The offices of the customs, the administrative organs of the park and their business entities, enterprises established in the park (hereinafter referred to as the enterprises in the park) and other units shall be set up in the comprehensive office area of the park within the planning area of the park and outside the purse seine. In addition to the security personnel and duty personnel of relevant departments and enterprises, other personnel are not allowed to live in the park. Article 6 After the relevant facilities and places specified in Article 4 and Article 5, paragraph 1 of these Measures are checked and accepted by the General Administration of Customs in conjunction with the relevant departments of the State Council, the park can carry out related businesses. Article 7 The park may carry out the following businesses:
(1) storing import and export goods and other goods that have not gone through customs formalities;
(two) simple processing and value-added services for the stored goods;
(3) Import and export trade, including entrepot trade;
(4) International procurement, distribution and distribution;
(5) International transit;
(6) Testing and maintenance;
(7) commodity display;
(eight) other international logistics business approved by the customs. Article 8 Commercial retail, processing, manufacturing, renovation, dismantling and other businesses unrelated to the park shall not be carried out in the park. Article 9 Under any of the following circumstances, the enterprises in the park shall report in writing to the competent customs in the park within the specified time and go through the relevant formalities:
(1) Suffering from disasters such as force majeure;
(2) Goods under customs supervision are sealed up or detained by administrative law enforcement departments or judicial organs;
(3) Goods under customs supervision are stolen;
(4) Other circumstances stipulated by laws and administrative regulations.
The reporting time of the above situation is within 5 working days from the date of occurrence of item (1) and within 3 working days from the date of occurrence of items (2) to (4). Article 10 The competent customs in the park may require enterprises to provide corresponding guarantees for goods under customs supervision entering and leaving the park and outside the park. Eleventh laws and administrative regulations prohibit the import and export of goods and articles shall not enter or leave the park. Chapter II Customs Administration of Enterprises in Park Article 12 Enterprises in Park shall have the qualification of enterprise legal person. Enterprises in the park shall go through the registration formalities with the customs in accordance with the Provisions on the Administration of Registration of Customs Declarers in People's Republic of China (PRC) and relevant laws and regulations before conducting business.
Under special circumstances, with the approval of the customs directly under the central government, legal person enterprises outside the zone may set up branches in the park according to law. Thirteenth park enterprises shall meet the following conditions:
(1) Having the ability to pay taxes to the customs and perform other legal obligations;
(two) there are special business premises in the park. Article 14 If an enterprise in the park changes the area and address of its business premises, it shall report to the customs directly under it for approval; Where the registered contents such as name, organization, nature, legal representative and registered capital are changed, it shall be reported to the customs directly under the central government for the record within 5 working days after the change.
Enterprises in the park have other changes other than those specified in the preceding paragraph, and shall report to the competent customs in the park and go through relevant formalities in accordance with the relevant provisions of laws and administrative regulations. Article 15 The customs shall implement an electronic account book supervision system and a computer networking management system for enterprises in the park.
The administrative organ of the park or its business entity shall, under the guidance of the customs, establish a computer public information platform for the customs, enterprises in the park and other relevant departments to exchange electronic data and enjoy information.
Enterprises in the park shall establish a computer management system that meets the requirements of customs supervision, provide terminal equipment for the customs to access data, and connect with the customs in accordance with the authentication methods and data standards stipulated by the customs. Article 16 Enterprises in the park shall, in accordance with the Accounting Law of People's Republic of China (PRC) and relevant laws and administrative regulations, standardize financial management, set up account books and statements that meet the requirements of customs supervision, record financial status and the inventory, allocation, sale, simple processing and use of goods and articles entering and leaving the park, truthfully fill in relevant documents and account books, and keep accounts with legal and valid vouchers.
Enterprises in the park shall prepare monthly statements and annual financial and accounting reports on the import, export, transit and storage of goods, and submit them to the competent customs in the park on a regular basis. Chapter III Customs Supervision over Goods Entering and Leaving the Park
