Nuclear Accident Medical Emergency Management Regulations

Chapter I General Provisions Article 1 In order to strengthen the medical emergency management of nuclear accidents, to reduce and control the radiation hazards of nuclear accidents, to protect the health and safety of nuclear power plant personnel and the public, according to the "Regulations on Emergency Management of Nuclear Accidents in Nuclear Power Plants" (hereinafter referred to as "Regulations"), the formulation of these provisions. Chapter II Organizational Structure and Responsibilities Article 6 The health administrative department of the State Council set up a national nuclear emergency medical rescue leading group, its main responsibilities are:

Article 7 The health administrative department of the State Council to set up a nuclear accident medical emergency rescue leading group office (hereinafter referred to as the Ministry of Health Nuclear Emergency Response Office), whose main responsibilities are:

(1) to organize publicity and implementation of the national guidelines and policies on emergency response to nuclear accidents;

(2) to do a good job of medical emergency preparedness under the leadership of the leading group of the medical emergency response to nuclear accidents, and to guide, supervise, inspect and implement the various medical emergency rescue measures;

(b) to assist the national nuclear emergency medical rescue leading group to do a good job in the evaluation of the medical emergency rescue program of the nuclear accident

(3) to guide and participate in the emergency radiological health protection and medical rescue professional and technical training for nuclear accidents;

(4) to participate in the hygienic evaluation of nuclear accidents. Article 9 The State Council administrative department of health set up a medical emergency rescue center for nuclear accidents, its main responsibilities are:

(1) to carry out research on the methods and techniques of health protection and medical rescue in nuclear accidents, and to prepare for and respond to medical emergencies and rescue at the national level under the leadership of the Nuclear Emergency Response Office of the Ministry of Health;

(2) to be responsible for the implementation of the technical backbone of medical emergency response agencies at all levels of training and exercises; and (iii) responsible for drafting the national medical emergency rescue plan for nuclear accidents;

(iv) responsible for collecting, organizing, analyzing, storing and exchanging relevant information, and setting up relevant databases;

(v) participating in the medical treatment and long-term medical observation of the people who have been exposed to radiation accidents, and guiding the storage and use of antiradioactive medicines;

(vi) taking part in the (f) participate in the formulation of dose intervention level and derived intervention level guidelines for public protection in nuclear accidents, and assist the provincial health administrative departments where nuclear facilities are located in the implementation of health protection measures in nuclear accidents;

(g) provide guidance and participate in monitoring radioactive contamination at the site of nuclear accidents when necessary;

(h) be responsible for the daily duty work, communication and liaison, receipt and transmission of information, and medical emergency rescue in case of accidents. (v) Carrying out the radioactive health evaluation of the public around the nuclear power plant after operation, and regularly monitoring and evaluating the living drinking water, food, and the near-surface air of the main settlements;

(vi) Regularly providing the relevant investigations, monitoring and evaluation information to the Medical Emergency Response Center for Nuclear Accidents of the Ministry of Health; Report any problems found at any time;

(vii) carry out technical training on radiation health protection for relevant personnel of primary health care units in areas likely to be affected by nuclear accidents, and publicize and educate residents around nuclear power plants on the basic knowledge of radiation health protection;

(viii) complete other tasks assigned by the Nuclear Emergency Response Office of the Ministry of Health.
