Chongqing Municipal Regulations on Traditional Chinese Medicine (2005 Amendment)

Chapter I General Provisions Article 1 For the inheritance and development of Chinese medicine, the city to give full play to the advantages of traditional Chinese medicine resources, to meet the people's growing demand for health services, to protect the people's health, according to the relevant state laws and regulations, combined with the actuality of the city, the formulation of these regulations. Article 2 The Chinese medicine referred to in these regulations, including Chinese medicine, Chinese and Western medicine and ethnomedicine. Article 3 These regulations shall apply to the administrative area of the city of Chinese medicine, prevention, health care, rehabilitation, teaching, scientific research, foreign affairs and other activities. Article 4 The people's governments at all levels shall implement the "Chinese and Western medicine" policy and the protection, support and development of Chinese medicine policy, adhere to the Chinese medicine, Western medicine, the status of equality, the principle of equal emphasis on the development of the cause.

Actively support and develop national medicine. Article 5 The administrative departments of traditional Chinese medicine of the people's governments at or above the county level or the departments in charge of traditional Chinese medicine designated by the people's governments at the same level (hereinafter collectively referred to as the administrative departments of traditional Chinese medicine) shall be responsible for the administration of traditional Chinese medicine in their respective areas.

Article 8 The people's governments at and above the county level shall improve the system of law enforcement and supervision of traditional Chinese medicine, and strengthen the administrative law enforcement functions of traditional Chinese medicine. Traditional Chinese medicine, medicine, public security, industry and commerce and other administrative departments should be strengthened in accordance with the relevant provisions of the investigation and handling of illegal Chinese medicine. Article 10 The people's governments at all levels shall strengthen the work of rural traditional Chinese medicine, consolidate the network of rural traditional Chinese medical institutions, the establishment of towns and cities of traditional Chinese medicine institutions in rural areas of traditional Chinese medicine and medical support and guidance system, and actively promote the rural areas of simple and applicable, inexpensive and effective new technologies, new therapies. Article 11 Chinese medicine medical institutions to implement graded management and evaluation system, its business premises, medical equipment, business and technical personnel shall meet the national and municipal standards.

Medical institutions of traditional Chinese medicine shall not use shoddy drugs. Article 18 The people's governments at or above the county level shall incorporate the scientific and technological work of traditional Chinese medicine into the local scientific and technological planning, strengthen the management, development, promotion, application and transformation of the achievements of traditional Chinese medicine, and cultivate and develop the scientific and technological market of traditional Chinese medicine. Article 19 The administrative departments of traditional Chinese medicine at all levels shall accelerate the development of traditional Chinese medicine resources, excavation, collation and protection of valuable traditional Chinese medicine literature, discovery and improvement of diagnostic and therapeutic techniques with unique therapeutic effects, and strengthen the scientific and technological intelligence and information work of traditional Chinese medicine.
