The Provincial Department of Finance implements the central government’s policies, decisions and arrangements on financial work and the provincial party committee’s work arrangements, and adheres to and strengthens the party’s centralized and unified leadership over financial work in the process of performing its duties. The main responsibilities are:

(1) Formulate the province’s fiscal and taxation development plans, policies and reform plans and organize their implementation. Analyze and predict the economic situation, participate in the formulation of the province's macroeconomic policies, and propose suggestions for using fiscal and taxation policies to implement macroeconomic control and comprehensively balance social financial resources. Formulate provincial fiscal and taxation reform policies, fiscal and taxation systems and transfer payment systems for cities and counties and organize their implementation. Improve fiscal and taxation policies that encourage the development of public welfare undertakings.

(2) Draft local regulations on finance, finance, local taxation, accounting, state-owned assets management and other aspects of the province and supervise their implementation.

(3) Responsible for managing various provincial fiscal revenue and expenditures. Prepare annual provincial and provincial government budget and final accounts drafts and organize their implementation; organize the formulation of expenditure standards and quotas, review and approve the annual budgets and final accounts of provincial departments (units); entrusted by the provincial government, report to the Provincial People's Congress and its Standing Committee Will report on the financial budget, implementation and final accounts. Responsible for the asset management of provincial fiscal contributions of government investment funds; responsible for the disclosure of provincial government budget and final account information; and the comprehensive implementation of budget performance management.
