In order to solve the problem of retirement and resettlement of sick and disabled servicemen, the Chinese government recently issued the "Regulations on the Retirement and Settlement of Sick and Disabled Servicemen" (hereinafter referred to as the "Regulations"), which proposes a range of services from retirement resettlement to housing and medical security. package plan.

1. The "Regulations" were jointly issued by the Ministry of Civil Affairs, the Ministry of Finance, the General Staff Department, the General Political Department, and the General Logistics Department of the People's Liberation Army. It is divided into eight chapters and 26 articles, and is officially regarded as "Basic compliance and basis for the resettlement of retired, sick and disabled servicemen." This is the first time that China has comprehensively and systematically regulated the retirement methods, resettlement methods, housing and medical security of sick and disabled servicemen in the form of military administrative regulations.

2. There are two types of Chinese soldiers: "officers" and "soldiers". Among them, soldiers include "non-commissioned officers" and "conscripts". The "Regulations" clarify the retirement placement and security methods for sick and disabled servicemen such as "conscripts", "non-commissioned officers", "officers and civilian cadres". Specifically, "officers and civilian cadres" who are disabled due to war or on the line of duty are assessed as having a disability of level one to level six; non-commissioned officers are assessed as having a disability of level one to level four; or the above-mentioned personnel have experienced disability after expiration of medical treatment due to illness. Those who are medically judged to have basically lost the ability to work can be arranged for retirement. According to the "Regulations", after the above-mentioned personnel are approved to retire, their resettlement destination will be determined, included in the resettlement plan, and handed over in a timely manner.

3. If a junior non-commissioned officer suffers from mental illness and is assessed as having a disability of level one to level four, and a conscript is assessed as having a disability of level one to level four due to war, duty, or illness, he or she shall be supported by the state for life. If a non-commissioned officer becomes disabled due to war, duty or illness, meets the retirement conditions and voluntarily gives up his retirement placement, he may choose to be supported by the state for life. The Regulations also specifically establishes retirement resettlement subsidies for sick and disabled servicemen. When sick, sick and disabled servicemen are transferred to the government for resettlement, the military will issue a one-time resettlement subsidy based on their own injuries and disabilities.

4. In order to solve the housing problem of disabled servicemen, the "Regulations" also correspondingly increase the housing subsidy standards for disabled servicemen. Specifically, the basic housing subsidy for retired soldiers who are sick, disabled, or less than 100,000 yuan must be calculated as 100,000 yuan. If the resettlement place is in a high-price area, regional housing subsidies will be provided in accordance with military regulations. For retired junior non-commissioned officers and conscripts with first-level to fourth-level disabilities who are dispersedly supported, their housing purchase (construction) funding guarantee standard shall be calculated and determined based on the price of 60 square meters of affordable housing in the county (city) where they are resettled. The central government will provide fixed subsidies. Part of it is solved by local finance.

5. The "Regulations" require that financial departments at all levels should increase investment in medical security funds for sick, sick and disabled servicemen. For special care hospitals that receive first- to fourth-level disabled and severely mentally ill veterans, the central government will provide subsidies to increase expenses such as beds, medical equipment, and building maintenance. The "Regulations" make it clear that those who violate policy provisions during the transfer and resettlement of sick and disabled veterans, or who refuse to review their placement destination or go through the transfer procedures without justifiable reasons, will be held accountable.
