(1) major measures to carry out the implementation of the Constitution, laws and regulations, and the resolutions and decisions of the higher-level people's congresses and their standing committees, and of the people's congresses at this level;
(2) important decisions to promote the governance of the city in accordance with law, and to strengthen the socialist democracy and the legal system;
(iii) development plans for education, science, culture, health, sports and other undertakings;
(iv) partial changes to the national economic and social development plan in accordance with the recommendations of the Municipal People's Government;
(v) partial changes to the budget of the current level of finance in accordance with the recommendations of the Municipal People's Government;
(vi) The annual accounts of the municipal finance;
(vii) Major measures involving population and family planning, environment and resources;
(viii) The formulation of the urban master plan and major changes thereto;
(ix) Matters which the Procurator-General of the Municipal People's Procuratorate, disagreeing with the decision of a majority of the Procuratorate Committee on a major issue, submits for decision;
(x) Decisions on the granting or revoking honorary titles of places such as Shantou Honorary Citizen;
(xi) determining citywide festivals or anniversaries;
(xii) major matters which the Shantou Municipal Committee of the China **** Producers' Party suggests to the Standing Committee of the Municipal People's Congress for consideration and decision;
(xiii) major matters;
(xiv) other important matters which the Municipal People's Government, the Municipal Intermediate People's Court and the Municipal People's Procuratorate submit to the Standing Committee of the Municipal People's Congress for deliberation and decision;
(xv) other important matters which are prescribed by laws and regulations to be deliberated on by the Standing Committee of the Municipal People's Congress for deliberation and decision. Article 6 The following major matters within the administrative region shall be reported to the Standing Committee of the Municipal People's Congress:
(1) the implementation of the city's national economic and social development plan;
(2) the implementation of the city's budget;
(3) the auditing of the implementation of the municipal budget and other financial revenues and expenditures;
(4) the management of the municipal extrabudgetary funds management of income and expenditure;
(v) management of income and expenditure of the municipal education fund, social insurance fund, poverty alleviation fund, housing provident fund, and environmental protection fund;
(vi) major adjustments in the layout of the national economic construction and industrial structure;
(vii) implementation of the overall land-use plan and the annual utilization plan, the planning of the township system and the urban planning;
(viii) the implementation of the budget execution and other financial revenues and expenditures of the municipal level;
(viii) the establishment, abolition, merger or renaming program of this urban (county) level administrative areas;
(ix) the establishment of construction projects with financial inputs that have a greater impact on economic development, environment and natural resources protection;
(x) the prices of public utilities such as water, electricity, sewage treatment, public **** transportation, and the prices of public welfare services such as education and health care Adjustment, the state administrative organs of farmers, enterprises and other fees and charges;
(xi) the protection of the rights and interests of overseas Chinese, returned overseas Chinese and overseas Chinese dependents;
(xii) urban environmental construction and ecological protection;
(xiii) the development and utilization of the major river basins, coastal beaches and mudflats (remediation) planning and environmental construction planning;
( (xiv) the protection of scenic spots, historical relics and monuments and nature reserves at the municipal level and above, and national forest parks;
(xv) major natural disasters as well as major incidents causing serious losses to the state, collective property and citizens' lives and property, and their handling;
(xvi) the establishment of friendly relations with local governments of foreign countries;
(xvii) the establishment, increase or reduction of working departments of the municipal government, and the establishment of the municipal government; and (xviii) Establishment, increase, decrease or merger of working departments of the municipal people's government;
(xviii) Major reform programs relating to the long-term economic and social development or involving the immediate interests of the people;
(xix) Other major matters that the municipal people's government, the municipal intermediate people's court and the municipal people's procuratorate deem it necessary to report;
(xx) Matters that are stipulated by laws and regulations to be reported to the Standing Committee of the Municipal People's Congress or to be reported to the municipal (xx) Other significant matters which the laws and regulations stipulate shall be reported to the Standing Committee of the Municipal People's Congress or which the Standing Committee of the Municipal People's Congress requires to be reported. Article 7 The major matters listed in Article 5 of these provisions shall be put forward in the form of motions or proposals; the major matters listed in Article 6 shall be put forward in the form of written reports.
