Article 2 (the meaning of terms)
The urban living garbage referred to in these Measures refers to the waste generated by units and individuals in the city in their daily lives or in activities providing services for daily life, excluding construction waste, industrial waste and medical waste.
The urban domestic waste disposal fee (hereinafter referred to as the waste disposal fee) referred to in these Measures refers to the collection, transportation and disposal costs incurred in transporting domestic waste from the garbage drop-off point to the garbage disposal site for harmless treatment. Article 3 (Scope of Application)
Units and individuals generating domestic garbage within the five urban areas (including high-tech zones, hereinafter collectively referred to as the five urban areas) of Jinjiang, Qingyang, Jinniu, Wuhou and Chenghua in this city shall pay the garbage disposal fee.
Urban households enjoying the minimum subsistence allowance for urban residents shall be exempted from paying the garbage disposal fee. Article 4 (Formulation of Standards)
The standards of garbage disposal fees in the city shall be formulated by the competent department of price administration of the city.
The municipal price administrative department shall hold hearings when setting or adjusting the garbage disposal fee charges. Article 5 (management responsibilities)
The municipal environmental management department is responsible for the collection and management of garbage disposal fees. Municipal prices, finance, taxation, civil affairs, urban management and law enforcement and other departments and the five urban areas of the relevant departments should play their respective roles and work together to do a good job of garbage disposal fee collection and management. Article VI (the main body of the fee)
City residents (including temporary population), state organs, institutions, social organizations and production and business units, self-employed, hospitals, schools, troops and other units of the garbage disposal fee by the city's municipal environmental administration entrusted to the district municipal environmental management department to organize the collection. The garbage disposal fee of self-collecting and self-transporting units shall be collected by the municipal environmental administration department entrusting the garbage disposal site. Article 7 (billing method)
The garbage disposal fee is implemented in accordance with the principle of charging a combination of quantitative charges and flat-rate charges, the specific billing methods are:
(a) urban residents (including temporary population) to the household as a unit of flat-rate charges per month;
(b) state organs, institutions, social organizations as a unit of flat-rate charges for the human unit;
(c) production and management (c) production and management units, self-employed households, hospitals, schools, troops, etc., according to the amount of domestic waste generated charges. By the amount of units, the amount of domestic garbage generated in the previous year as the basis for approving the amount of domestic garbage disposal in the current year; to a fixed amount of human units of state organs, institutions, social organizations, the number of registered workers in the previous year as the basis for approving the amount of fees for the current year. Garbage disposal fee base by the five urban areas of the municipal environmental management department is responsible for the approval.
Newly established volume-based units, can refer to the same industry, the same size of the unit approved charges; newly established per person fixed amount of state organs, institutions, social organizations, according to the actual number of people on the roster in the year approved charges.
Approved fee base or fee amount, the five urban areas of the city environmental management department shall inform the fee-paying units in writing. Article IX (charging documents and application)
Collection of garbage disposal fee units, shall hold the municipal price administrative department issued by the charging license; charges shall wear the municipal environmental management department of the charges produced by the work permit, and issued by the municipal local tax department of the special invoices printed uniformly. Otherwise, the person concerned has the right to refuse to pay and report.

The special invoice for garbage disposal fee and fee work permit shall be handled or collected by the entrusted fee-charging units and departments with the entrusted contract to the municipal environmental management department. Article 10 (financial system)
The garbage disposal fee shall be strictly managed on the basis of two lines of income and two lines of expenditure, stored in a special account, and used exclusively to pay for the collection, transportation and disposal of municipal household garbage, and shall not be retained or misappropriated by any unit or individual.
The garbage disposal fee of financial income and expenditure management, shall accept the audit, price, finance, taxation and other business departments in charge of supervision and inspection. Article XI (fee-charging institutions)
City and district municipal environmental management department shall have the appropriate working institutions responsible for garbage disposal fee charges, to ensure that garbage disposal fees are collected in full and on time, to prevent duplication of fees and charges. Article 12 (Liability for non-payment)
For violation of the provisions of these measures, non-payment or false underpayment of garbage disposal fees, the city municipal environmental administration department shall order the payment of a limited period of time; overdue payment, from the date of overdue, a late fee of 5 per thousand per day, and may be imposed by the urban management and law enforcement departments of the individual at a penalty of more than 50 yuan of 200 yuan or more than 200 yuan of the following fine, and a unit at a penalty of more than 200 yuan of 1000 yuan. yuan or more than 1,000 yuan fine.
