Units engaged in food processing, catering services, and collective catering activities, including individual industrial and commercial households, are hereinafter collectively referred to as kitchen waste generating units. Article 4: The management of kitchen waste in this city follows the principles of reduction, resource utilization, and harmlessness, and implements a system of classified placement, unified collection and transportation, and designated disposal. Article 5: Municipal and urban district people’s governments shall strengthen unified leadership, organization and coordination of kitchen waste management.
The city appearance and environmental sanitation administrative departments are responsible for supervising and managing the collection, transportation and disposal of kitchen waste in this city.
Administrative departments such as urban management and law enforcement, administrative approval, food and drug supervision and management, environmental protection, and aquatic and animal husbandry shall, in accordance with their respective responsibilities, do a good job in the supervision and management of kitchen waste. Article 6 The municipal administrative department for city appearance and environmental sanitation shall, in conjunction with relevant departments, prepare a kitchen waste management plan, incorporate it into the city appearance and environmental sanitation special plan, and make overall arrangements for the layout, land use and scale of kitchen waste collection, transportation and disposal facilities.
The land used for food waste disposal facilities should be included in the urban yellow line protection scope as land used for environmental sanitation facilities. No unit or individual may occupy or change its use without authorization.
Encourage social capital to participate in the construction and operation of food waste collection and transportation systems and disposal facilities. Article 7: Relevant catering industry associations should formulate an industry self-discipline system and urge member units to strengthen the management of kitchen waste generation and transportation activities. Kitchen waste generating units should remind diners to avoid over-ordering, guide diners to eat in a civilized manner, and reduce the generation of kitchen waste. Chapter 2 Generation, Collection, Transportation and Disposal of Kitchen Waste Article 8 To engage in kitchen waste collection, transportation and disposal activities, a license for commercial collection, transportation and disposal of urban domestic waste must be obtained. Article 9 Food waste collection, transportation, and disposal service enterprises shall be determined through bidding and other fair competition methods, and a municipal domestic waste operational collection, transportation, and disposal service license shall be issued to the winning bidder. At the same time, an agreement shall be signed with the winning bidder to clearly stipulate Business content, area, scope, term and service standards, etc., and serve as an attachment to the urban domestic waste operational collection, transportation and disposal service license. Article 10 Kitchen waste generating units shall abide by the following provisions:
(1) They shall sign a collection and transportation service agreement with an enterprise that has obtained a food waste collection and transportation service license, and transfer the food waste in accordance with the agreement. Kitchen waste is delivered in a timely manner. It shall not be handed over to units or individuals who have not obtained the food waste collection, transportation and disposal service license;
(2) Food waste should be collected and stored separately from other urban domestic waste. Use fully sealed special collection containers for kitchen waste provided by the food waste collection and transportation enterprise as required, and keep the containers intact, airtight, and clean;

Article 11 Enterprises that collect and transport kitchen waste shall abide by the following regulations:

(1) Receive food waste transported by kitchen waste collection and transportation enterprises in accordance with the disposal service agreement and specification requirements;
