Article 7 Unless otherwise stipulated by the state, it is forbidden to set up factories, warehouses for producing and storing inflammable and explosive chemicals and special docks and stations for transporting inflammable and explosive chemicals in the following areas:
(1) Near public buildings and residential areas where institutions, schools, shopping malls, hotels, hospitals and other units are located;
(2) water supply sources and water source protection areas;
(3) within 5 meters on both sides of the railway trunk line;
(4) nature reserves and scenic spots and tourist areas;
(5) Other areas prohibited by laws and regulations. Article 8 When building, expanding or rebuilding factories and warehouses where inflammable and explosive chemicals are produced and stored, they shall abide by the technical specifications for fire control and relevant regulations, and submit the following documents signed by the technical person in charge of the design unit to the public security fire control institutions:
(1) the plan layout of the factory, warehouse or part thereof, and the plan, elevation and section of buildings and structures;
(2) Eliminate special articles on safety design;
(3) design specification, process flow and equipment layout;
(4) raw materials, intermediate products, final products, discharged wastes and circulating chemicals;
(5) technical requirements for storage, transportation and packaging;
(6) fire safety evaluation. Article 9 Units that produce, store, sell, transport and use inflammable and explosive chemicals must obtain corresponding special licenses, establish and improve various safety management systems, implement various fire prevention and extinguishing measures, and participate in fire commercial insurance or public liability insurance as required. Article 1 The person in charge of fire safety, security personnel, operators of key fire prevention positions and warehouse management personnel of units engaged in the production, storage, sale, transportation and use of explosive chemicals must be trained by the provincial public security fire control institutions or qualified by the training department entrusted by the provincial public security fire control institutions, and can only take up their posts after obtaining the fire safety training certificate.

Article 13 The public security fire control institutions shall have the right to order any unit to stop producing, selling or using inflammable and explosive chemicals in dangerous places when they find that there may be dangerous emergencies such as fire and explosion, and to resume production, business or use only after the hidden dangers are eliminated. Chapter II Supervision and Administration of Production Article 14 The production of flammable and explosive chemicals shall meet the following conditions, and the production and operation can only be started after obtaining the Production License for Dangerous Chemicals issued by the relevant competent department and the Fire Safety License for Flammable and Explosive Chemicals issued by the public security fire control supervision institution:
(1) Buildings and places producing flammable and explosive chemicals must conform to the fire protection code for architectural design and relevant professional fire protection codes;
(2) The equipment for producing inflammable and explosive chemicals must adopt necessary devices such as explosion prevention, pressure relief, cooling, lightning protection, antistatic, emergency discharging and emergency cutting off of fire source and power supply according to the relevant provisions of the state;
(3) Equipped with corresponding fire-fighting facilities and fire-fighting equipment, and managed by special personnel;
(4) It has a sound and scientific fire control management system and safe production operation procedures.
