How to enhance the standardization and normalization of rehabilitation services in grassroots communities and various rehabilitation institutions

Article 1 This article clarifies the purpose and significance of formulating this standard.

In the current new situation of building a moderately prosperous society in an all-round way and striving to build a harmonious socialist society, accelerating the development of the cause of persons with disabilities is of great practical significance in promoting social equity and ensuring social stability. In accordance with the requirements of the State Council's "Outline of the Twelfth Five-Year Plan for the Development of the Cause of Persons with Disabilities in China" and the "Opinions of the Central Government and the State Council on Promoting the Development of the Cause of Persons with Disabilities" (Zhongfa 20087), the construction of rehabilitation institutions for persons with disabilities should be strengthened and perfected, and a network of rehabilitation institutions for persons with disabilities should gradually be formed to cover the whole country, so as to promote the cause of persons with disabilities in a coordinated manner with economic and social development, and to solve the problem of people's livelihoods. It is a very important and urgent task to coordinate the development of the cause of the disabled with the economy and society, to solve the problems of people's livelihood as soon as possible, and to help the disabled realize the goal of becoming moderately well-off together with the whole society ****.

Article 2 This article clarifies the role of this standard and its authority.

This standard from the standardization of government investment projects construction behavior, give full play to the benefits of investment, strict compliance with the provisions and procedures for the preparation of standards for the construction of engineering projects, in-depth investigation and research, and widely listen to the views of relevant units and experts, to explore the realities of the problem, summarize the practical experience, scientific proof of the results of the research, to ensure that the preparation of engineering projects quality. At the same time, this standard balances the differences in the level of regional construction and economic development, taking into account the regional changes in the type and number of service recipients, and reasonably determines the scale of investment and the level of construction, and facilitates practical operation. Therefore, this standard can be used as a unified national standard for the construction of rehabilitation institutions for the disabled.

Article 3 This article sets out the scope of application of this standard.

In recent years, China has been gradually on the construction of rehabilitation institutions for the disabled, and has achieved some results. However, compared with the needs of the majority of people with disabilities, there is a serious lack of specialized rehabilitation institutions for people with disabilities, and the relevant network needs to be established urgently. In order to promote the further development of the cause of persons with disabilities and to establish a systematic and standardized service network for persons with disabilities, rehabilitation institutions for persons with disabilities at all levels need to be newly constructed, reconstructed or expanded on the existing basis.

Currently, the construction of rehabilitation institutions for the disabled in most areas of China is completed under the guidance of the relevant local authorities, and the scope of application of this standard is determined in accordance with the needs of the development of the cause of the disabled in China.

Article 4 This article clarifies the guiding ideology and principles of the construction of rehabilitation institutions for the disabled.

Rehabilitation institutions for persons with disabilities is a local direct service to persons with disabilities of the basic facilities, the construction must follow the guidelines and policies of the national economic construction, comply with the "Chinese People's *** and the State Law on the Protection of Persons with Disabilities" and other laws and regulations. Both to ensure that the service facilities can effectively serve persons with disabilities, with a certain degree of foresight, to adapt to future development, while at the same time taking into account China's existing level of socio-economic development and regional differences, emphasizing the national situation, according to local conditions, and reasonably determine the level of construction, correctly deal with the relationship between the needs and possibilities, and to avoid unrealistic and blind construction.

Article 5 This article specifies the nature of work and tasks of rehabilitation organizations for the disabled.

Rehabilitation institutions for the disabled are comprehensive service organizations that provide rehabilitation services and assistive device fitting services for the disabled, and undertake to provide business guidance and professional training to lower-level rehabilitation institutions for the disabled and community and township rehabilitation service institutions for the disabled. Rehabilitation institutions for persons with disabilities should not be greedy and should make efficient use of the resources of other service facilities for persons with disabilities (e.g., local comprehensive service facilities for persons with disabilities, etc.), reasonably optimize the functions of the institutions, control the scale of construction of the institutions, and economically and efficiently promote the improvement of the service network system for persons with disabilities.

Article 6 This article clarifies the issue of investment channels for rehabilitation institutions for persons with disabilities.

Rehabilitation institutions for the disabled is a systematic project, is an important part of the social public welfare undertakings. The Chinese people's *** and the State Law on the Protection of Persons with Disabilities, Article 5 provides: "The people's governments at or above the county level shall incorporate the cause of persons with disabilities into the national economic and social development planning, strengthen leadership, comprehensive coordination, and the cause of persons with disabilities into the financial budget, and to establish a stable mechanism for ensuring the provision of funds". At the same time, the construction of facilities should take full account of local economic and social development, financial capacity, the proportion of types of persons with disabilities and other factors, and make comprehensive arrangements in order to provide long-term, stable, comprehensive and effective services for persons with disabilities.

Considering the tight land resources in some areas, rehabilitation facilities for persons with disabilities in these areas may consider merging and constructing with other buildings serving persons with disabilities in accordance with actual needs (e.g., local integrated service facilities for persons with disabilities, employment service centers for persons with disabilities, etc.), so as to integrate and ****enjoy social resources.

Article 7 This article clarifies the declaration, acquisition and allocation of land for the construction of rehabilitation institutions for the disabled.

The construction of rehabilitation institutions for the disabled is an important part of social public welfare. In accordance with the spirit of the Outline of the Twelfth Five-Year Plan for the National Economic and Social Development of the People's Republic of China and the State Council's "Twelfth Five-Year Plan for the Cause of Persons with Disabilities in China", strengthening the standardized construction of professional rehabilitation institutions at the provincial, municipal, and county levels is a requirement for the promotion of the cause of persons with disabilities and the coordinated development of the economy and society. Projects for rehabilitation institutions for persons with disabilities should be incorporated into city or town planning, and land for construction should be settled in accordance with public welfare. Article 54 of the Land Management Law of the People's Republic of China*** and the State of China stipulates that "land for public welfare undertakings may be acquired by way of land allocation for construction with the approval of the people's governments at or above the county level in accordance with the law."

Since there are still some counties in China where the county government is located in formed towns, this article reads, "The construction of rehabilitation institutions for persons with disabilities shall be incorporated into city planning or town planning," where town planning refers to the planning of the formed towns where the county government is located.

Article 8 This article clarifies the relationship between this standard and other existing standards.

Projects of rehabilitation institutions for the disabled, as part of urban construction, are required to comply with urban and rural construction planning, relevant norms, standards and quotas for construction projects, in addition to the implementation of this standard, in the process of compiling project plans and construction.

Chapter II Construction Level and Project Composition

Article 9 This article clarifies the basic classification of rehabilitation institutions for the disabled.

Currently, rehabilitation institutions for the disabled in China are built and maintained and operated by government investment, and are set up in provincial capital cities (or municipalities directly under the central government), prefectural-level cities, and county-level cities (or formed towns and districts). The designation of the three levels is first based on the administrative level of the jurisdiction in which they are located. However, in view of the vastness of China and the differences in population and economic development of different places, the choice of organizations is not bound by the administrative level. In particular, for provinces, prefectures, counties, etc., which have too many or too few people, the level of their institutions should be chosen appropriately according to their needs.

Rehabilitation institutions for the disabled determine the size of the construction project, service content, functional composition and other requirements according to the level of delineation.

Chapter III Site Selection and Planning Layout

Article 14 This Article sets forth the requirements for the site selection of rehabilitation institutions for the disabled.

Based on the nature and mission of the rehabilitation institutions for the disabled, the project site selection should take into account the engineering geology, hydrogeology, municipal conditions, the surrounding environment and other factors. As the disabled have different degrees of barriers to mobility and communication, generally independent travel or travel by public **** transportation distance should not be too far, and hope that the trip is convenient, so the project site should be located in densely populated areas and public **** transportation convenient location, so as to facilitate the arrival of more disabled people. Meanwhile, since the rehabilitation treatment function of the institution is functionally linked to general hospitals, and the children's rehabilitation service facilities are closely linked to public **** education facilities, it is appropriate to locate the rehabilitation institution for the disabled close to the medical and education service facilities, so as to make it convenient for the disabled to carry out the relevant activities. For children's rehabilitation service facilities, site selection should give due consideration to the needs for health, safety and convenience. These needs with reference to the Ministry of Urban and Rural Construction and Environmental Protection, the National Education Commission, "nursery schools, kindergartens, building design specifications" (87) City Design No. 466.

Article 17 This article clarifies the parking lot requirements for buildings of rehabilitation institutions for the disabled.

With the increasing improvement of people's living standards and transportation facilities, more and more disabled people use various vehicles to receive rehabilitation services in rehabilitation institutions. In the appropriate location (above or below ground) to set up public **** parking lot has become a disability rehabilitation institutions must face the problem of construction work.

The relevant departments in each region should, according to the regulations of the local planning department, increase the floor area index of the public **** parking lot of the rehabilitation institutions for the disabled according to the construction scale of the project. Which barrier-free parking spaces should be set up with reference to the provisions of the "City Roads and Buildings Barrier-Free Design Code" (JGJ50). Taking into account the mobility of persons with disabilities, accessible parking spaces should be arranged on the ground and close to the main entrances and exits.

Article 18 This article clarifies the requirements for the number of floors of rehabilitation institutions for persons with disabilities and the requirements for combined construction.

In order to conserve land resources, facilities are encouraged to be built in conjunction with other buildings serving persons with disabilities, so as to centralize the provision of services for persons with disabilities. In the case of combined construction, based on the construction cost and disaster prevention requirements, the facility should be located on the lower floors of the building as much as possible, and should not be placed too high. Institutions and other buildings serving persons with disabilities can **** use entrances and exits, but should try to set up independent entrances and exits when conditions permit.

Article 19 This article sets forth the outdoor space requirements for rehabilitation institutions for the disabled.

Outdoor rehabilitation training site and children's activity site is an important part of the outdoor site of the rehabilitation institutions for the disabled, which is an important place for the disabled to carry out rehabilitation training and children with disabilities to carry out outdoor activities, therefore, this article stipulates the lower limit of the two types of activity sites in the rehabilitation institutions for the disabled at all levels.

For the statistics of relatively mature rehabilitation institutions for the disabled (with more than 100 beds for rehabilitation treatment), the median average rehabilitation training site per bed is 1.7m2/bed. This is used to determine the land use indicators for rehabilitation training sites.

Children's activities to 2m2/student as the calculation standard, this reference to the "urban kindergarten floor space quota (for trial implementation)" for children's class outdoor activities in the provisions of this indicator does not include outdoor running track, sandpit and other large-scale public **** activities site. If there are conditions, the area of activity space can be increased additionally on this basis.

Chapter IV: Construction Scale and Floor Area Indicators

Section I: Construction Scale Control Indicators

Article 21 This Article puts forward the basis for reasonably determining the scale of rehabilitation institutions for persons with disabilities, and provides a method for calculating the floor area control indicators for each facility.

The construction scale of rehabilitation institutions for the disabled depends on their business settings and service volume, which is positively related to the number of disabled people in the jurisdiction where the institution is located. Since it is difficult to count the number of disabled people in the jurisdictions where some institutions are located, the number of people in the jurisdictions where these areas are located is used as a supplementary basis for determining the size of the institutions. According to statistics, the number of people with disabilities in China accounts for about 6.3% of the total population.

The construction scale of rehabilitation institutions for the disabled should be determined on the basis of six indicators, namely, the number of beds in comprehensive rehabilitation facilities (a), the number of children in children's hearing and speech rehabilitation facilities (b), the number of children in children's intellectual rehabilitation facilities (c), the number of children in children's rehabilitation facilities for autistic children (d), the number of beds in children's rehabilitation facilities for cerebral palsy children (e), and the number of annual specialized assistive device adaptations (f). These six control indicators determine the construction scale of each of the six facilities, and the specific calculation method of the floor area of each of the six facilities is specified in the later sections of this chapter.

In addition, about 20% of the total number of first-level institutions located in counties (or cities, districts, flags) with a disabled population of more than 55,000 people, the second-level institutions located in the level of the city (or state, alliance) with a disabled population of more than 350,000 people, the third-level institutions located in the province (or municipality directly under the central government) with a disabled population of more than 4 million people, the size of the disabled population in excess of the corresponding rehabilitation institutions for persons with disabilities service capacity, should be appropriately compensated for the area. Note 2 of Table 3 in the main text provides additional explanations on the cases where the number of disabled population or resident population in the jurisdiction where the institution is located exceeds the upper limit of the corresponding regulations.

There are also about 20% of the total number of Level 1 institutions located in counties (or cities, districts, or flags) with a population of less than 14,000 persons with disabilities, Level 2 institutions located in cities at the level of 70,000 persons with disabilities, or provinces (or municipalities directly under the central government) with a population of less than 900,000 persons with disabilities, and in consideration of the fact that the construction of rehabilitation institutions for persons with disabilities alone in these areas is likely to result in a waste of resources, it would be appropriate for the Considering that the construction of separate rehabilitation institutions for the disabled in these areas is likely to result in a waste of resources, it is appropriate to build rehabilitation institutions for the disabled in these areas in conjunction with other service facilities for the disabled in order to save social and economic costs. Since the business items of the rehabilitation institutions for the disabled identified in this standard are the basic service functions for the corresponding disabled persons, when there are special needs areas that need to carry out businesses not included in the scope of the business items of this standard, they should be separately declared to the higher-level authorities individually.

Section II Facility A (Comprehensive Rehabilitation Facility)

Article 23 This article proposes the composition categories of the functional rooms of the comprehensive rehabilitation facility.

Due to the differences in the service targets and service priorities of the three levels of comprehensive rehabilitation facilities, the composition of functional categories of comprehensive rehabilitation facilities at each level is also different. For example, the "research and teaching" part is only set up in the third level facilities, "emergency department", "medical technology department" is only set up in the second and third level facilities.

Article 26 This article proposes a method for calculating the floor area of comprehensive rehabilitation facilities at all levels.

The formula in Table 8 consists of three values: the area base (m2), the average bed area calculation (m2/bed), and the number of beds (beds). Which area base by the comprehensive rehabilitation facilities and the number of beds in the use of the sum of the room area is not related to the use of coefficients to determine the specific composition of the room and ratios can refer to Appendix II. The calculation of the average bed area is derived from the participation of the rooms directly related to the number of beds.

Taking into account the comprehensive rehabilitation facilities in the transportation area, equipment room area, etc., this standard will be the use of the facility coefficient is set at 0.6. Facilities B, C, D, E are used in the use of the coefficient value of 0.6.

And taking into account the facility F (auxiliary apparatus center facilities) in the storehouse, aids display, aids assessment sweeteners and other large space, so its use coefficient appropriately increased in this standard is set at 0.65.

Section III, Facility B (children's hearing and speech rehabilitation facilities)

Article 39 This article sets forth the reference basis for the floor area of rehabilitation facilities for children with autism.

Rehabilitation work for children with autism is similar to that of children's intellectual rehabilitation in terms of work content and room area requirements, so this standard no longer separately stipulates the method of calculating the floor area of rehabilitation facilities for children with autism, but instead points out that the configuration of their functional rooms, floor area requirements, and per-student floor area indicators refer to those stipulated in the facilities for children's intellectual rehabilitation. In practice, appropriate adjustments can be made according to the special needs of the facility.

Section VI Facility E (Rehabilitation Facilities for Children with Cerebral Palsy)

Article 43 This article proposes the method of calculating the floor area of rehabilitation facilities for children with cerebral palsy at all levels.

The formula in Table 20 consists of three values: area base (m2), calculation of average bed area (m2/bed), and number of beds (beds). Among them, the area base is determined by dividing the sum of the area of the rooms in the rehabilitation facilities for children with cerebral palsy, which has little relationship with the number of beds, by the utilization factor, and the specific composition of the rooms and their ratios can be referred to in Appendix V. The calculation of the average bed area is made by the participation of the rooms directly related to the number of beds.

Section VII Facilities F Assistive Devices Center Facilities

Article 46 This article proposes the categories for the composition of the functional rooms of a comprehensive rehabilitation facility.

Due to the differences in the scale, service targets and service priorities of the three levels of assistive device center facilities, the composition of the functional categories of the assistive device center facilities at each level is also different. For example, the "comprehensive assessment" component is only available in Level III facilities. In Level 1 facilities, due to the limited number of assistive device supply services and the limited ability to carry out services, the functional rooms for various types of assistive devices do not have separate sections, but are collectively organized as the "Integrated Services Section".

Article 48 This article proposes the method of calculating the floor area of the facilities of assistive device centers at all levels.

The formula in Table 22 consists of three values: the area base (m2), the average area calculation (m2/piece), the annual specialized assistive device fit (pieces). Which area base by the facility and the annual specialized assistive devices fit the relationship between the use of the room area is not large and divided by the use of coefficients to determine the specific room composition and ratio can refer to Appendix VI. The calculation of the average area per piece is made by the participation of the rooms that have a direct relationship with the annual specialized assistive devices.

Article 50 This article clarifies the method of calculating the total floor area of rehabilitation institutions for the disabled.

Since the six facilities are more independent from each other, and the methods of calculating the indicators of their respective areas of use are not the same, the area of a rehabilitation institution for the disabled is calculated by adding up the areas of the six facilities.

Article 51 This article clarifies the principle of combining the construction of various types of facilities in institutions at all levels.

Because of the complexity of the functions and the large number of personnel in a level 3 rehabilitation institution for the disabled, the six facilities in a level 3 institution shall be constructed separately and independently in order to facilitate management. Level 2 and 1 institutions are relatively small in scale, and in order to save land and social costs, the six facilities of level 2 and 1 rehabilitation institutions for the disabled can be built together in areas where the conditions are not favorable.

Chapter V: Construction Standards

Article 52 This article sets forth the general layout requirements for the construction of rehabilitation institutions for the disabled.

In view of the fact that rehabilitation institutions for persons with disabilities combine the functions of rehabilitation treatment for persons with disabilities, children's rehabilitation, and assistive device fitting services, the overall layout of the building should take into full consideration of the functional requirements, and be reasonably partitioned so as to achieve the separation of static and dynamic and the smooth flow of routes.

Article 53 This article sets forth the requirements for barrier-free facilities in the buildings of rehabilitation institutions for persons with disabilities.

Given the nature of the work of rehabilitation institutions for persons with disabilities, the facility building and its surrounding environment requires the construction of comprehensive barrier-free facilities, which should be able to meet the needs of different types of persons with disabilities, in order to ensure the normal operation of rehabilitation institutions for persons with disabilities.

Article 55 This article sets forth the requirements for vertical transportation in the buildings of rehabilitation institutions for persons with disabilities.

Vertical transportation is the first and foremost issue in the barrier-free construction of rehabilitation institutions for persons with disabilities on the second floor and above. In order to facilitate the use of persons with disabilities, it is recommended that barrier-free facilities such as barrier-free elevators be provided for vertical transportation. If there are difficulties in financial investment, it is necessary to set up ramps for the disabled.

Article 56 This article clarifies the requirements for the signage system of the buildings of rehabilitation institutions for the disabled.

Information exchange accessibility is an important part of building accessibility construction, which is of great significance to some persons with disabilities. Rehabilitation institutions for persons with disabilities shall set up a barrier-free labeling system, and regions where economic conditions permit shall actively promote the barrier-free construction of information exchange, reflecting their social demonstration role of barrier-free construction.

Article 57 This article clarifies the requirements for disaster prevention and evacuation of buildings of rehabilitation institutions for the disabled.

Rehabilitation institutions for the disabled shall meet the requirements of the current national disaster prevention codes. In order to facilitate the evacuation and rescue of persons with disabilities, rehabilitation institutions for persons with disabilities at all levels of the floor can be set up in the disaster prevention and sheltering room for persons with disabilities, conditions permitting, disaster prevention and sheltering room can be used with part of the business premises ****.

Chapter 6: Building Equipment

Articles 61 to 65 These five articles set out the requirements for the electrical system, drainage system, sewage disposal system, heating and air-conditioning system, and the weak electricity system of rehabilitation institutions for the disabled.

Building equipments and systems are indispensable system engineering for modern buildings. As a professional service organization serving the disabled, the role and value of building equipment and systems are particularly prominent. Therefore, in the whole process of the project should be fully considered, to prevent the construction of the project function is insufficient, the second repair caused by waste.
