This project was listed as one of the "Three Rivers and Three Lakes" water pollution control projects by the National Development and Reform Commission, and was supported by special funds with a total investment of145.6 million yuan. Among them, the sewage treatment plant project investment is 93.72 million yuan, and the supporting pipe network investment is 510.88 million yuan. The project officially started in April 2003 and was completed and put into use on June 27, 2005.
Taian No.2 Sewage Treatment Plant is a state-owned enterprise. The registered capital is 4.32 million US dollars, the total assets are 9.47 million US dollars and the total liabilities are 5.23 million US dollars; Covering an area of 80 mu, with a building area of 10809 square meters; The number of employees is 163, including 62 technical managers. Main product scale: 50,000 tons of sewage treatment per day. Product quality and production technology are at the domestic advanced level.
The financial internal rate of return (total investment) of this project is 5.5 1%, which is 4 percentage points higher than the industry benchmark rate of return. The payback period of investment is 14.66 years (including the construction period), which is lower than the benchmark payback period. At the same time, the construction of this project can greatly improve the urban environmental quality and protect the water body, with good environmental and social benefits.

Adjust the height of the overflow weir, change the water depth in the ditch, and then change the submerged depth of the aeration device, so that it can be oxygenated to meet the operation needs. The change of submerged depth will also affect the driving force of aeration equipment, and the inflow velocity can be adjusted to some extent; Second, by directly adjusting the rotating speed of the aerator: due to the development of electromechanical equipment and automatic control technology, the rotating speed of the aerator in the oxidation ditch can be adjusted at present, thus adjusting the driving force of aeration intensity.
4. Pretreatment and sludge treatment are simplified.
The hydraulic retention time and sludge age of oxidation ditch are longer than those of ordinary biological treatment methods, and the suspended organic matter and dissolved organic matter are completely stable at the same time, so the oxidation ditch can be without primary sedimentation tank. Due to the long sludge age and low load of oxidation ditch process, the discharged excess sludge has been highly stable and the amount of excess sludge is very small. So anaerobic digestion is no longer needed, only concentration and dehydration are needed.

Lianchang Coal Mine believes that the important problem affecting the economic and social development of our county at present is that the policy factors change too fast for coal mines.
Dashan Coal Mine believes that coal mine construction can't keep up with the policy development, and the shutdown affects the construction period and increases the roadway maintenance.
Guizhou Daming Pharmaceutical Co., Ltd. believes that it is difficult for SMEs to raise funds.
Guizhou Aoli Real Estate believes that the demolition and land acquisition work is relatively insufficient, especially in Hui areas, and there is no effective method for demolition work; The administrative examination and approval link is too complicated and the timeliness is not strong.
Weining Yike Real Estate Development Company believes that the important problem affecting the current economic development of our county is inconvenient transportation.
Weining Zhuo Yi Real Estate Development Co., Ltd. believes that land acquisition and demolition is the key to real estate development, and only by speeding up land acquisition and demolition can investment and construction be accelerated.
(II) The main problems reflected by enterprises are summarized as follows: 1. County functional departments are not allowed to leave the coal mine, which affects the operation of enterprise funds. 2. Coal mine safety supervision is under great pressure, and production may be stopped at any time. The joint production can't be completed on time, the engineering quantity increases, the time is tight, and the pressure from all aspects of the government is relatively large. 39,000 tons of coal mines are in a difficult situation after merger, reorganization and collectivization. 4. The housing enterprises represented by Longfei Real Estate unanimously reflect that the current problems are land acquisition and demolition, demolition is not in place, capital investment is large, but the project has not progressed, and enterprises are on pins and needles. 5. The enterprise also pointed out that one of the problems of poor real estate development and demolition is that the government changes constantly, the policies issued by the former leaders are not recognized by the later leaders, and the project promotion offices are established more than implemented.
(3) All enterprises are satisfied with the work of the Bureau of Land and Resources. In the process of communication and conversation, the county land and resources bureau can answer some questions raised by enterprises on the spot. In case of illegal transfer and cross-border problems, the illegal transfer shall be checked according to relevant requirements to see whether there is illegal transfer and whether the transfer formalities are handled in the provincial office, and relevant certification materials shall be added to the window of the provincial office. Whether the county land and resources bureau has been punished, if so, the punishment decision and the fine receipt will be added to the provincial office window. Through the visit and discussion, he answered the practical questions raised by the company in its daily operation. The issues raised in the discussion are arranged as follows: 1. Regarding the cement quality control, the relevant management personnel of the company's quality department reflect whether the cement manual distributed by the company to customers will be caught by customers, which leads to customers' disapproval of Conch's cement quality requirements and quality complaints. Second, the contract signing management, the company's contract management personnel reflect that in the process of contract bidding, it is necessary to determine the winning bidder with the total contract price, but according to the company system, it may involve the determination of various sub-items under each contract, which is not only difficult to operate, but also prone to contract risks. Third, in terms of enterprise sales management, the staff of the company's sales office reported that there was no regional price and no transportation bidding for the company's sales. The delivery vehicle is arranged by the dealer and signed according to the standard contract text provided by the sales department. There is little controversy, but the contract text needs to be improved in the future.
In the form of signing a supplementary contract, draw a clear line from the contract content to avoid taking unnecessary legal risks.
Fourthly, regarding the safety production of enterprises, the staff of the Safety Production Department reported that the environmental protection acceptance and safety acceptance of enterprises have not yet passed, and the hygiene occupational hygiene license and safety production license have not yet been processed, but the trial production license has been extended for the third time, and it will expire at the end of August of 20 14, so the application for extension will not be approved. In addition, the mine has a mining license and a safety license, and there is no cross-border mining, but there is no forest land license for the mine. Fifth, regarding the implementation of the big agreement, the company's land will be inspected soon. The land use index has been reported, but it needs to be paid. At present, the government says it is troublesome to borrow money from enterprises because it has no money.
Sixth, regarding the implementation of the procurement contract, the company's financial personnel reported that suppliers often use other people's qualifications to change their business scope when purchasing materials locally. Although the local industrial and commercial bureau has changed, there is still the risk of breaking the law.
Seventh, regarding sales invoicing, ordinary customers come to the company to open accounts, and we issue invoices, and customers deduct VAT invoices. Is there any legal risk in this operation? There is no reason for the company not to open accounts for key customers, but will this involve the risk of falsely issuing VAT invoices? Eighth, in terms of equipment sales contracts, some of the company's equipment sales contracts expired and suppliers arrived late. Can I cancel the contract and deduct the liquidated damages? At the same time, because the equipment contract is mainly signed by departments and offices, the company cannot modify the contract text, which greatly restricts the performance of the contract.
Ninth, in terms of labor and personnel, the office staff of the company reported that some employees left without saying hello after leaving their jobs. The company sent resignation materials according to the address left in the employee's labor contract, but sometimes they were returned by the post office. How to avoid such risks? Tenth, in terms of supply guarantee, after negotiating with neighboring suppliers according to the company system, a negotiation record was formed, requiring suppliers to pay a deposit before supplying. However, due to the supplier's non-cooperation, we deducted the corresponding deposit from the down payment, which is inconsistent with the company's financial requirements. Is there any legal risk?
Eleventh, regarding the handling of quality objections, the company has objections to the supplier's supply quality during the performance of the contract, and sending text messages or written faxes to ask the other party to stamp and give feedback often leads to legal risks. Twelfth, regarding the signing of the contract quantity terms, such as the auxiliary materials contract, the contract predicts that the quantity to be purchased is relatively large, but the actual quantity that may be purchased is relatively small. Although the tentative quantity is written in the contract, the actual quantity shall prevail. Is there any risk?
On the afternoon of August 15, I went to Zhuangxiang Company to conduct an investigation. It is known that the company belongs to the acquisition project and its production capacity is relatively small. However, because Babao Town, the second largest town in Yunnan Province, is located at the junction of Yunnan, Guangxi and Guizhou provinces, the external competition pressure is relatively small compared with other regions, and the profit in 2065438 has exceeded 1 1. At present, the company's production and operation warrants are relatively complete, and the main problems are the difficulty in communication and coordination with local government departments and the difficulty in dealing with local banks, which restricts the work to some extent.
On the afternoon of August 16, I went to Wenshan Conch Company to conduct an investigation. Through the visit and on-the-spot investigation, it is known that Wenshan Conch Company is one of the key construction projects in Wenshan Prefecture, which meets the requirements of national industrial policy. The company is located beside National Highway 324, Asanlong Village, Pingyuan Town, Yanshan County, Wenshan Prefecture, Yunnan Province, 220 kilometers away from Kunming. The company was formally incorporated on April 9, 20 18, with a planned investment of 654.38+08 billion yuan. The project plans to build two new dry clinker production lines with a daily output of 4,500 tons, with an annual output of 2.2 million tons of cement grinding system and 9MW low-temperature waste heat power generation system. Upon completion, it will be able to produce 3 million tons of high-quality clinker and 4.5 million tons of high-quality cement, and become a cement production company in Yunnan Province.
On the morning of August 14, 18, 2065438, we went to Kunming Hongxi Company to carry out investigation. Through interviews and discussions, I answered the practical questions raised by enterprises in their daily operations. The issues raised in the discussion are arranged as follows: 1. Regarding the termination of the mine sales contract, the original contract is no longer operational, and the other party has invested in larger facilities and filed a claim before the handover. There is a contract dispute and the contract needs to be terminated immediately. Second, the transferor completes the cancellation procedures within six months after the transfer of the management right. The original company signed a limestone mining and transportation outsourcing contract with two natural persons, which has great security risks.
III. The company set up a debt settlement team on June 10, and by July 10, all the companies in arrears had been checked and all written statements had been obtained, and the accounts were recovered by 440,000 yuan. But as of August 6th, RMB 18447300 in the debt list has not been recovered in time, so how to avoid the risk that accounts receivable cannot be recovered?
Fourth, seven employees of the company have not terminated their labor contracts with the original company, nor have they signed labor contracts with the new company. Now the company is required to coordinate the dissolution of the labor contract and economic compensation. The company is giving them a holiday at present. What exactly should I do? Others don't come to work and resign voluntarily, but the old shareholders don't agree with them to resign. Can they directly contact the labor contract?

6. The external power supply line of Kunming Hongxi Company is powered by China Southern Power Grid Corporation Shilin Power Supply Co., Ltd., and the total length of the cement line from Shilin Substation to the company is1.8km..
