high-level talent in a single building area of 90 square meters, in principle, no more than 120 square meters. Article 12? In line with the allocation catalog of government departments, public welfare institutions invested in the construction of talent apartments land, can be allocated to supply. The land for talent apartments invested and constructed by social forces shall be supplied by public transfer, but the project land belonging to state-owned enterprises and public institutions that have been approved to utilize their own stock of land for the construction of talent apartments in compliance with the urban and rural planning and the overall land use planning may be supplied by agreement.

Article 13? Article 14? Article 15? Talent apartments should have the necessary living facilities and equipment to meet the needs of home life of talents.

Chapter III Allocation Management

Article 17? Talent apartments at the municipal level are supplied to recognized municipal high-level talents, medium- and high-level talents of municipal party and government organs and institutions, outstanding talents in the field of the industry recognized or selected by municipal industry authorities, medium- and high-level talents of key enterprises, and medium- and high-level talents of other units approved by the municipal government. Among them, the municipal high-level talents and the outstanding talents in the field of this industry recognized or selected by the municipal industry authorities, as well as the medium and high-level talents of other units approved by the municipal government, in principle, apply for leasing in the name of an individual or a family; and for the remaining types of medium and high-level talents, in principle, take the allocation of the unit as a whole leasing method. The mid-level and high-level talents of other units approved by the municipal government may also adopt the allocation method of leasing the unit as a whole. Article 18? To apply for renting the municipal-level talent apartment in the name of an individual or a family, the applicant, spouse and minor children shall have no own property rights in the city (except for municipal high-level talents), and are not currently enjoying the protection of talent apartments.

Article 19? The rent of the talent apartment shall be calculated on the basis of the floor area of a single unit, and the rent standard shall be determined with reference to the market rent standard of the same type of housing in the same lot by the owner of the talent apartment or the implementing organization entrusted by him. The rental standard of talent apartment at the municipal level and district level shall be reported to the municipal and district development and reform departments respectively, and the rental standard of talent apartment constructed and raised by social forces shall be reported to the housing security departments of the districts in which they are located.

Article 20? Government construction of talent apartment rental income in accordance with the provisions of the government non-tax revenue management to the same level of finance, the implementation of two lines of management; repair and maintenance costs are mainly resolved through the talent apartment rental income, shortfalls in the financial budget arrangements to be resolved.

Article 21? Municipal talent apartment contract lease term of 5 years. After the expiration of the subject of the application still meets the conditions for the supply of talent apartments at the municipal level and the need to renew the lease, the lease can be renewed upon approval. The applicant shall submit an application for lease renewal to the owner of the talent apartment (unit) or its designated talent apartment implementation organization three months before the expiration of the contract. Lease contract expires without the specified period of time to apply for renewal, the applicant should be the subject of the contract within 60 days after the expiration of the relevant fees and vacate the talent apartment.

To apply for a lease in the name of an individual or a family, the applicant shall sign a lease contract with the owner of the talent apartment (unit) or its designated talent apartment implementation agency, and the rent shall be paid by the individual; to apply for a lease in the form of an overall unit lease, the employing unit shall sign a "whole lease contract" with the owner of the talent apartment (unit) or its designated talent apartment implementation agency. overall lease contract", the rent shall be paid by the employer.

Article 22? The lease contract shall set out the basic conditions of the housing, rent standards, rent collection methods, lease term, use and management, contract termination, liability for breach of contract, and the rights and obligations of both parties.

Article 23? Has been rented directly managed public housing, unit-managed housing or public **** rental housing of medium and high-level talent, should be completed within one month from the date of occupancy procedures to vacate the original rented directly managed public housing, unit-managed housing or public **** rental housing; overdue, take back the rented talent apartment.

Article 24? Centralized talent apartment complex shall strengthen the community service management. Street offices (town government) shall, in accordance with the principle of territorial management, strengthen the talent apartment community party organizations, neighborhood committees, improve community service management level, *** build clean, neat, safe and orderly talent apartment community.

Article 25? Talent apartment tenants can enjoy the relevant public **** service rights and interests in accordance with the relevant provisions of the city's tenant rental housing.

Article 26? Municipal units for the overall lease of talent apartments should be used in accordance with the "matching supply and demand, dynamic adjustment" principle, the talent apartment owner (unit) and its designated talent apartment implementation agency can be allocated according to the implementation of the program and the tenant unit subletting, rent payment and other circumstances, dynamic adjustment of the talent apartment allocation program, to improve the efficiency of the use of talent apartments. Article 27? The supervision and management of the talent apartments at the municipal level shall be carried out with reference to the relevant provisions on public **** rental housing protection for newly employed homeless workers in Guangzhou, and shall be specified in the contract.

Article 28? Municipal housing security departments shall, in conjunction with relevant departments, establish and improve the talent apartment management information system, integrating information resources of housing management, real estate registration, talent identification, public security, education, civil affairs, social security, family planning and community, etc., and improve the management of housing and occupancy object files.

Chapter IV Supplementary Provisions

Article 29 of the high-level talents to provide talent apartments, the conditions of access, household size, rent, rental, tenancy, and rights in accordance with the city's high-level talent services and treatment of the relevant provisions of the implementation.

Article 30? Each district may refer to these measures in conjunction with the actual situation in the district, to develop specific provisions of the talent apartment in the district, and report to the city housing security department. Each district shall formulate an annual plan, specify the number of construction and mobilization and the way, and report to the municipal housing security department.

Article 31? These Measures shall be implemented as of January 1, 2020, and shall be effective for five years.
