Renewable resources, including scrap metal, end-of-life electronic products, end-of-life mechanical and electrical equipment and its parts, waste wood and products, waste paper raw materials, waste light chemical materials, waste glass. Article 3 The administrative area of the city engaged in the recycling of renewable resources and the generation of renewable resources units and individuals shall comply with these regulations.
Engaged in hazardous waste, medical waste, end-of-life vehicles, as well as imported solid wastes as raw materials, hazardous waste, end-of-life vehicles recycling units and individuals, the state otherwise provided for, from its provisions. Article 4 Units and individuals engaged in recycling activities of renewable resources shall be conducive to improving the comprehensive utilization of resources, preventing environmental pollution and improving the urban environment. Article 5 The people's governments at all levels in the city shall encourage environmentally sound recycling of renewable resources, and encourage the development of scientific research, technology development and promotion of recycling of renewable resources.
Units and individuals should enhance awareness of recycling of renewable resources, to assist and support the recycling of renewable resources recycling enterprises to improve the recycling of renewable resources business activities. Article VI Municipal Supply and Marketing Cooperative Society and the counties (cities), mining supply and marketing societies (hereinafter collectively referred to as renewable resources recycling management) are responsible for the city and the jurisdiction of the recycling management.

Each county (city), district development and reform of the administrative department is responsible for the jurisdiction of the comprehensive utilization of renewable resources management.
City and county planning, public security, industry and commerce, business, environmental protection, urban management, finance, taxation, science and technology, and other administrative departments, in accordance with their respective responsibilities to do a good job in the management of recycling of renewable resources. Chapter II Recycling Management Article 7 Recycling management of renewable resources shall, in conjunction with the planning, commerce, development and reform, environmental protection and other administrative departments, in accordance with the overall urban planning, according to the level of local economic development and social development, the development of renewable resources recycling system construction planning, reported to the people's government at this level for approval and implementation. Article XIII of the units and individuals engaged in renewable resources recycling business activities, shall meet the conditions for registration of industrial and commercial administration, according to law for business license.
Industrial and commercial administration shall be in accordance with the construction of renewable resources recycling system planning to determine the place, the issuance of business licenses. Article XIV of renewable resources recycling operators within 30 days after obtaining a business license, to the business premises where the recycling management department for the record.
Enterprises recycling productive scrap metal and recycling non-productive scrap metal operators, within 15 days after obtaining a business license, shall also be filed with the public security organs of the location of the business premises. Article XV organs and enterprises and institutions shall establish a system of recycling of renewable resources, timely delivery and sale of renewable resources, and improve the utilization rate of resources. Article 16 The recycling of renewable resources can be taken door-to-door recycling, mobile recycling, fixed location recycling and other ways.
Recycling operators can establish information interaction with units and individuals by telephone, the Internet and other forms, to provide convenient and fast recycling services.
In residential areas, engaged in the acquisition of renewable resources, loading and unloading activities, shall not affect the normal life of residents.
