"Blood donors who have donated a cumulative amount of 800 milliliters or more of blood shall receive free blood for their own lifetime.
"Volunteers who donate hematopoietic stem cells shall receive free blood for their lifetime; if their spouses, parents, children, siblings and parents of their spouses need blood for medical and clinical purposes, the free blood shall be provided in accordance with the cumulative total of eight hundred milliliters.
"Component blood donors and their spouses, parents, children, siblings and spouses of the parents of free blood commutation standards, in accordance with the relevant provisions of the state and provincial implementation." V. Article 31 shall be amended as follows: "Blood stations and medical institutions shall establish an information system for underwriting the cost of blood use to facilitate blood donors and their spouses, parents, children, siblings and parents of spouses to be exempted from the cost of blood use.
"If the provisions of Article 30 of these Regulations are met, the procedures for free blood use shall be handled in accordance with the following provisions:
"(1) If a blood donor uses blood in a clinical setting, he or she shall, with his or her own valid ID, have the cost of blood use underwritten at the medical institution where the donor is attending;
"(2) If the spouse, parents, children, siblings and parents of the spouse of the blood donor use blood clinically, with the valid identity documents of the blood donor and the blood donor, the expenses for the use of blood shall be written off at the medical institution where the blood donor is attending;
"(3) If the blood donor and his/her spouse, parents, children, siblings and parents of the spouse use blood clinically, and the expenses for the use of blood are not written off at the medical institution where the blood donor is attending or the medical institution does not have the capability to write off the expenses for the use of blood or If the medical institution does not have the conditions to write off the cost of blood, they can reimburse the cost of blood at the blood station by presenting the corresponding valid documents and the receipt and detailed list of blood used at the medical institution;
"(4) If the blood is used for clinical purposes at a medical institution not located in the city, the cost of blood can be reimbursed at the blood station by presenting the corresponding valid documents and the receipt and detailed list of blood used at the medical institution. "
"If free blood is used in accordance with the provisions of the second, third and fourth subparagraphs of the preceding paragraph, the blood station and the medical institution shall ascertain the amount of blood donated by the blood donor, the amount of blood used by the blood user, and the kinship between the blood user and the blood donor through the information system of blood cost verification, etc.; if it cannot be ascertained through the information system of blood cost verification, the blood station and the medical institution shall verify the blood donation according to the relevant regulations for verification." Sixth, Article 33 shall be amended to read: "The people's governments of municipalities and county-level cities (districts) and the Red Cross shall give commendations and rewards for any of the following:
"(1) Individuals who donate a cumulative total of more than 1,000 milliliters of blood or who donate blood-forming stem cells;
"(2) Those who Units that have exceeded the annual blood donation plan;
"(3) Units and individuals that have made remarkable achievements in blood donation publicity, education, mobilization, and organization;
"(4) Units and individuals that have made remarkable achievements in the research and promotion of new medical clinical blood use technology;
"(E) units and individuals who have made remarkable achievements in blood donation, blood collection, blood supply and blood management;
"(F) other units and individuals who have made special contributions to the cause of blood donation." Seventh, the second paragraph of Article 34 was amended to read: "Individuals who have won the National Award for Contributing Blood without Compensation, the Award for Unreimbursed Donation of Hematopoietic Stem Cells, and the Lifetime Honorary Award for Volunteer Service in Blood Donation without Compensation may visit free of charge places such as government-invested gardens and scenic spots sponsored by the Government, and be exempted from the payment of general outpatient consultation fees for visits to government-organized health care institutions, and ride free of charge on urban public **** transportation. " Eight, Article 35 was amended to read: "Violations of the provisions of these regulations shall be punished in accordance with the provisions of relevant laws and regulations."
