Article 3 Governments at all levels and relevant government departments must implement safety production supervision and management responsibilities in accordance with the principles of combining territorial management with hierarchical responsibilities, and combining comprehensive supervision and management with industry supervision and management. Chapter 2 Government Responsibilities Article 4 Governments at all levels have the following supervisory and management responsibilities for production safety within their respective administrative regions:
(1) Promote and implement laws and regulations on production safety;
(2) Perform safety production supervision and management responsibilities in accordance with the law, incorporate safety production work into the overall planning and annual plan of the government at the same level, and urge relevant departments and lower-level governments to strengthen safety production management;

Article 5: The principal persons in charge of governments at all levels shall be responsible for the leadership of production safety work within their respective jurisdictions in accordance with the law. Article 6 The production safety committees of governments at all levels shall formulate annual production safety management goals, convene plenary meetings regularly, listen to reports on production safety work, analyze and study the production safety situation, study and solve major problems in production safety work, and arrange and deploy production safety work. . Article 7 Township governments and sub-district offices shall urge production and business units to implement the production safety decisions made by superior governments and relevant departments; assist superior governments and relevant government departments in investigating hidden dangers of accidents and stop production safety violations; establish and improve production safety supervision and management system and implement work responsibilities. Chapter 3 Departmental Responsibilities Article 8 The production safety supervision and management departments of governments at all levels shall exercise comprehensive supervision and management responsibilities in accordance with the law. Guide, coordinate and supervise other departments responsible for the supervision and management of production safety in the supervision and management of production safety in the industry; organize the investigation and handling of production safety accidents, supervise the implementation of accident investigation and accountability; conduct supervision and management of mines, hazardous chemicals, fireworks and firecrackers, etc. Supervise and manage the safety production work in the field and occupational health in industrial, mining and commercial workplaces, and be responsible for the administrative licensing work related to safety production; undertake the daily work of the safety production committee, supervise and evaluate the safety production target responsibility system; other responsibilities prescribed by laws and regulations . Article 9 Relevant government departments shall perform safety production supervision and management responsibilities in accordance with the provisions of laws and regulations and the deployment requirements of the government at the same level and the superior competent department.

(3) Public Security Department: Responsible for road traffic, fire protection, purchase, transportation and use of civilian explosive equipment, dangerous goods, highly toxic goods, fireworks and firecrackers, large-scale mass activities and public safety and other industries ( field) safety supervision and management.
(4) Transportation Department: Responsible for the safety supervision and management of the road and water transportation industry, supervision and management of hazardous chemical transportation vehicles and employees; construction safety and key sections of highway and civil aviation construction projects , carry out supervision and management of the investigation and rectification of potential safety hazards in dangerous road sections and accident-prone road sections.
(5) Housing and Urban-Rural Development Department: Responsible for the safety supervision and management of housing construction enterprises, municipal projects and urban gas, supervise and inspect the performance of safety responsibilities of all parties participating in the project, and regularly conduct safety inspections of relevant units Supervision and inspection of production.

(8) Quality and technical supervision department: Responsible for the supervision and management of production safety of special equipment; supervise and manage safety products involved in the implementation of the industrial product production license system.

(12) Health Department: Responsible for pre-evaluation and review of occupational disease hazards, design hygiene review and completion acceptance of occupational disease protection facilities for construction projects; responsible for chemical toxicity identification, strengthening comprehensive supervision and management of drug and food safety and Laboratory management; responsible for organizing and coordinating medical rescue and technical and equipment support for persons injured in accidents.

(14) Human Resources and Social Security Department: Supervise and inspect the implementation of special labor protection for female employees and underage workers; be responsible for identifying work-related injuries and handling disputes over work-related injury benefits.
(15) Forestry Department: Responsible for the supervision and management of production safety in the forestry system, organizing, coordinating, guiding and supervising forest fire prevention work in the region.
(16) Meteorological Department: Responsible for disastrous weather early warning and monitoring work, and establish and improve the meteorological disaster early warning working mechanism.
(17) Industrial and commercial administration departments: Strict market access for enterprises involved in production safety, urge all types of markets to do a good job in production safety management, and cooperate with relevant departments to ban production and business units that do not meet the conditions for production safety in accordance with the law .
