The second situation is an emergency procurement that is not a serious natural disaster or other force majeure event, but is unforeseen by the purchaser or not caused by delay by the purchaser. The time required for this kind of procurement through bidding cannot meet the urgent needs of users. In this case, the purchaser should conduct procurement through competitive negotiation. 3. The third situation is the same as the second situation, but there are not 3 suppliers to choose from. At this time, single source procurement can be used for procurement.

Legal basis: "Regulations on the Implementation of the Government Procurement Law of the People's Republic of China" Article 7 If government procurement projects and goods and services related to project construction are procured through bidding, the "Regulations of the People's Republic of China on the Implementation of the Government Procurement Law" shall apply. *** and the National Tendering and Bidding Law and its implementing regulations; if other methods of procurement are used, the Government Procurement Law and these regulations shall apply. The projects mentioned in the preceding paragraph refer to construction projects, including the new construction, reconstruction, expansion of buildings and structures and related decoration, dismantling, repairs, etc.; the goods related to project construction refer to the indivisible components that constitute the project. Part of the project, and the equipment, materials, etc. necessary to realize the basic functions of the project; the so-called services related to project construction refer to the survey, design, supervision and other services required to complete the project. Government procurement of projects and goods and services related to project construction shall comply with government procurement policies.
