The term "civilized behavior" as mentioned in these Regulations refers to the behavior that citizens abide by the Constitution, laws and regulations in their daily production and life, meet the requirements of socialist morality, embody socialist core values, safeguard public order and good customs, lead social customs and promote social progress. Article 3 The promotion of civilized behavior should adhere to the principles of combining rule of law with rule of virtue, advocacy with governance, self-discipline with heteronomy, government-led with social governance, and clear rewards and punishments. Article 4 The municipal and county (district) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, include the required funds in the fiscal budget, and formulate relevant policies and measures to promote the coordinated development of civilized behavior and economy and society. Fifth city and county (District) spiritual civilization construction steering committee unified leadership of the administrative region to promote civilized behavior; City and county (District) spiritual civilization construction institutions are responsible for the promotion of civilized behavior within their respective administrative areas. Article 6 The relevant departments of the people's governments of cities and counties (districts) shall do a good job in publicizing civilized behaviors within their respective functions and duties.
Township people's governments and sub-district offices shall, in accordance with the overall arrangement of the county (district) spiritual civilization construction institutions, do a good job in promoting civilized behavior in their respective areas.
Villagers' committees and residents' committees shall strengthen the propaganda, education and guidance of civilized behavior, and assist in the related work of promoting civilized behavior. Seventh units and individuals that have made outstanding contributions to promoting civilized behavior shall be commended and rewarded in accordance with relevant regulations. Article 8 The people's governments of cities and counties (districts) shall establish an electronic information base of civilized behaviors to record the civilized and uncivilized behaviors of citizens participating in charity and voluntary services.
Relevant government departments should take civilized behavior records as an important reference for preferential treatment and reward when formulating relevant policies.
State organs, enterprises, institutions and social organizations should take civilized behavior records as an important reference for job promotion and treatment rewards. Chapter II Advocacy of Civilized Behavior Article 9 Citizens should cultivate and practice socialist core values, establish patriotism, collectivism and socialist ideology, constantly improve social morality, professional ethics, family virtues and personal morality, and carry forward the spirit of anti-union, miners' spirit and champion spirit. Tenth all kinds of schools in the city at least once a year to carry out "anti-union spirit, miner spirit, champion spirit" theme education activities. Eleventh to encourage the national ice and snow sports, expand the advantages of short track speed skating, develop ice and snow culture, and enhance the degree of urban civilization with advantageous projects and characteristic culture. Article 12 Encourage and advocate the following civilized behaviors that embody socialist core values and promote social integrity:
(1) Being courageous, participating in emergency rescue and disaster relief, and stopping illegal and criminal acts according to law;
(two) blood donation, donation of hematopoietic stem cells, human organs (tissues), remains;
(three) actively participate in cultural education, environmental protection, public welfare competitions, social governance and other voluntary service activities;
(four) actively participate in public welfare activities such as poverty alleviation, poverty alleviation, helping the elderly, helping the disabled, saving orphans, helping students, disaster relief and medical assistance;
(5) voluntarily returning the lost property of others;
(six) other civilized behaviors that embody the core values of socialism and promote social integrity. Thirteenth citizens should consciously abide by the following family civilized behavior:
(a) family members live in harmony, cultivate, inherit and carry forward good family style and family training;
(2) Respect the elders, support the elderly and encourage the younger generation to accompany the elders spiritually;
(3) Husband and wife live in harmony, treat each other as equals and oppose domestic violence;
(4) Parents or other guardians shall perform guardianship duties and support obligations for minors and educate them to develop civilized behavior habits;
(five) other family civilized behavior norms. Article 14 In maintaining public health, the following civilized behaviors shall be observed:
(a) care for and rational use of public places and facilities, and maintain the hygiene of public places;
(two) civilized toilet, flush after use, to maintain the hygiene of public toilets;
(3) Cover your mouth and nose when coughing or sneezing in public places, and wear a mask when suffering from epidemic or infectious respiratory diseases;
(4) Change customs and get rid of the bad habit of gluttony of wild animals;
(5) Other civilized codes of conduct for maintaining public health. Fifteenth in maintaining public order, should abide by the following civilized behavior:
Behave appropriately and don't make any noise;
(2) Dress neatly and don't show your figure;
(3) Waiting for services to line up in turn, without crowding or cutting in line, orderly and courteous;
(four) take the elevator first and then go down, and abide by the management regulations;
(five) control the volume of electronic equipment such as mobile phones, make phone calls softly and use voice;
(six) do not eat on public transport;
(seven) other civilized behavior norms to maintain the order of public places.
