Chapter I General Provisions Article 1 In order to strengthen the management of municipal solid waste, create a clean and beautiful working and living environment, and safeguard human health, these measures are formulated in accordance with the provisions of the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the management of municipal solid waste where the people's governments of cities and counties (cities) are located. Article 3 The term "municipal solid waste" as mentioned in these Measures refers to the wastes generated by units and residents in this Municipality in their daily lives and services for their lives (hereinafter referred to as municipal solid waste), and the wastes such as muck, mud, waste and sludge generated in urban construction activities (hereinafter referred to as construction waste). Article 4 The municipal environmental sanitation administrative department shall be responsible for the unified management of municipal solid waste in this Municipality. County (city, district) environmental sanitation management department is responsible for the specific management of municipal solid waste within its jurisdiction.

Government departments such as environmental protection, urban construction, construction management, health, industry and commerce shall, according to their respective responsibilities, cooperate with the environmental sanitation management department to do a good job in the management of municipal solid waste. Article 5 The people's governments of cities and counties (cities, districts) shall, according to the national economic and social development plan, increase the capital investment in the management of municipal solid waste year by year, ensure harmless treatment, and gradually realize reduction and resource utilization.

Encourage units and individuals to invest or introduce funds to build domestic waste treatment facilities. Article 6 People's governments at all levels should strengthen the publicity of environmental sanitation laws, regulations and scientific knowledge, enhance citizens' awareness of environmental sanitation, and establish a social moral trend of stressing hygiene and attaching importance to honor. Article 7 All units and individuals shall respect the work of environmental sanitation workers and have the right to stop and report acts that undermine environmental sanitation and litter. The competent administrative department of environmental sanitation shall set up a hotline for reporting, accept reports from the masses, and commend and reward those who report meritorious deeds. Eighth units, residents and temporary residents shall pay garbage disposal fees in accordance with the provisions.

If the collection, removal and treatment of municipal solid waste provide paid services in accordance with the provisions of these measures, the standard of paid service fees shall be announced to the public after being approved by the price department according to law. Chapter II Garbage Collection Article 9 Domestic garbage shall be collected at fixed points and at fixed times. Tenth domestic garbage should be gradually collected in bags and recycled separately. The specific implementation area and time shall be determined and announced by the administrative department of environmental sanitation of the city and county (city). Sanitation workers come to collect bagged domestic garbage and provide paid services. Eleventh in the area where bagged collection is implemented, environmental sanitation workers should collect domestic garbage once every morning and evening, and transport it to the closed garbage container or garbage transfer station set up by the environmental sanitation management department. The collection time shall be announced by the environmental sanitation management department.

Units and residents shall put the bagged domestic garbage into the designated place within the collection time of the announcement. Twelfth units and residents in areas where bagged collection is not implemented shall put domestic garbage into designated garbage containers. Thirteenth units and individuals waste furniture, office supplies, waste electrical appliances and other large waste, should be placed in the collection place set up by the environmental sanitation management department. Fourteenth construction waste generated in the construction should be piled up within the scope of the construction site.

Sporadic construction waste generated by units and individuals in the construction and decoration of houses shall not be littered, which will affect environmental sanitation, and shall be removed in time. Chapter III Garbage Removal Article 15 Urban domestic garbage shall be removed daily. Demolition time should avoid urban traffic peak hours. However, the construction unit shall be responsible for the removal of domestic garbage generated in residential areas that have not been taken over by the environmental sanitation management department.

Seventeenth no unit or individual may put industrial waste, hazardous waste and construction waste into domestic waste containers, transfer stations and treatment plants (fields). Article 18 The construction unit or construction unit that produces construction waste shall, seven days before the construction project starts, report the quantity, transportation route, disposal site and other matters of construction waste to the municipal, county (city) environmental sanitation administrative department with drawings and construction waste disposal plan, and apply for the construction waste disposal procedures.

City, county (city) environmental sanitation management department shall conduct an audit within three days from the date of accepting the application. After verification, collect construction waste disposal fees in accordance with relevant regulations, and issue construction waste transportation licenses; If it is not approved, give a written reply.

No unit or individual may forge, alter, lend or transfer the construction waste transport license. Article 19 Units and individuals that remove construction waste shall transport the construction waste to the designated disposal site according to the time, route and quantity approved by the municipal and county (city) environmental sanitation administrative department. Article 20 Units that generate construction waste shall timely remove the generated construction waste, and remove all the generated construction waste before the completion and acceptance of the construction project.

Units and individuals in the housing construction and renovation of sporadic construction waste, you can entrust a professional environmental sanitation unit paid removal. Environmental health professional units shall complete the removal within three days from the date of accepting the entrustment.
