Second, in violation of the provisions of Item (3) of Article 11, if the domestic garbage is not delivered to a place that meets the collection and transportation conditions and meets the requirements of environmental control, or is not delivered to an enterprise that meets the requirements of classified collection and transportation, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, the unit shall be fined 2000 yuan to 5000 yuan;
* Item (3) of Article 11 stipulates that the classified domestic garbage shall be stored in a place that meets the collection and transportation conditions and environmental control requirements, or collected and transported by enterprises that meet the requirements.
Three, in violation of the provisions of Item (4) of Article 11, the domestic waste classification management system has not been formulated, and the classification account has not been established, and it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, the unit shall be fined more than 500 yuan 1000 yuan;
* Paragraph (4) of Article 11 stipulates that a daily management system for domestic waste classification shall be established, and a ledger for domestic waste classification management shall be established to record the types, quantities and whereabouts of domestic waste generated in the responsible area.
Four, in violation of the provisions of article twelfth, did not put the domestic waste classification into the corresponding collection container, shall be ordered to make corrections within a time limit; Refuses to correct, the individual shall be fined from 50 yuan to 200 yuan;
* Article 12 stipulates that:
Units and individuals that produce domestic garbage shall be responsible for the classified delivery of domestic garbage, and the classified delivery shall comply with the following provisions:
(1) Domestic garbage shall be classified and put into the collection containers at designated collection points as required, and shall not be dumped, scattered, burned or piled up at will;
(2) Large pieces of garbage with large volume, strong integrity or need to be split and reprocessed shall be collected at home by making an appointment with the recycling service unit of renewable resources, or delivered separately to the delivery point designated by the person in charge of classified delivery management;
(three) it is forbidden to mix industrial solid waste, construction waste, medical waste and animal carcasses with domestic waste.
Encourage qualified enterprises, institutions and communities to explore the implementation of regular fixed-point classification and delivery of domestic garbage.
Five, in violation of the provisions of article fourteenth, the classification of domestic waste mixed collection and transportation, shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than 5,000 yuan but not more than 30,000 yuan shall be imposed on the classified collection and transportation enterprises;
* Article 14 stipulates that:
Classified domestic garbage shall be collected and transported by qualified enterprises in accordance with the following provisions:
(a) the implementation of closed classification collection and transportation, collection and transportation vehicles should indicate the types of domestic garbage collected and transported;
(2) Collect and transport the domestic garbage to the qualified transportation or disposal places, so as to achieve daily production and daily settlement;
(three) it is forbidden to collect and transport the classified domestic garbage, and it is not allowed to throw, leave garbage or drip sewage along the way;
(four) recyclable materials and hazardous wastes should be collected and transported regularly or by appointment.
Six, in violation of article sixteenth, does not meet the requirements of classified disposal, shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than 30,000 yuan but not more than 50,000 yuan shall be imposed on the disposal unit; If losses are caused, it shall be liable for compensation according to law.
* Article 16 stipulates that:
This Municipality implements the classified disposal of domestic garbage, and the construction of disposal facilities shall conform to the relevant standards and technical specifications of the state, province and this Municipality; The technology, equipment and materials adopted meet the national standards; The disposal unit shall implement the operation specifications and abide by the following provisions:
(a) to maintain the normal operation of domestic waste disposal facilities and equipment, and timely dispose of the received domestic waste;
(two) according to the technical standards for the classification and disposal of domestic waste, the classified domestic waste shall not be mixed;
(three) regularly submit to the urban management law enforcement department the source, quantity, category and other information of receiving and disposing of domestic garbage.
