With people's increasing demand for "safety, speed, comfort and beauty" of expressways, the contradictions and problems of frequent traffic accidents, long traffic interruption and low service level are increasingly apparent. After the traffic accident, whether the obstacle clearing operation is timely and whether it is reasonable to interrupt the expressway traffic time has aroused the attention and concern of the expressway management department and leaders at all levels. Below, the Chengdu-Mianyang (Le) Expressway Construction Command of Sichuan Province, combined with the operation of Mianguang Road, expressed its views on the current situation of expressway obstacle clearing and rescue work and corresponding measures for the reference of relevant departments and leaders.
First, the current situation of highway rescue work
Before the province's network toll collection, various companies mainly considered their own situation in the allocation of rescue personnel and equipment, and did not fully establish the coordination and linkage mechanism between various companies. After the online toll collection, the expressway network pattern has been fully formed, and the phenomenon that traffic accidents interrupt the traffic of various sections and affect the whole road network has gradually emerged. Mainly in the following aspects:
1. No effective expressway obstacle clearing and rescue system has been established.
It is a complex and comprehensive system engineering to establish expressway obstacle clearing and rescue system. A fast, safe and efficient highway obstacle clearing system must realize "fast and accurate incident response, reasonable and efficient on-site obstacle clearing operation and perfect information service". Among them, reasonable and efficient on-site obstacle clearing is the key point in expressway obstacle clearing system, and fast and accurate incident response and perfect information service are essential auxiliary projects, which complement each other.
Before the network toll collection, the expressway rapid pattern was not fully formed, and the expressway obstacle clearing and rescue system could not be planned in a unified way. After the online toll collection, it has the conditions to establish the province's expressway clearing and rescue system, set up the province's expressway monitoring and charging settlement center, and establish the "12 122" expressway service and rescue hotline. However, due to the influence of the management system, the provincial center cannot exercise the unified coordination and dispatching right of the road network rescue operation in the province.
After 2003, Gao Chuan Company made a unified plan for the highway obstacle clearing and rescue system in the whole province, and formulated the Measures for the Management of Highway Obstacle Clearing Equipment, requiring all companies to strengthen cooperation and coordinate dispatching on the basis of existing equipment, and gradually form a road network obstacle clearing and rescue system. Gao Chuan Company also increased its capital investment, and introduced 60 tons of large wrecker for some railway companies. However, due to the low charging standard and high cost of highway obstacle clearing operation in the whole province, and the equipment that needs to be operated by cross-road companies is large trailers and cranes, all companies generally try their best to complete the obstacle clearing operation in this section, which inevitably leads to the phenomenon that the obstacle clearing is not timely and the service standard is reduced.
2. There is no major in highway obstacle clearing.
Due to the lack of specialization in road clearing, there is no complete standardization and standardization in personnel allocation, institutional setup and standardized management. The rapid, accurate and perfect incident response information service has not developed synchronously, which makes the informatization level of traffic accident sorting in various companies not high and the comprehensive implementation ability of coordination and linkage is not strong.
The social labor department has not yet incorporated the management of highway wreckers into professional and technical posts, and implemented certificates. The professional training and assessment system of wrecker in Sichuan-Guangzhou high-tech system has not yet been established. With the increase of the frequency of vicious traffic accidents, the number of vehicle accidents caused by burning and dangerous chemicals has increased, and the quality requirements for obstacle sweepers have also increased accordingly. A qualified wrecker should not only master the common sense of road administration, but also have comprehensive and skilled operation and maintenance ability of wrecker machinery, and have certain knowledge of medical rescue, psychological rescue, hazardous chemicals disposal and fire fighting. Before the "1 19, 120" professional ambulance personnel arrive at the scene, they should reasonably control the scene and give necessary rescue to the wounded, otherwise improper handling will easily lead to secondary accidents, and at the same time, drivers and passengers stranded at the scene of the accident will be embarrassed that we only care about the road and ignore the indifference and obstacle-clearing style of the wounded.
3, troubleshooting machinery configuration is backward, lack of unified planning of equipment.
With the development of China automobile industry, great changes have taken place in automobile structure. The number of high-end vehicles, multi-axle vehicles and over-limit vehicles has increased, and the proportion of vicious traffic accidents has increased, making it more difficult to clear obstacles on expressways. In the past, wreckers and cranes could not fully meet the needs of wreckers, and the number of large-tonnage trailers was small, while the number of small-tonnage wreckers was large, forming a "small horse-drawn cart", which had great security risks. Moreover, the function of the wrecker is single, and it does not have the dual functions of handling and traction. The cleaning time of the wrecker is too long, which is easy to induce secondary accidents. The cleaning of scattered goods on site depends entirely on manual operation, which takes a long time and is inefficient.
The number of troubleshooting machines is small, and there is no unified planning. The construction of troubleshooting base is not considered according to road characteristics, vehicle flow, main models, accident frequency and other factors, and the mileage under the jurisdiction of single vehicle is too long, which affects the timeliness of troubleshooting operations.
4. The traffic control mode is not flexible, and the highway facilities have not played their due role.
According to the traffic accident handling process, the high-speed traffic police are responsible for traffic control and accident site inspection, and the road company is responsible for the inspection and settlement of road property losses. The two sides at the scene have their own duties, and there is no unified coordination of traffic control methods. Since February 2006, in order to avoid the occurrence of secondary accidents and ensure the safety of on-site personnel, high-speed traffic police have carried out on-site closed inspections, which took up part of the road closure time and led to the extension of traffic control time.
In the design of expressway, a central movable guardrail is set every 2~3 kilometers, considering the traffic diversion under special circumstances. However, due to the serious theft and illegal U-turn of social vehicles, most of the central movable guardrails are fixed and closed, which can not play a role in alleviating traffic and rationally dispersing traffic flow when the expressway traffic is blocked, thus making our traffic control mode inflexible and unable to let the expressway facilities play their due role.
5. The charging standard of expressway obstacle clearing operation is unreasonable.
The unreasonable charging standard of obstacle clearing operation also restricts the development of expressway obstacle clearing work in our province. The charging standard in the Notice of the Provincial Price Bureau on the Charging Standard for Expressway Obstacle Removal (Chuanjiafeizi No.20005) is based on the principle of giving priority to service and charging appropriately, but it does not take into account the reality that social vehicles are overloaded and overrun in recent years. Clearing a faulty vehicle depends only on the vehicle type. For the clearance operations such as loading and transshipment of scattered goods, the Sichuan Provincial Transportation Freight Standard referred to in this regulation may no longer be implemented. After the faulty car and accident car are dragged out of the toll station (station), they cannot be repaired. The owner asked to drag it to a far urban area, which violated the principle of nearby treatment, exceeded the scope of expressway obstacle clearing service and increased the cost of obstacle clearing operation. When using social forces to clear the obstacles in the loading and transportation of scattered goods, most of them are achieved through on-site negotiation and bargaining, so it is inevitable that there will be no phenomenon of "slaughtering passengers", which will damage our expressway operation image.
Second, how to do a good job in clearing obstacles on the expressway and strive to improve the social image.
We know that the occurrence of traffic accidents is "accidental, sudden and unpredictable". As highway management, besides strengthening supervision, improving road environment and improving traffic safety facilities, we should also pay attention to clearing obstacles in time, avoiding secondary accidents, dealing with sudden traffic accidents, shortening the interruption time of highways as much as possible and maintaining the social image of highways. To this end, we believe that we should do the following:
1, formulate unified expressway obstacle clearing management measures and obstacle clearing rescue system. Using the service platform of "12 122", according to the three elements of fast, accurate, reasonable, efficient and perfect information service, we will make unified planning and gradually improve the construction of expressway rescue system in the whole province.
2. Gradually implement the specialization of expressway obstacle clearing operation and rationally allocate resources. The specialization of highway obstacle clearing and rescue requires not only sophisticated equipment, but also a high-level command and dispatch and information transmission system. In the process of gradually promoting the specialization of highway wrecker rescue, we should establish monitoring, dispatching, training, assessment and incentive mechanisms for professional wrecker, hold relevant certificates and carry out on-the-job training to improve the quality of personnel and the overall quality of the team. In terms of equipment investment, it is necessary to allocate resources in a balanced way, gradually replace old equipment, increase large-tonnage obstacle clearing equipment, and make full use of social resources.
3, reduce or reduce all kinds of expenses of highway wrecker rescue vehicles, reduce the operating cost of wrecker, reduce the operating cost of highway, and promote relevant units to increase the investment in wrecker equipment.
4, through the provincial communications department, coordinate the public security department, will maintain the highway smooth, guarantee the highway rescue, reduce the traffic accident congestion time, into its management target responsibility, standardize management, reasonable implementation of traffic control.
5, coordinate the price department, reasonably formulate the highway wrecker charging standard.
