Provisions on the administration of safe broadcasting of radio and television

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations on the Administration of Radio and Television and the Regulations on the Protection of Radio and Television Facilities in order to strengthen the administration of safe broadcasting of radio and television, ensure the safe and high-quality broadcasting of radio and television signals and safeguard the rights and interests of users who listen to and watch radio and television. Article 2 These Provisions shall apply to the technical maintenance, operation management, emergency response and other related activities carried out by radio and television broadcasting, transmission and coverage units (hereinafter referred to as the units responsible for safe broadcasting) to ensure safe broadcasting. Article 3 The administrative department of radio, film and television in the State Council shall be responsible for the supervision and administration of safe broadcasting of radio and television throughout the country.

The administrative departments of radio, film and television of the local people's governments at or above the county level shall be responsible for the supervision and administration of the safe broadcasting of radio and television within their respective administrative areas. Article 4 The principle of uninterrupted, high-quality, economical and safe broadcasting of radio and television shall be adhered to. Article 5 No organization or individual may interfere with radio and television signals or endanger the safe broadcasting of radio and television. Article 6 A classified and graded guarantee system shall be implemented for safe broadcasting of radio and television. The unit responsible for safe broadcasting shall abide by these provisions and the relevant requirements of the administrative department of radio, film and television of the State Council on safe broadcasting of radio and television; Do not meet, shall not engage in radio and television broadcasting, transmission, coverage activities. Seventh units responsible for safe broadcasting shall strengthen the system construction and take various measures to ensure the safe broadcasting of radio and television. The main person in charge of the unit responsible for safe broadcasting is fully responsible for the safe broadcasting of radio and television in this unit. Article 8 The administrative departments of radio, film and television and the units responsible for safe broadcasting shall establish a reward system to commend and reward organizations and individuals who have made remarkable achievements in safe broadcasting of radio and television. Chapter II Basic Guarantee Article 9 The unit responsible for safe broadcasting shall establish and improve the technical maintenance and operation management organization of safe broadcasting, rationally allocate posts and personnel, bring other departments and personnel involved in safe broadcasting into the management of safe broadcasting, and implement the responsibility system for safe broadcasting. Article 10 The management of persons responsible for safe broadcasting shall meet the following requirements:

(a) personnel engaged in program broadcasting or technical system operation and maintenance shall have corresponding professional skills and pass on-the-job training and assessment;

(two) before the new system and new equipment are put into use, the relevant personnel shall be trained;

(three) special operations personnel shall obtain corresponding qualification certificates in accordance with the provisions of the administrative department of radio, film and television in the State Council or other relevant provisions of the state. Article 11 The technical system configuration of the unit responsible for safe broadcasting shall meet the following requirements:

(a) in accordance with the relevant technical specifications of the state and industry and the requirements of the administrative department of radio, film and television in the State Council;

(two) according to the characteristics of the broadcast system to take corresponding technical measures to prevent interference, interruption and other malicious damage;

(3) Recording the quality and effect of the program signals broadcast, transmitted and transmitted by the unit by means of audio recording, video recording or preservation of technical monitoring data. The recording method shall comply with the relevant provisions of the administrative departments of radio, film and television of the people's governments at or above the provincial, autonomous region and municipality directly under the Central Government, and the recorded information shall be kept for more than one week;

Twelfth units responsible for safe broadcasting shall establish and improve the technical maintenance, operation management and other safe broadcasting management systems. Thirteenth units responsible for safe broadcasting shall guarantee the funds needed for safe broadcasting, such as operation and maintenance, renovation and safety prevention of technical systems. Chapter III Daily Management Article 15 The source management of radio and television programs of units responsible for safe broadcasting shall meet the following requirements:

(1) Radio stations and television stations shall implement the system of review, replay and retrial in the process of program production, program broadcast arrangement and program handover, so as to avoid wrong broadcast and air broadcast of programs and ensure that the technical quality of program production meets relevant national and industry standards;

(2) Radio stations and television stations shall have necessary delay means and emergency measures for the live broadcast of programs, strengthen the monitoring of programs, and supervise the personnel participating in the live broadcast to abide by the live broadcast management system and technical equipment operation specifications;

(3) The unit responsible for safe broadcasting engaged in radio and television transmission coverage business shall use dedicated channels to completely transmit the radio and television programs that must be transmitted;

(four) shall not access, transmit and play overseas radio and television programs without authorization;

(five) found that radio and television programs contain contents prohibited by laws and administrative regulations, it shall immediately take measures to eliminate or stop broadcasting, transmission and coverage, keep relevant records, and report to the administrative department of radio, film and television. Sixteenth of the new construction, expansion or reconstruction of radio and television technology system engineering projects, the safe broadcast responsibility unit shall organize relevant experts or entrust a professional evaluation agency to evaluate the safe broadcast technical scheme before implementation; After the completion of the project, it shall organize the acceptance and report the acceptance to the administrative department of radio, film and television.
