Article 18 of the recent key implementation plan for medical and health system reform (2009-20 1 1 year) promotes the reform of compensation mechanism in public hospitals. Gradually change the compensation of public hospitals from three channels of service charges, drug bonus income and financial subsidies to two channels of service charges and financial subsidies. The government is responsible for the capital construction of public hospitals, the purchase of large-scale equipment, the development of key disciplines, the expenses of retirees and the compensation for policy losses. And give special subsidies to the public health tasks undertaken by public hospitals, guarantee the public service funds designated by the government, such as first aid, foreign aid, agriculture support and Xinjiang aid, and provide funds for Chinese medicine hospitals (ethnic hospitals), infectious diseases hospitals, occupational disease prevention hospitals, mental hospitals, maternity hospitals and children's hospitals. Strictly control the construction scale, standards and loan behavior of public hospitals. Promote the separation of medicines, gradually cancel the addition of medicines, and do not accept discounts on medicines. The reduced income or loss of hospitals can be solved by increasing pharmaceutical service fees, adjusting some technical service fees and increasing government investment. Pharmaceutical service fees are included in the reimbursement scope of basic medical insurance. Actively explore various effective ways to separate medicines. Appropriately increase the price of medical technical services and reduce the inspection price of drugs, medical consumables and large equipment. Regularly calculate the cost of medical services and scientifically evaluate the efficiency of medical services.
