2 Chinese Medical Association continuing medical education program management methods (for trial implementation) of the relevant content

The implementation of the management approach to make the Chinese Medical Association continuing education work in accordance with the law, there are rules to follow, is the Society to strengthen the supervision and management of continuing medical education to improve the overall level of continuing medical education prerequisites and conditions.

The fee is 1000 RMB for each single program (including the program for record). The fee will be fully utilized for the management of the program, including the work of evaluation and supervision. On the basis of stabilizing the scale, the quality of the projects will be improved and the smooth implementation of project management will be ensured, so as to realize the transformation of continuing medical education from quantity to quality and from form to content. 2.4 Give full play to the advantages and role of the medical association experts. Each project organizer shall provide the relevant information of the project with the Ministry of Continuing Medical Education of the Chinese Medical Association within fifteen working days after the completion of the project activities, including: project summary, official notification of the project activities, the actual implementation of the schedule (curriculum), training materials (lecture notes and slides, video recordings of lectures, courseware of the network continuing medical education courses, etc.), the address book of the trainees, test questions, and a list of the experts who have given lectures (including the names of the experts and the work they have undertaken in the project). Name, work undertaken in the program, unit, contact information), list of sponsors. The text documents must be bound in a book and the electronic documents must be submitted in the specified way. All information should be kept in the archives of the sponsors of the continuing medical education program for at least five years for review and inquiry. Any refusal to submit the above information or late submission will affect the filing of the program or the declaration of other continuing medical education programs of the organizer.

2.6 One of the measures proposed in the plan is inspection and supervision, regular evaluation. To continuously improve and strictly implement the supervision system of continuing medical education, strengthen the constraint mechanism, regular assessment of continuing medical education work, the implementation of the project to check the timely correction of problems that arise. This management method makes specific provisions about the sampling inspection of the projects and stipulates that the approved projects shall be subject to the supervision of the Department of Continuing Medical Education of the Chinese Medical Association. The Ministry of Continuing Education of the Chinese Medical Association conducts inspections and evaluations of the implementation of the approved projects from time to time every year, and may assign special persons to conduct on-site sampling inspections. The number of sampling projects shall not be less than 10% of the number of projects organized. The organizers of the sampled projects shall actively cooperate with the Ministry of Continuing Education of the Chinese Medical Association to do a good job in the inspection and evaluation, and take the initiative to submit self-assessment reports and project-related information, without any deceptive behavior. The inspection and evaluation staff have the right to enter the venue for examination, and conduct information and investigation with the trainees and presenters. The organizer of each project shall report the determined time of the project to the CMA's Department of Continuing Education two months in advance. The Department of Continuing Education of the Chinese Medical Association will notify the organizer of the program within 20 working days before the program is held to conduct a random inspection of the program.

After the promulgation of the management approach, the implementation should be strengthened, strict management, and further refine the workflow of each link, the establishment of the corresponding standards, templates and SOPs, and pay attention to the relevant fees and expenses of financial management. Trial run for a period of time, constantly identify problems, summarize experience, and promptly amend and improve the relevant provisions.

3 Financial management involved in project management

According to the relevant provisions of the Regulations on Continuing Medical Education (for Trial Implementation), the funds required for continuing medical education shall be solved by raising funds through multiple channels, such as the state, the collective, and individuals. In the "Eleventh Five-Year Plan", it is pointed out that it is necessary to increase investment, establish and improve the virtuous cycle mechanism for the raising and use of funds for continuing medical education, and ensure the funding of continuing medical education. As a non-profit organization, the Chinese Medical Association does not aim to make profits. The management of continuing medical education programs is a specific and important social mission that requires adequate financial support, and the scientific and reasonable financial management of related expenses is also a top priority.

In order to further standardize the financial management, effective use of funds, cost savings, improve the evaluation of continuing medical education projects and supervision of the use of funds to play a real role in the smooth development of the Chinese Medical Association of the continuing medical education program to monitor the work of sampling, to ensure that the quality of continuing medical education projects to promote the whole of the overall level of continuing medical education, the authors of this paper believe that we should be from the following aspects of the gradual implementation of financial management. 3.1 According to the law, the evaluation and supervision of the funding of the continuing medical education program should be managed scientifically

First of all, the relevant leaders should pay attention to the financial laws and regulations, and strengthen the study, fully recognizing the importance of financial management in the supervision of the continuing medical education program. Secondly, in accordance with the inherent laws of financial management and the requirements of the relevant national laws and regulations, we should gradually establish a more standardized, scientific, perfect and self-disciplined financial management system, and establish and improve the financial management system and various work processes. Under the principle of division of labor and collaboration, clear management positions and personnel duties, refine the responsibilities, so that the system manages people, responsibility to people. Strict financial management workflow and approval procedures; at the same time, in accordance with national laws and regulations, combined with the possible weaknesses in financial management, the development of financial planning, cost and expense management, expenditure management and other ancillary management systems, and effectively implement them. Again, communicate with the relevant price supervision departments, handle the approval procedures of the relevant charges, so that it is in line with the provisions of the relevant state laws and regulations, and realize the legal charges.

3.2 Strengthen budget management, make good financial forecasts

Should be based on the objective situation of the management of the secondary education program, taking into account the overall situation, to ensure that the key points, a balance of income and expenditure, comprehensively reflecting all the income and expenditure, will be budgeted with the project management approach and the characteristics of the project are closely integrated with the scientific and rational preparation of detailed budgets to ensure that the budget content of the completeness and scientific nature. In the process of implementing the budget, it is necessary to adhere to the seriousness, authority and constraints, insist on spending according to the project, time and progress, insist on determining expenditures based on revenues, disallow arbitrary changes in the budget, ensure the safety of funds, improve the efficiency of the use of funds, and strengthen the ex post facto assessment and analysis. 3.3 Preparation of financial plans, strict control of expenditure

Relevant financial expenditures shall obtain true, complete and legal original invoices, otherwise reimbursement shall be refused.

3.6 Strengthening the control and supervision of funding for the evaluation and supervision of continuing education programs

Strictly abide by the financial laws and regulations, standardize the financial management, strengthen the financial control, set up the corresponding control system, with full-time financial personnel, and standardize the behavior of income and expenditure. We conduct regular financial inspections of the accreditation and supervision funds for continuing education programs, correct or solve problems found in the inspection in a timely manner, and formulate precautionary measures. Regularly publicize financial affairs, increase the transparency of the use of funds, and consciously accept public supervision. Improve the relevant evaluation methods, scientific assessment and evaluation of financial management and the use of funds to assess the effectiveness of the financial indicators, through the institutionalization of the evaluation to promote the management efficiency of the Chinese Medical Continuing Medical Education Program and the improvement of social credibility.

3.7 Establishment of a financial analysis system to improve the management level

4 Summary

Continuing medical education is an integral part of the development of health care, is the implementation of the "science and education" strategy and health talent strategy is an important measure. We should effectively strengthen the leadership of the work of continuing medical education and the management of the continuing medical education program, and raise the awareness of the importance of the continuing medical education in the reform of health undertakings and even in the construction of a harmonious society. Taking this management method as an opportunity, we should make efforts to explore the effective operation mechanism of continuing medical education adapted to the socialist market economic system, and continuously improve and implement it, so as to scientify, standardize and institutionalize the work of continuing medical education and promote the legalization of continuing medical education. In strict accordance with the relevant requirements of continuing medical education, it will strengthen the standardized management of each work link, further strengthen the supervision and inspection of the activities of continuing medical education programs, constantly improve the quality and effectiveness of continuing medical education, and ensure that the work of continuing medical education is carried out in a healthy and orderly manner. To create favorable conditions and environment for health technicians to participate in continuing medical education activities, and to gradually make health technicians establish the concept of "only lifelong education, in order to practice lifelong", and change passive learning to active learning.
