Detailed Rules for Implementing the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases in Heilongjiang Province

Chapter I General Provisions Article 1 These Detailed Rules are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the Measures for the Implementation of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases (hereinafter referred to as the Law on the Prevention and Control of Infectious Diseases and the Measures for the Implementation) and in light of the actual situation of this province. Article 2 Governments at all levels shall lead the prevention and control of infectious diseases, set targets for the prevention and control of infectious diseases, incorporate them into local social and economic development plans, and organize relevant departments to jointly implement them. Article 3 Health administrative departments at all levels shall exercise unified supervision and management over the prevention and control of infectious diseases. Fourth health and epidemic prevention institutions at all levels shall undertake the supervision and management of infectious diseases and the supervision and management authorized by the administrative department of health according to the national and provincial plans.

Health and epidemic prevention institutions in railways, transportation, civil aviation, forestry, agricultural reclamation, reform through labour, factories and mines undertake the monitoring and management of infectious diseases in this system, and accept the professional guidance of the health departments at higher levels in this system and local health and epidemic prevention institutions. Fifth medical and health institutions at all levels are responsible for the prevention and control of infectious diseases in their own units and areas of responsibility; Under the guidance of local health and epidemic prevention institutions, medical prevention and infectious disease monitoring are implemented. Article 6 All units and individuals in this province must accept inquiries, inspections, investigations, evidence collection and preventive and control measures of infectious diseases from medical and health care institutions and health and epidemic prevention institutions, and have the right to report and accuse violations of the Law on the Prevention and Control of Infectious Diseases, the Implementation Measures and these Detailed Rules. Seventh forest encephalitis is classified as a Class B infectious disease, which is managed by the province itself. Article 8 Governments at all levels shall regularly reward units and individuals that have made remarkable achievements and contributions in the prevention and control of infectious diseases. Chapter II Prevention Article 9 Governments at all levels shall be responsible for organizing relevant departments such as publishing, radio and television, culture, education, health, science and technology within their respective jurisdictions to carry out health publicity and education on knowledge and measures for the prevention of infectious diseases in various forms. Tenth urban and rural centralized water supply units should choose suitable water sources, strengthen health protection, water quality supervision and monitoring, have purification and disinfection facilities, and establish drainage, disinfection, cleaning, sewage disposal and maintenance systems and operating procedures to ensure the quality of water supply. Eleventh governments at all levels shall, in accordance with the urban and rural construction planning, gradually improve various public health service facilities in a planned way, and decontaminate, disinfect and harmlessly treat sewage, dirt, garbage and feces to prevent the spread and prevalence of infectious diseases. Article 12 The state practices a planned immunization system. Anyone who has lived in this province for more than 3 months shall go to the health and epidemic prevention department of the jurisdiction to receive vaccination according to the relevant requirements.

School-age children should be vaccinated in a planned way in accordance with relevant state regulations. After the newborn is born, its parents or guardians should apply to the medical and health institutions for vaccination certificates in time.

Nursery institutions and schools shall examine vaccination certificates when going through the formalities for admission to kindergartens. Children who have no vaccination certificate or fail to vaccinate according to regulations should go to medical and health institutions for replanting and apply for vaccination certificate. Thirteenth infrastructure construction units to recruit migrant workers, should report to the local health and epidemic prevention agencies, and take preventive measures. Local police stations and residents' committees shall regularly investigate and master the floating population, timely notify local health and epidemic prevention institutions, and do a good job in vaccination and infectious disease prevention and control measures. Fourteenth medical and health institutions must strictly implement the disinfection and isolation system in accordance with the regulations to prevent nosocomial infection and iatrogenic infection.

(two) general hospitals at or above the county level shall implement the system of pre-inspection and triage, and set up outpatient clinics for intestinal diseases and infectious diseases.

(three) where the use of instruments and appliances into the human body, must be disinfected by one person; Disposable medical and health supplies must be products approved by the provincial health administrative department, and should be recovered in time after use, destroyed centrally and treated harmlessly.

(four) strict implementation of blood source management regulations, plasma collection and supply must have a license issued by the provincial health administrative department. It is strictly forbidden to use the blood and blood products of patients and carriers of infectious diseases.

(five) consulting room, ward, supply room, operating room, preparation room, laboratory, disposal room, baby room, delivery room, burn ward, intensive care unit, etc. Microbiological monitoring must be carried out.

(six) the disinfection effect of all kinds of disinfection and sterilization instruments must be monitored in batches and recorded truthfully for future reference.

(seven) the sewage discharged from general hospitals and infectious disease hospitals (departments) must be treated harmlessly to meet the prescribed discharge standards.

(eight) the waste of general hospitals and infectious disease hospitals (departments) must be stored in a centralized way and treated harmlessly after safe incineration or disinfection. It is forbidden to mix with municipal solid waste.

(9) Staff engaged in dentistry, hemodialysis, organ transplantation, midwifery, nursery and preparation room in hospitals at all levels shall have regular health examinations according to the provisions of Article 17 of these Detailed Rules.

(ten) the new construction, renovation and expansion of hospitals shall be subject to preventive health supervision and acceptance by health and epidemic prevention institutions. Fifteenth health and epidemic prevention institutions and units engaged in the research, teaching and production inspection of pathogenic microorganisms must implement the state regulations on the classification, preservation, carrying, transportation and destruction of bacteria (viruses) to prevent the spread of pathogenic microorganisms.
