Your request for instructions on the overall urban planning of Baoding (2008-2020) (No.53 [2009] of Zheng Ji) has been received. With the approval of the State Council, we hereby notify you as follows:
I. Agree in principle to the revised Master Plan of Baoding City (20 1 1-2020) (hereinafter referred to as the Master Plan).
Baoding is a national historical and cultural city and one of the central cities of Beijing, Tianjin and Hebei. The implementation of the Master Plan should be guided by Scientific Outlook on Development, adhere to the sustainable development strategy of coordinating economy, society, population, environment and resources, and coordinate the urban planning, construction and management of Baoding. According to the principle of rational distribution and intensive development, we will promote the adjustment of economic structure and the transformation of development mode, continuously enhance the comprehensive strength and sustainable development ability of the city, improve public service facilities and urban functions, strengthen the management and protection of urban ecological environment, and gradually build Baoding into a modern city with economic prosperity, social harmony, good ecology and distinctive characteristics.
Third, attach importance to urban and rural development. Within the urban planning area of 3 127 square kilometers determined in the Master Plan, unified urban and rural planning and management will be implemented. Strengthen the renovation of urban villages and urban-rural fringe areas, and make overall consideration of the construction of urban infrastructure and public service facilities to serve the surrounding rural areas. According to the situation in different areas of the city, focus on developing county towns and market towns with good basic conditions and great development potential, optimize the layout of villages and towns, and promote the rapid development of agricultural industrialization and rural economy.
Fourth, control the city scale reasonably. By 2020, the urban population in the central city will be controlled within 2.05 million people, and the urban construction land will be controlled within 2 10 square kilometers. According to the urban spatial layout determined by the master plan, guide the rational distribution of population. According to the actual conditions of resources and environment in Baoding, we should adhere to the centralized and compact development model and effectively protect cultivated land, especially basic farmland. Pay attention to economical and intensive use of land, and rationally develop and utilize urban underground space resources. It is necessary to implement the requirement of "planning first, then building" in the urban and rural planning law, and it is strictly forbidden to set up various development zones and new urban areas outside the scope of construction land determined by the overall urban planning.
Fifth, improve the urban infrastructure system. It is necessary to speed up the construction of transportation infrastructure such as roads, railways and airports, and improve the traffic conditions in cities and surrounding areas. Establish a multi-level and multi-type urban comprehensive transportation system with public transportation as the main body and various modes of transportation combined. Overall planning and construction of urban water supply, water supply and drainage, sewage and garbage disposal and other infrastructure, delineation of the yellow line protection scope of infrastructure. Pay attention to urban disaster prevention and mitigation, strengthen the construction of key disaster prevention facilities and disaster monitoring and early warning systems, and establish and improve a comprehensive urban disaster prevention system including fire protection, civil air defense, flood control, earthquake prevention and geological disaster prevention.
Intransitive verbs to build a resource-saving and environment-friendly city. Urban development should take the intensive road of saving resources and protecting the environment, adhere to the simultaneous planning of economic construction, urban and rural construction and environmental construction, vigorously develop circular economy, strengthen energy conservation in industry, transportation and buildings, and earnestly do a good job in energy conservation and emission reduction. It is necessary to strictly control the development of industries with high energy consumption, high pollution and overcapacity, reduce pollutant emissions, strengthen the comprehensive management of urban environment, improve the sewage treatment rate and garbage harmless treatment rate, and meet the standards within a time limit in strict accordance with the environmental protection standards proposed in the plan. It is necessary to strengthen the protection of water resources, delimit the protection scope of the blue line of urban water system, strictly control the exploitation and utilization of groundwater, improve the efficiency and benefit of water resources utilization, and build a water-saving city. It is necessary to strengthen the greening work and delimit the protection scope of the green line of the urban green space system. Strengthen the protection of Baiyangdian wetland protection area, scenic spots, forest parks, water sources, nature reserves and other special ecological function areas, formulate protection measures and strictly implement them.
Seven, create a good living environment. We should adhere to the people-oriented principle and create a livable environment. Make overall arrangements for the planning, layout and construction of public service facilities such as education, medical care, municipal administration and so on, which are related to the vital interests of the people. The low-rent housing, affordable housing, public rental housing and low-priced, small and medium-sized ordinary commodity housing construction targets will be included in the recent construction plan to ensure that the staged supply scale and location layout of urban affordable housing land are reasonable. According to the actual needs of the city, steadily promote the transformation of cities and state-owned industrial and mining shanty towns, and improve the quality of urban living and living.
Eight, pay attention to the protection of history, culture and style. It is necessary to coordinate the relationship between development and protection, and effectively protect the traditional features of historical urban areas within the moat and Fuhe River in accordance with the principle of overall protection. It is necessary to prepare a special plan for the protection of historical and cultural cities, implement the management requirements of the purple line for the protection of historical and cultural heritage, and focus on the protection of historical and cultural blocks such as Gulian Huachi and Huaijun CCBA in Zhili Governor's Office, cultural relics protection units such as Zhili Governor's Office and their surrounding environment.
Nine, strictly implement the "master plan". Urban construction should achieve coordinated economic and social development, and material civilization and spiritual civilization should progress together. Urban management should improve democracy and legal system, adhere to the rule of law and build a harmonious society. The Master Plan is the basic basis for the development, construction and management of Baoding. In order to clarify the implementation focus and construction order of the Master Plan, all construction activities in the urban planning area must meet the requirements of the Master Plan. The competent administrative department of urban and rural planning shall, in accordance with the law, implement unified and strict planning and management of all construction land and construction activities within the urban planning area (including various development zones) to effectively ensure the implementation of the planning, and the city planning management power shall not be delegated. It is necessary to strengthen public and social supervision and raise the awareness of the whole society to abide by urban planning. All units stationed in Baoding must abide by relevant laws and regulations and the Master Plan, support the work of Baoding Municipal People's Government, and jointly plan, build and manage Baoding.
Baoding Municipal People's Government shall, in accordance with the spirit of this notice, seriously organize the implementation of the Master Plan, and no unit or individual may change it at will. Your province and the Ministry of Housing and Urban-Rural Development should strengthen the guidance, supervision and inspection of the implementation of the Master Plan.
