Article 4 The sewage treatment fee belongs to the non-tax revenue of the government, and shall be turned over to the local treasury in full, incorporated into the budget management of local government funds, and used for special purposes.
Article 5 All regions are encouraged to participate in the investment, construction and operation of urban drainage and sewage treatment facilities in various forms, such as cooperation between the government and social capital, and government purchasing services, so as to share risks reasonably, realize the integration of rights and interests, strengthen the project life cycle management, and improve the service quality and operational efficiency of urban drainage and sewage treatment.
Article 6 The collection, use and management of sewage treatment fees shall be subject to the supervision and inspection of the financial, price and auditing departments and the drainage and sewage treatment departments of higher cities.

As early as 2007, according to the relevant requirements of the provincial government, Jinan formulated the "Administrative Measures for the Collection and Use of Urban Sewage Treatment Fees in Jinan", which has been implemented according to this requirement.
"This method mainly determines that the main body of charges is the municipal public bureau, and the scope of collection is all water users within the urban area of this city, and at the same time determines the principle of' two lines of revenue and expenditure'."
