(1) goods displayed or used in exhibitions, trade fairs, conferences and similar activities;
(2) cultural and sports exchanges used in performances, competitions, supplies;
(3) news reporting or filming of movies and television programs using instruments, equipment and supplies;
(4) scientific research, sports and cultural exchanges, and the use of goods to be transported back into the country within a specified period of time, shall be subject to these Measures. p>(d) instruments, equipment and supplies used in scientific research, teaching and medical activities;
(e) transportation and special vehicles used in the activities listed in subparagraphs (a) to (d) of this paragraph;
(f) samples of goods;
(g) instruments, equipment and supplies used in charitable activities;
(h) for installation, commissioning, testing, repair of equipment;
(ix) containers for goods;
(x) self-driving vehicles and their supplies for tourism;
(xi) equipment, instruments and supplies used in construction;
(xii) other temporary inbound and outbound goods approved by the Customs.
Temporary entry of goods using the Temporary Approval for Importation of Goods Document Book (hereinafter referred to as ATA Document Book) is limited to the goods stipulated in the international conventions on temporary importation of goods to which China has acceded. Article IV In addition to international treaties and agreements concluded or participated in by China, as well as national laws, administrative regulations and regulations of the General Administration of Customs provide otherwise, the temporary entry and exit of goods can be exempted from the inspection of license documents. Article V temporary entry and exit of goods in addition to depreciation or loss arising from normal use, shall be reshipped in accordance with the original condition of the exit and entry. Due to special circumstances require an extension of the period, the ATA Documentary Credentials holder, the consignee or consignor of temporary inbound and outbound goods under the non-ATA Documentary Credentials shall apply to the competent Customs for an extension of the Customs approved by the Customs directly under the extension can be extended for a period of not more than three times, and each time the extension of the period of not more than six months. Expiration of the extension period should be resumed outbound, inbound or import and export procedures.
Temporary inbound and outbound goods used in national key projects, national scientific research projects, as well as participation in exhibitions with a duration of more than 24 months of exhibits, in the 18-month extension period after the expiration of the extension period is still needed, by the competent Customs under the General Administration of Customs for approval. Article 8 Temporary outbound goods under the ATA Documentary Book shall be provided with total guarantee by CICC to the General Administration of Customs.
Unless otherwise specified, the consignee or consignor of goods temporarily out of the territory under the ATA Document Book shall, in accordance with the requirements of the Customs to submit to the competent Customs equivalent to the tax deposit or other guarantees recognized by the Customs according to law.
In the Customs designated place or the Customs assigned to supervise the exhibition of the place, the competent place directly under the approval of the Customs, can be exempted from submitting the exhibits to the Customs guarantee. Article IX temporary entry and exit of goods due to force majeure causes damage, can not be reshipped out of the original state, into the country, the ATA Documentary Credentials holder, non-ATA Documentary Credentials under the temporary entry and exit of goods consignee or consignor should be promptly reported to the competent Customs, can be based on the materials issued by the relevant departments for the reshipment of the outbound, inbound formalities; force majeure causes of the loss of loss of use or loss of value, the Customs after verification can be regarded as the goods have been reshipped out of the country, into the country.
Temporary entry and exit of goods due to force majeure other reasons other than loss or damage, ATA Documentary Credentials holder, non-ATA Documentary Credentials under the temporary entry and exit of goods consignee or consignor should be in accordance with the relevant provisions of the import and export of goods to and from the Customs formalities. Article X reshipment of off-site re-export, entry of temporary entry and exit of goods, ATA Documentary Credentials holder, non-ATA Documentary Credentials under the temporary entry and exit of goods consignee or consignor shall hold the competent customs seal of the Customs documents to the reshipment of the Customs, entry and exit of the Customs for formalities. Goods reshipment outbound, inbound, the competent Customs with reshipment outbound, inbound Customs seal of the Customs documents for verification and closure of the case. ATA documentary book holder to the Customs temporary entry and exit of goods applications, should be submitted to the true and effective original ATA documentary book, accurate list of goods, as well as other relevant commercial documents or certificates.
Non-ATA documents under the temporary entry and exit of goods consignee or consignor of goods to the Customs temporary entry and exit of goods applications, should be submitted in accordance with the Customs requirements of the "temporary entry/exit of goods application" (see Annex 1 for the format of the text), the list of temporary entry and exit of goods, invoices, contracts or agreements, as well as other relevant documents.
