This method does not apply to safety supervision and management of construction sites for emergency rescue and disaster relief, and for low-rise conjoined and single-family residential buildings built by rural residents themselves. Article 3 The construction site of a construction project as mentioned in these Measures refers to the site occupied by construction activities such as civil engineering, construction engineering, wiring and pipelines, equipment installation engineering and decoration engineering, house demolition, municipal engineering and other construction activities (hereinafter referred to as the construction site) . Article 4: Construction site safety supervision and management shall be based on the principle of combining hierarchical management and territorial management, and adhere to the policy of safety first, prevention first, and comprehensive management. Article 5 The Kunming Municipal Construction Administrative Department shall coordinate, supervise and guide the construction safety of construction projects in the city.
Kunming High-tech Industrial Development Zone Management Committee, Kunming Economic and Technological Development Zone Management Committee, Kunming Dianchi National Tourism Resort Management Committee, Kunming Airport Economic Zone Management Committee, Chenggong New District Management Committee The meeting and the construction administrative departments of each county (city) district shall be specifically responsible for the safety supervision and management of construction sites within their jurisdiction according to their respective functions.
Relevant departments such as environmental protection, urban management, public security and fire protection, municipal public services, and health shall do a good job in safety supervision and management of construction sites in accordance with their respective responsibilities. Article 6: In the construction of construction projects, advanced and scientific construction technologies should be adopted, qualified and effective protective facilities should be used, standardization, standardization and process management of construction sites should be promoted, and the level of construction site management should be continuously improved.
Governments at all levels will commend or reward units and individuals that have made outstanding achievements in safety production management at construction sites. Chapter 2 Safety Responsibilities Article 7 Construction, construction, supervision and other relevant units shall perform their responsibilities and obligations for production safety in accordance with the law to ensure the safety of the construction site. Article 8 The construction unit shall handle the construction permit procedures in accordance with the law before the construction project can start.
When applying for a construction license, the construction unit shall provide relevant information on production safety measures for the construction of the construction project:
(1) Report on the bidding situation of the construction project or the construction of the construction project Contract;
(2) General layout of the construction site;
(3) Temporary facility erection plan and construction status;
(4) Safety production measures Cost usage plan;
(5) Special safety construction organization design or plan for temporary electricity, earthworks, formwork, scaffolding, hoisting, emergency rescue plans and other hazardous projects;< /p>
(6) Certificates held by the construction unit’s project organization structure, project leaders, safety management personnel, and special operations personnel;
(7) List of safety management personnel of the construction and supervision units;
(8) Certificate of payment of accident insurance;
(9) Construction site fire safety plan and disposal measures;
(10) Relevant laws, regulations and Relevant information provided by regulations.
The construction administrative department that issues the construction license shall, within 15 days after approving the construction permit, transfer the safety construction measures record data to the construction administrative department where the construction project is located. Article 9 When preparing project budget estimates, construction units shall calculate the costs of safe operating environment and safe construction measures for construction projects (hereinafter referred to as the costs of safety production measures) in accordance with relevant national and provincial regulations and standards.
The cost of production safety measures shall be listed as non-bidable expenses when bidding, and shall be listed separately in the construction bidding of construction projects.
The cost of production safety measures is mainly used by the construction unit to take safety construction measures such as road hardening, facade sealing, safety facilities, temporary environmental protection, and fire-fighting facilities at the construction site, and shall not be used for other purposes. Article 10: For projects under general contracting, the general contractor shall be fully responsible for production safety at the construction site. If subcontracted in accordance with the law, the subcontracting unit shall be responsible for the safety production work at the construction site within the scope of the subcontract.
The general contractor and the subcontractor shall be jointly and severally responsible for the safety production of the subcontracted project.
Article 11 The principal person in charge of the construction unit is the first person responsible for the safety production of the construction project and assumes full responsibility for construction safety.
The project leader of the construction unit shall stick to his post and shall not leave his post without authorization. A project leader shall not be responsible for the construction safety management of two or more construction projects at the same time. Article 12 The construction unit shall establish a specialized production safety management organization that is commensurate with the scale of construction and be equipped with full-time safety technicians to independently perform safety management responsibilities at the construction site. Article 13 The main person in charge of the construction unit, the project person in charge, the full-time safety production management personnel, and the workers entering the construction site shall receive safety production education, fire protection knowledge and other relevant training; special operation personnel shall hold certificates to work. Article 14 The supervision unit shall carry out supervision in accordance with laws, regulations, mandatory standards for project construction and the provisions of the supervision contract, include the construction safety of construction projects within the scope of supervision, perform the supervision responsibilities of construction site safety management, and do a good job in safety supervision Inspect and establish inspection records.
The chief supervision engineer is fully responsible for the safety supervision of construction projects, and the safety supervision engineer is specifically responsible for the safety supervision of the construction projects he undertakes.
