Open bidding should be the main method of government procurement, mainly because:

Article XV of the use of invitations to bidding for purchases If the procurement is conducted by invitational bidding, the bidding and procurement unit shall issue a pre-qualification notice in the government procurement information media designated by the financial department of the people's government at or above the provincial level, announcing the qualification conditions of the bidders, and the duration of the pre-qualification notice shall not be less than seven working days.
The bidder shall submit the qualification documents as required by the announcement three working days before the end of the pre-qualification announcement period. The bidding and purchasing unit selects more than three bidders from among the evaluated qualified bidders by randomization and issues an invitation to bid to them.
Article 16 In case of procurement by means of bidding, the period from the date of commencement of issuance of the bidding documents to the date of deadline for submission of bidding documents by the bidders shall not be less than twenty days.
Article 17 The public solicitation notice shall include the following main contents:
(1) the name, address and contact method of the bidding and purchasing unit;
(2) the name of the bidding project, the number of bidding projects or the nature of the bidding project;
(3) the qualification requirements of the bidders;
(4) the time, place and manner of obtaining the bidding documents and the selling price of the bidding documents;
Article 17 The notice shall include the following main contents. and the selling price of the bidding documents;
(v) the deadline for submission of bids, the time and place of bid opening.
