(a) the construction project has been approved for inclusion in the national, provincial, municipal and county annual infrastructure plan;
(b) the engineering design documents and budgets and other relevant technical information has been approved;
(c) the funds have been implemented;
(d) the construction site, transportation, water sources, water supply and other relevant information. Construction site, transportation, water, power and other preparatory work is ready;
(e) hold the town planning department issued the "building permit" and the construction department issued the "design project approval form";
(f) has completed the bidding information and other preparatory work;
(g) has been determined in the form of bidding;
(h) the bidding enterprise qualification level has been examined to meet the requirements. Article 11 The bidding unit is responsible for the preparation of bidding documents, and reported to the competent department of construction for validation before proceeding to organize the bidding meeting. The main contents of the bidding documents include:
(i) a comprehensive description, including the address of the project, content, scope of contracting, duration and technical requirements, material and equipment supply methods, acceptance criteria, sites available for construction, water supply and power supply, roads, etc.;
(ii) the design description of the construction project construction drawings;
(iii) on-site survey, the time and place of delivery and opening of bids ;
(iv) other terms and conditions required. Article 12 The bidding unit may withdraw one and a half to two thousandths of the total cost of the bidding works from the investment in the works as the cost of bidding activities, including for compensating those whose bids have been shortlisted but not won. Chapter IV Bidding Article 13 Enterprises participating in the bidding shall submit their bids within the time limit specified in the notice of bidding and provide the following information:
(1) enterprise name, address, name of legal representative (or power of attorney of the legal person), industrial and commercial business license (copy), technical qualification grade certificate and account bank account number, and proof of creditworthiness;
(2) time of establishment of the enterprise, ownership nature And affiliation;
(3) the enterprise existing fixed assets and working capital, technical force and technical equipment, the past construction of major projects completed;
(4) Hong Kong, Macao and foreign construction enterprises in addition to providing the above information, but also to be issued with China's business dealings with the bank or trust company credit guarantee documents. Article 14 The bidding unit shall examine the qualifications of the enterprises applying for bidding, select three to five enterprises to participate in the bidding, and send the bidding documents to the bidding enterprises after the approval of the competent department of construction. Article 15 After receiving the bidding documents, the bidding enterprise must prepare and fill in the bidding documents according to the requirements of the bidding documents, stamped with the seal of the enterprise and the legal representative, sealed and sent to the bidding unit. Bid letter once sent, shall not be modified. Chapter V bottom of Article 16 of the project by the bidding unit to prepare the bottom of the project can also be entrusted to the engineering consulting station, construction bank, standardized rate station and other units to prepare. The preparer must hold the budgeter's certificate issued by the province and sign on the tender budget to be effective.
Preparation of the bidding budget is based on:
(a) engineering design documents, budget and bidding content;
(b) the national and provincial relevant quotas and regulations;
(c) the budget price of construction and installation materials (including the provincial construction standards and quotas station regularly released to adjust the price);
(d) on-site construction conditions and so on.
