6.2 Emergency support and protection

6.2.1 Rescue equipment reserves

6.2.2 Emergency requisition of rescue equipment

In the emergency rescue, the reserve resources cannot meet the demand for disaster relief, and when it is necessary to urgently requisition the rescue equipment of the relevant departments, the municipal and county coal departments must actively coordinate to ensure that the disaster relief is carried out smoothly. 6.2.3 Rescue team protection

6.4 Publicity, training and exercises

6.4.1 Public information exchange

The coal bureaus of all counties and municipalities and all coal mining enterprises should explain to the public and employees the dangers of coal mining operations and the hazards that may be caused by accidents, and widely publicize the relevant laws and regulations on emergency rescue and the common sense of prevention of coal mine accidents, avoidance of dangers, disaster avoidance, self-rescue, and mutual rescue as stipulated.

6.4.2 Training

(1) The municipal mine rescue team should strengthen the daily combat readiness training, strengthen the training of auxiliary rescue personnel, and ensure the combat effectiveness of the coal mine emergency rescue team.

(2) Coal mine enterprises are responsible for organizing the rescue and self-rescue, mutual rescue knowledge training for their employees.

6.4.3 Exercises

The municipal and county coal bureaus organize at least one emergency drill for coal mine accidents every year to improve emergency response capabilities. Coal mining enterprises should strictly follow the regulations to organize at least one mine accident emergency drill per year.

6.5 Supervision and Inspection

Municipal and county coal bureaus supervise and inspect the implementation of emergency response plans for coal mine accidents and disasters.

7.1 Response grading standards

According to the controllability, severity and scope of influence of the accident and disaster, the level of emergency response to coal mine accidents is categorized into Class Ⅰ (major and especially major accidents) response, Class Ⅱ (major accidents) response, Class Ⅲ (general accidents) response. (The criteria for the division of general accidents, larger accidents, major and above level accidents are implemented by the State Council)

7.2 Management and updating of the plan

The county-level coal management departments are required to formulate the corresponding emergency response plan according to this plan and the emergency response tasks undertaken, and copy it to the Municipal Bureau of Coal; municipal supervision of coal mines will be reported to the Municipal Bureau of Coal for the record in accordance with the procedures.

This plan is based on the laws and regulations, the institutions and personnel involved in major changes, or in the implementation of the major flaws found in the Municipal Bureau of Coal timely organization and revision. The Municipal Coal Bureau regularly organizes the evaluation of this plan, and promptly organizes revisions based on the evaluation conclusions.
