Emergency Response Industry is an industry that provides specialized products and services for the prevention of and emergency preparedness for emergencies, monitoring and early warning, and disposal and rescue. In recent years, China's emergency response industry is rapidly emerging and developing, and has played an important role in the response to emergencies, but there are still problems such as the industrial system is not sound, insufficient cultivation of market demand, and slow development of key technology and equipment. The development of the emergency industry is a good move. In order to accelerate the development of China's emergency industry, agreed by the State Council, now puts forward the following views:
A full understanding of the development of the emergency industry of great significance
(a) the development of the emergency industry is to improve the level of public **** security foundation of the urgent requirements. Currently China's public **** security situation is grim and complex, emergencies are prone to frequent, prevention and control of increasing difficulty. Three key directions
(VII) monitoring and early warning. At the same time, the development of emergency warning release system, emergency broadcasting systems and equipment.
(viii) prevention and protection. Around the improvement of individual and important facilities to protect the safety and reliability, focusing on the development of prevention and protection of emergency products. In terms of individual protection, the development of emergency rescue personnel protection, mining and hazardous chemicals safety risk, special work protection, household emergency protection products; in terms of equipment and facilities protection, the development of social public **** security, safety and protection of important infrastructure, safety and protection of important ecological environment and other equipment.
(ix) disposal rescue. Focus on improving the efficiency and professionalism of emergency disposal, focusing on the development of emergency products for disposal and rescue. Four, the main tasks

(XII) Optimize industrial structure. Adhere to the demand-driven, using catalogs, lists and other forms of clear development direction of emergency products and services, to guide social resources to advanced, applicable, safe and reliable emergency products and services. Adapt to the needs of emergency response, promote the standardization, modularization, serialization and characteristic development of emergency products, and guide enterprises to provide integrated and comprehensive solutions. Accelerate the development of emergency services, using the government to purchase services and other ways to guide social forces to provide emergency services in various forms, support the development of emergency services agencies closely related to production and life, and promote the specialization, marketization and scale of emergency services.
(xiii) Promote the development of industrial agglomeration. Adapt to the laws of modern industrial development, strengthen the planning layout, guidance and services, and encourage conditional areas to develop distinctive emergency industry clusters, to create regional innovation centers and achievement transformation centers. Relying on national reserves and the existing capacity and resources of advantageous enterprises, a number of emergency materials and production capacity reserve bases will be formed. According to the characteristics of regional emergencies and industrial development, a number of national emergency industry demonstration bases will be constructed to form a regional emergency industry chain, leading the development of national emergency technology and equipment research and development, emergency product production and manufacturing and emergency services.
(xiv) Support enterprise development. Give full play to the role of the market, guide enterprises to enter the field of emergency industry through mergers and reorganization, brand management, and other ways to support the strength of the enterprise bigger and stronger. Give full play to the leading role of advantageous enterprises in the emergency industry, and cultivate the formation of a number of large-scale enterprise groups with high technical level, strong service capability, independent intellectual property rights and brand advantages, and international competitiveness. Using special funds for the development of small and medium-sized enterprises to support small and medium-sized enterprises in the field of emergency industry, to promote the accelerated development of small and medium-sized enterprises with obvious characteristics and strong innovation ability, and to form a coordinated development of large, medium-sized and small-sized enterprises in the industrial pattern.
(xv) Promoting emergency products and emergency services. Strengthen the national public **** safety and risk awareness publicity and education, promote the change of consumer attitudes, stimulate units, families, individuals in the escape, avoidance, protection, self-rescue and mutual rescue of the consumer demand for emergency products and services. Improvement of emergency facilities and equipment configuration standards for mines, hazardous chemicals production and operation sites, high-rise buildings, schools, public **** places, emergency shelters, transportation infrastructure, etc., improve the standard of equipment for various types of emergency rescue bases and teams, and promote the simultaneous design, construction, and commissioning of emergency facilities, equipment and equipment with the main project of construction. Improve the management system of physical reserves, social reserves and production capacity reserves of emergency products, build a comprehensive information platform for emergency products and production capacity reserves, and drive the application of emergency products. Encourage multinational companies to set up R&D centers in China, and introduce more emergency industry innovations for industrialization in China. Support enterprises to participate in the global market competition, and encourage them to explore the international market with high-end emergency response products, technologies and services. Encourage the import of advanced emergency response technology and equipment from abroad. Guide foreign investment in emergency industry-related fields, and the policies of the state to support the development of emergency industry are equally applicable to qualified foreign-invested enterprises. Organize exhibitions, bilateral or international forums and trade and investment promotion activities, and make full use of the relevant platforms to exchange and promote emergency products and services.
V. Policy Measures
(XVII) Improve the standard system. Encourage and support domestic institutions to participate in international standardization work to enhance the international discourse power of independent technical standards.
(xviii) Increase financial and tax policy support. In accordance with the principle of risk-controllable and commercially sustainable, guide the financial guarantee institutions to increase the guarantee for emergency industry enterprises in line with industrial policy, good qualifications and standardized management. Encourage and guide financial institutions to innovate financial products and services, and increase credit support for major projects in the emergency industry with advanced technology, obvious advantages, and strong driving and supporting roles.
(xx) Strengthen the construction of talent.
