Notice of the State Education Commission on Printing and Distributing the Provisions on Several Issues Concerning Materials Work in Colleges and Universities

Article 1 These Provisions are formulated in order to adapt to the development of higher education and deepen the reform, and to strengthen the material work in institutions of higher learning (including the supply and management of instruments, equipment, equipment and materials, the same below). Article 4 An institution of higher learning shall have a vice president in charge of material work, and a centralized management institution for material work shall be established to assist the president in his work. Larger schools can set up secondary management institutions for special materials (such as production and infrastructure). Article 5 The functions of the centralized management institution for materials work are:

(1) Implement the national guidelines, policies and decrees related to material work, and formulate detailed implementation rules in light of the actual situation;

(2) To manage the material work of teaching, scientific research, production, infrastructure, administration, logistics and other units and school-run economic entities on behalf of schools or departments, establish a good material work system and strengthen team building;

(3) Material planning, declaration, internal distribution and use verification managed by the state; Guide and manage market procurement;

(4) Formulate and improve the management system and measures for material work, establish and improve material account books, and prepare material statistical reports to improve the efficiency of material utilization. Sixth to strengthen the work of material supply, attach importance to and play the role of material institutions at all levels in the main channel of material supply. All material institutions should ensure supply, high quality and good price, and excellent service.

All procurement activities shall conform to national policies and decrees. In the procurement of materials, the principle of planned procurement is given priority to, supplemented by market procurement, and efforts are made to strive for the planned supply of cheap materials, give play to the advantages of group procurement (bulk procurement), ensure the supply of scarce materials, and reduce expenditures. The emergency sporadic materials purchased by the user through the market shall be accepted by the designated unit of the school before being reimbursed, accounted for and used. Only a person with the qualification of legal representative can sign a purchase contract. The price reduction of unsalable materials must be approved by the person in charge. Eighth to strengthen the overall planning of the layout of major equipment at the school and department levels, to avoid inefficient repeated purchase.

The construction of key laboratories and the procurement of key equipment for major construction projects must be demonstrated, and the demonstration work must be attended by professionals in charge of materials in laboratories and schools, and purchased after joint signature of the departments, and reimbursed after examination. Article 9 To improve the management of materials in use, we should do a good job in the management of materials in use in accordance with the provisions of the Measures for the Management of Instruments and Equipment in Colleges and Universities and the Measures for the Management of Materials and Low-value Consumables in Colleges and Universities issued by the former Ministry of Education and the Ministry of Finance (84) No.020. Instruments and equipment that can't run normally or the test results are unreliable can't enter the experimental class in principle. Any research report made with uncalibrated instruments and equipment shall not be published as a formal paper. All aspects of material work, including investment decision-making, procurement, storage and use, should spend less money and do good things. We should conscientiously sum up and popularize the advanced experience of material work and commend advanced models. We should criticize all kinds of bad styles of education.
