Establish a leading group for rainy season construction on the construction site with the project manager as the first responsible person, and implement specific responsibilities such as scheme preparation, measures implementation, personnel education, material supply, emergency rescue, etc. to the master control and relevant departments, and clarify the responsible person.
The office of the leading group for flood control is located in the office of the project department, and the telephone number is 0311-87620125. The project department should set up personnel to be on duty at night, and make records on duty. At the same time, pay attention to understand the weather forecast by listening and asking, grasp the weather changes in time, arrange the construction period reasonably, and prepare all kinds of materials for the rainy season construction to prevent the sudden attack of heavy rain from affecting the construction.
The project department has set up a leading group for emergency rescue command in flood season, which consists of three emergency rescue professional groups, namely, emergency rescue group, public security group, logistics support group, investigation and evidence collection group and aftermath treatment group.

Fourth, the flood season construction measures
4. 1 Drainage of office area and construction site
(1) Check the roofs of offices, dormitories and warehouses for leakage, and repair the leaking parts in time. The road site drainage slope is correct, and the drainage ditch is unobstructed to ensure that there is no water on the construction site. Check sewers in canteens, toilets, etc. , and dredge the sewage pipe in time. The foundation of the dormitory and fence on the construction site should be more than 200mm higher than the natural ground, and the feet should be padded with lime-sand bricks to ensure the safety of this part of the structure. Prevent rain from soaking.
(2) Before construction, tidy up the construction site, repair the drainage slope damaged by site construction and transportation, and clean up the drainage ditch on the construction site to ensure smooth drainage. Check the drainage facilities inside and outside the site to ensure that the drainage facilities are in good condition and that the accumulated water can be discharged in a short time after the rainstorm. According to the actual situation, based on the principle that the collecting well on the construction site is nearby, it is regarded as the drainage concentration point on the site.
4.2 Inspection before construction in flood season
Before the rainy season construction, the project manager shall organize the engineering department, the security department and other departments to check the rainy season construction preparation and site conditions, check whether the drainage pipes and collecting wells are unblocked, and clear up the blockage in time to ensure the normal use of the drainage pipes and collecting wells. The inspection contents also include: detailed inspection of foundation pit protection and temporary distribution box. Immediately organize personnel to rectify the problems found in the inspection process.
4.3 Quality assurance measures
(1) Reduce the phenomenon of too many concrete construction faces in rainy season, adopt segmented and sequential construction to prevent rain-proof work from being difficult when rainy season comes, and timely adjust concrete pouring work according to weather conditions to prevent concrete from being washed away by rain during pouring. (2) When pouring concrete, if the weather is wet, the mixture ratio of mortar must be adjusted appropriately to ensure the workability of mortar. (3) When pouring concrete after rain, the bottom of the template must be wiped clean before pouring concrete. After concrete pouring, it must be collected and covered in time to prevent the surface of concrete from being washed away by rain, which will lead to problems such as pumice on the surface that affect the quality of concrete. (4) In the process of concrete pouring, in case of sudden rainfall, the flood control team will make timely arrangements and conduct unified command to avoid panic and confusion. The precipitation prevention work should be orderly, the part under construction should be covered in time, and rainwater drainage should be done well. ⑤ The equipment required for pouring concrete in rainy season completely includes emergency equipment and waterproof equipment. ⑥ After the rain, clear the steel bars and soil stuck on the formwork in time, and do a good job of lightning protection during concrete pouring, especially the safety measures for electricity and electrical equipment.
4.4 Civilized construction and safety measures
(1) Before the arrival of the rain period, the site construction personnel, safety officers and technicians shall conduct safety inspection on the site during the rain period, handle the problems in time when they are found, and conduct regular inspection during the rain period.
(2) During the rain period, always check whether the grounding and zero protection devices of on-site electrical equipment are sensitive; Double protection measures should be taken for electrical equipment used in rainy season and electric tools used in peacetime. Pay attention to check whether the wire insulation is good and whether the connector is wrapped. It is forbidden to soak wires in the rain.
(3) Vehicles entering and leaving the construction site, especially vehicles after rain, must be cleaned before they can leave the site.
(4) The construction site shall be cleaned by designated personnel, sprinkling water and sweeping the floor to prevent dust from flying, removing sludge and rainwater, and keeping the site clean and tidy.
⑤ Pay close attention to the weather changes, understand the recent weather conditions and arrange the construction period reasonably.
6. Shelf operators should pay attention to wear non-slip shoes to prevent slipping.
⑦ Before the rainy season comes, managers and operators shall be trained in rainy season construction at different levels, so as to strengthen personal safety and quality awareness.
⑧ Designate a special person to clean the living area regularly, eliminate the pests and pests, avoid eating rotten food and polluted water, and prevent the spread of diseases.

Attending publicity, education and training system
On the basis of making full use of existing resources, establish a publicity, education and training system for emergency rescue. First, through various forms and activities, strengthen public education on natural disaster emergency knowledge and raise social emergency awareness, such as lightning emergency rescue measures, basic protection knowledge, and basic knowledge of self-help and mutual rescue. Second, in order to comprehensively improve the pre-emptive ability of emergency teams, do a good job in training emergency flood control and emergency rescue, and train and train emergency commanders, managers, monitors and emergency team members at all levels.
Five, flood control key road construction measures
According to the project currently prepared by the project department and after careful investigation by the leading group for flood control, the following construction sites are determined as the key parts for flood control of our project department:
(1) The military supply station is still under construction.
② Yongsi Road reinforced concrete drainage pumping station
Military supply station
The military supply station project is located on the south side of No.4 railway in Yongbi Marshalling Station, far away from the railway. The main contents of construction in rainy season include: foundation engineering, backfill engineering, reinforcement engineering, formwork engineering and concrete engineering.
Foundation engineering
(1) The single earthwork construction of this project is in the rainy season. Consider the influence of rainy days on earthwork, listen to the weather forecast in time, make records, and try to avoid rainy days before and after slotting.
⑵ Before the earthwork excavation of foundation pit, a retaining cofferdam shall be set at 1m around the foundation pit. After excavation to the bottom elevation of foundation pit, follow-up work such as foundation drilling, trench inspection and cushion concrete pouring should be carried out in time. If the follow-up project construction cannot be guaranteed, some earthwork should be reserved above the elevation of the pit bottom, and temporary drainage ditches and water pits should be made along the bottom edge of the foundation pit (to ensure that there is no water in the pit when it rains). After the follow-up process is fully prepared, the excess earthwork should be removed.
(3) After the foundation pit is dug, drainage ditches and water pits should be set along the periphery of the bottom of the foundation pit to ensure that there is no water in the pit in rainy days.
(4) After the rain, the pit and groove shall be inspected in detail, and measures shall be taken in time to deal with the instability of the foundation groove slope.
Backfill construction
Part of the backfilling construction of this project is in rainy season, so surface water should be prevented from flowing into the foundation pit during construction to avoid slope collapse or foundation soil damage. Earthwork excavated during construction should be piled up in a centralized way and covered with plastic sheets before it rains to ensure timely backfilling. The newly paved uncompacted lime soil should be covered in time when it rains.
concrete work
(1) Special attention should be paid to the adjustment of mixture ratio in rainy season construction to ensure the quality of concrete and mortar.
(3) For the construction joints washed by rain, the laitance and abrasive particles on the surface should be removed, and cement mortar or plain cement slurry with the same mixture ratio should be poured for joint treatment in the next construction.
(4) Try to avoid concrete construction in rainy days. Concrete shall not be poured in moderate rain, heavy rain and rainstorm, and the newly poured concrete shall be covered with plastic sheets to prevent rain erosion.
5] When pouring concrete for beams, slabs, walls and columns, in case of light rain, the slump of the mixing station can be appropriately adjusted according to the actual situation. When beam and slab are poured at the same time, they should be poured along the direction of secondary beam. At this time, if the construction stops in case of rain, the construction joint can be left on the secondary beam plate, thus ensuring the integrity of the main beam.
Reinforcement engineering
(1) When steel bars are stacked, the lower part should be padded with something not less than 200mm to prevent corrosion due to rain immersion. Before closing the mold, rust should be removed in time if the steel bars to be closed are corroded, and should be replaced when the corrosion is serious.
⑵ Welding construction: On-site welding should be stopped in rainy days, and operators in urgent need must set up temporary awnings to prevent the welding heat affected zone from brittle fracture due to rain.
(3) The steel bars piled on site should be piled above 200mm from the ground and covered with tarpaulins or plastic sheets to prevent the steel bars from rusting.
(4) For the steel bars on the construction operation surface, in case of corrosion, iron brush should be used for rust removal.
5] In order to protect the steel bars in the post-cast strip, a brick wall with a width of 120mm and a height of 200mm is built on each side of the post-cast strip, which is closed with colored strips and precast slabs, and waterproof layer and mortar protective layer are made on the precast slabs.
[6] Steel bar processing and steel bar forming machine should be equipped with canopy.

(1) The wooden formwork used in rainy days should be removed and leveled to avoid deformation. Template besmear brushs release agent, after the heavy rain to besmear again.
(2) After the formwork installation is completed, concrete shall be poured as soon as possible to prevent the formwork from deforming in the rain. If the formwork cannot be poured in time after installation and gets wet by rain, the formwork and support shall be re-inspected before pouring concrete. If there is any deformation, it should be adjusted or replaced in time.
(3) After heavy rain and strong wind, check the formwork shelf in time. : Whether the fasteners are loose and slip, whether the shelves and templates are deformed, and whether the foundation sinks. After the inspection, it should be repaired in time until there is no potential safety hazard before it can be used again. Emergency safety measures
Safety construction measures for temporary power supply
In rainy season, it is necessary to check the insulation status of temporary electricity facilities regularly and by a person, check whether the power cord is damaged, and handle the problems in time when found.
Outdoor distribution box should be made rain-proof, and if the box is irregular, a rain cover should be added.
Qualified leakage protection devices must be installed in the distribution box, the sensitivity of the leakage protection devices should be checked in time, and the door of the electric box should be closed at any time.
Personnel engaged in electrical operations must hold relevant certificates and wear labor protection articles. Two persons shall work at the same time, one shall operate and the other shall be supervised.
Second, the reinforced concrete drainage pumping station
The main sub-projects in flood season are: backfill soil.
Part of the backfilling construction of this project is in rainy season, so surface water should be prevented from flowing into the foundation pit during construction to avoid slope collapse or foundation soil damage. Drainage measures such as drainage ditch and collecting well should be set up during construction. The excavated earthwork shall be covered in time.
VI. Flood Control Plan
In order to improve the project department's rapid response ability after the flood disaster, ensure the rapid, orderly and efficient response to the occurrence of major and extraordinarily serious natural disasters and accidents, minimize casualties and property losses, organize rescue quickly and effectively after the accident, avoid the expansion of natural disasters and accidents, and ensure the safety of the country and people's property, this emergency plan is formulated in combination with the actual situation of the project department and the responsibilities of various functional departments.
This plan is applicable to flood disasters and accidents within the office and construction scope of the project department.

④ Accident investigation team: It is composed of relevant personnel from Safety and Quality Department, Engineering Department and Office, and the person in charge is the Minister of Resettlement. Be responsible for collecting relevant information such as design, construction scheme, work instruction, project log, safety speech before shift, and submitting accident reports to relevant equipment, facilities, appliances and reasons.
