The time for Fujian to resume work is decided by the provincial party committee and government. On the 29th, the general office of the provincial government issued a notice on postponing the resumption of work of enterprises in the province, clarifying that except for important enterprises related to the national economy and people's livelihood, such as ensuring urban operation, epidemic prevention and control, and people's daily necessities, the resumption of work of other enterprises should not be earlier than 24: 00 on February 9th.

The notice pointed out that in addition to ensuring urban operation (water supply, gas supply, power supply, communications and other industries), epidemic prevention and control (medical equipment, medicines, protective products production and sales and other industries), people's daily necessities (supermarkets, food production and supply) and other enterprises related to the national economy and people's livelihood, other enterprises should ensure stable production and good service according to their own conditions, not earlier than February 9 (the 16th day of the first lunar month), and employers should guarantee them according to law. Enterprises that have started in the province continue to stabilize production and reduce the flow of workers.

All relevant departments and units should strengthen health management for those who need to rework in the near future due to work. Railway, civil aviation, highway, waterway and other relevant departments and county (city, district) governments should conduct body temperature tests for those who return to work outside the province one by one, and set up isolation zones in advance. The unit should report relevant information in a timely manner, grasp the personnel situation from or to key epidemic areas one by one, closely follow them, respond in time, and achieve full coverage.

The first safeguard measure for returning to work is to prevent and control the epidemic situation. Guide and urge enterprises to conscientiously implement various epidemic prevention requirements, and strictly implement measures such as protection, epidemic response and individual protection during the resumption of work and production.

It is necessary to make good use of scientific and technological means such as nucleic acid detection, expand coverage and improve screening speed on the premise of ensuring safety. Encourage areas with high personnel turnover to organize population screening in key areas, and support qualified hospitals and third-party testing institutions to carry out nucleic acid testing.

Strengthen the isolation of key populations and case treatment. Returnees should report personal travel information and health status to their enterprises and communities in a timely manner, and their enterprises and communities should establish personal health records respectively. Allow personnel in areas with high epidemic incidence and personnel in non-emergency positions to postpone their return trip appropriately. Those with suspected symptoms such as fever, fatigue and dry cough should be isolated on the spot at the first time, and sent to the local fever clinic for investigation in time, and sent to the designated hospital for treatment immediately after diagnosis.

Strengthen the health protection of enterprise employment. Reduce the density of people in the workplace by arranging off-peak work, implementing flexible working system, comprehensively adjusting paid vacation, working at home, and teleconference. Establish and improve the system of daily cleaning, disinfection and ventilation, strictly implement the requirements of temperature detection and screening of personnel entering and leaving places, and guide employees by means of time-sharing, wrong-time dining or box lunch to ensure food safety. Do a good job in ensuring the transportation of employees to and from work, and qualified enterprises can arrange shuttle buses independently.

The second is to promote the resumption of production in an orderly manner. Support epidemic prevention and control, medical materials production enterprises to produce at full capacity. Enterprises engaged in epidemic prevention and control, such as masks and protective clothing, and manufacturers of medical materials and supporting materials will be included in the key protection list, and "one enterprise, one policy, one school a day" will be implemented to coordinate and solve the difficulties and problems of enterprises in a timely manner, maximize the release of production capacity, realize full production capacity, and accelerate the realization of increasing production and expanding production.

Ensure that enterprises involved in important national economy and people's livelihood resume production immediately, and those that have resumed production should continue to expand production capacity, tap potential and produce at full capacity. Support state-owned enterprises in central Fujian, various leading enterprises in provinces, cities and counties, key enterprises and high-tech, high-growth, high value-added enterprises, leading enterprises in digital economy and foreign trade enterprises with markets and orders to take the lead in implementing the requirements for resuming work and production.

According to the priority of urban and rural operation and development, organize enterprises to resume work and production in batches.

Promote the coordinated operation of the whole industrial chain, strengthen the docking of labor supply and demand between regions, increase the intensity of online recruitment, and encourage the priority employment of local labor, labor outside Fujian Province for the New Year, and labor in villages (communities) without epidemic in the province. Promote the cooperation between upstream and downstream supporting enterprises and ensure the stable supply of raw and auxiliary materials and important parts. The epidemic prevention materials, key raw materials, important production equipment and spare parts, food and other necessities will be included in the scope of emergency transportation, and green channels will be opened for related transport vehicles.

Pay close attention to spring ploughing, do a good job in the construction of "vegetable basket", promote a number of "vegetable basket" commodity supply bases and Huimin fresh supermarket to resume production, speed up the resumption of pig production, and better protect the market demand of the whole province.

The third is to organize major projects to resume work. Classify and formulate the timetable for the commencement and resumption of major key projects, implement list management, and promptly promote the substantive commencement and resumption of projects.

Strengthen the preliminary work of the project, implement the starting conditions of the project, and give priority to the protection of land and forests for new projects such as epidemic prevention and control, energy supply, transportation and logistics, medical resources and ecological environment.

Strengthen the project service guarantee, open a one-stop green channel for project approval, implement on-site immediate handling of urgently needed approval items, and promote more approval items to "run online all the time" and "not run once". During the epidemic period, the owner should pay the project funds in advance every month for the government-invested projects to solve the financial difficulties of the construction unit.

The fourth is to do a good job in transportation organization. To ensure smooth roads, it is strictly forbidden to close the entrances and exits of expressways without authorization, block national and provincial trunk highways, isolate or cut off rural highways, and block the passage of emergency transport vehicles. It is strictly forbidden to set up epidemic prevention and quarantine points or checkpoints in expressway service areas and toll stations, provincial boundaries and national and provincial trunk highways without authorization.

To strengthen transportation management, the transportation department should coordinate the transportation capacity to transport key people and reduce the risk of epidemic spread.

Fifth, strive to improve the public's service guarantee ability. Strengthen the protection of protective equipment, and strive to meet the protection service needs of public service posts such as railways, civil aviation, highways, postal services, public security, township streets, and life service enterprises on the basis of protecting the protective equipment of frontline medical personnel.

We will implement the policy of helping enterprises stabilize their posts, conscientiously implement 24 measures to deal with the COVID-19 epidemic in our province, and effectively reduce the burden on enterprises by strengthening financial services, implementing loan interest subsidies, and reducing taxes and fees.

Sixth, do a good job in safety production and social stability. All localities and relevant departments should strictly implement the responsibility for production safety of various enterprises during the epidemic prevention and control period, strengthen the monitoring and protection of inflammable, explosive, toxic and harmful workplaces, and especially pay special attention to the investigation of major safety hazards of key enterprises to ensure that production safety accidents and epidemic spread incidents do not occur.

Pay close attention to enterprises that are affected by the epidemic and have difficulties in production and operation, cut off the sources of funds, and organically combine helping relief with dealing with wage arrears.

Seventh, compact the responsibilities of enterprises and regions. All enterprises should set up a leading group for epidemic treatment, prepare masks, disinfectants, thermometers and other prevention and control materials and raw and auxiliary materials needed for production, strictly implement various measures for epidemic prevention and control, and ensure the orderly production and operation.

All localities should set up special work classes, adjust measures to local conditions, innovate measures, one enterprise, one policy, one project and one policy, and help enterprises coordinate and solve difficulties and problems in time; It is not allowed to introduce regulations to delay the resumption of work and production of enterprises and projects. If there are special circumstances, it should be submitted for approval according to procedures.
