The municipal health administrative department shall, according to the actual needs of infectious disease prevention and control work in this jurisdiction, designate medical institutions with independent pathological anatomy or have a pathology teaching and research department or forensic medicine teaching and research department of colleges and universities as the identification agency.
Institutions engaged in Class A infectious diseases and other infectious diseases to take measures to prevent and control Class A infectious diseases or suspected infectious diseases patients autopsy and examination by the health administrative departments at or above the provincial level. Autopsy institutions shall have the following conditions:
(a) an independent autopsy room and the corresponding auxiliary rooms, people, logistics, air flow is reasonable, good lighting, of which the autopsy room area of not less than 15 square meters;
(b) with autopsy table, slicer, dehydrator, suction, microscope, photographic equipment, measuring equipment, disinfection and isolation equipment, personal protective equipment, pathological Tissue sampling bench, the necessary equipment for storage and transportation of specimens, corpse preservation facilities, as well as sewage and dirt treatment facilities in line with environmental requirements;
(iii) at least two physicians with qualifications of associate senior or above professional and technical positions in pathology, of which one physician with qualifications of full-senior professional and technical positions in pathology as the main inspector;

(v) has an autopsy and examination and occupational exposure of the emergency plan.
Anatomical examination institutions engaged in Class A infectious diseases and other infectious diseases or suspected infectious diseases to take measures to prevent and control infectious diseases of Class A or suspected infectious diseases, the autopsy room should be equipped with the conditions of filtration and disinfection of the exhaust air at the same time. Anatomical examination work should strictly comply with the relevant technical specifications and routines, and in line with the provisions of the prevention and control of infectious diseases.
Anatomical examination of the specimen collection, storage, carrying and transportation should be carried out in the "Pathogenic Microorganisms Laboratory Biosafety Regulations" and other provisions.
Anatomical examination of specimens collected in the process, should be in line with the biosafety requirements of the laboratory for testing. Identification of institutions should be issued as soon as possible a preliminary inspection report, and timely feedback to the appropriate medical institutions, disease prevention and control agencies or health administrative departments.
Medical institutions based on the preliminary examination report, pathology report and pathogenic test report, comprehensive clinical manifestations, as soon as possible to clarify the diagnosis, and report according to regulations. After the autopsy and examination work, pathology professionals and technicians should be sutured and cleaned up the body. Identification agencies should be under the guidance of the local disease prevention and control agencies or according to their proposed health requirements for the corpse, the autopsy site and the surrounding environment for strict disinfection.

(2) the examination institution and its staff in the process of autopsy and examination, failed to take effective disinfection, protection, isolation and other measures in accordance with the provisions of the law;
(3) the examination institution and its staff issued a false report of examination;

(D) inspection agencies do not fulfill the inspection duties in accordance with the provisions;
(E) laws and administrative regulations of other violations. The provisions of this September 1, 2005 shall come into force.
