Chapter V___Legal Responsibility

Article 39___Anyone who violates the provisions of Article 20 (1) and (2) of these Regulations shall be ordered by the urban management and law enforcement departments to make corrections and take remedial measures, and may be sentenced to a fine of not less than 50 yuan and not more than 200 yuan.

Article 40___ In case of violation of the provisions of the third item of Article 22 of these Regulations, the urban management and law enforcement department shall order the keeper to make corrections and give him a warning; if he refuses to make corrections, he shall be fined not less than 100 yuan and not more than 500 yuan for an individual keeper, and not less than 1,000 yuan and not more than 5,000 yuan for a unit keeper.

Article 41___Anyone who violates the provisions of the first paragraph of Article 24 of these Regulations shall be ordered to make corrections by the urban management and law enforcement departments; if he refuses to make corrections, he may be fined not less than 200 yuan and not more than 500 yuan.

Article 42___If the relevant units and their staff members have neglected their duties, abused their powers, or committed acts of favoritism or malpractice in the promotion of civilized behavior that do not yet constitute a crime, the directly responsible supervisory personnel and other directly responsible personnel shall be given penalties in accordance with the law.

Article 43___Other acts in violation of the provisions of these Regulations shall be subject to the provisions of laws and regulations if they provide for penalties.

Chapter VI___Attachment___Rules

Article 44___These Regulations shall come into force on July 1, 2021.
