1.2 This procedure applies to the company's use of boilers, pressure vessels (including gas cylinders, the same below), pressure piping, elevators, lifting machinery, plant motor vehicles involved in life safety, the greater the danger of safety management.
1.3 This program adopts the terms and definitions in GB/T28001-2001 "Occupational Health and Safety Management System Specification", "Chinese People's *** and the State's Work Safety Law" and "Regulations on the Safety Supervision of Special Equipment".
2 management responsibilities
2.1 Manufacturing Management Department

2.2 Security Department
a) responsible for special equipment manufacturing, installation, maintenance, inspection unit qualification review, verification;
b) responsible for the establishment and improvement of special equipment safety management system and job safety responsibility system, and supervise the use of the strict implementation of the department;
c) is responsible for the management of special equipment, the use of special equipment use, validation of the department of safety monitoring and assessment. and assessment.
2.3 Comprehensive Management Department

2.4 Special equipment use department

3 business processes
3.1 special equipment procurement, installation
3.1.1 special equipment procurement, installation of special equipment by the Department of Security prior to the qualification of its manufacturing, installation units to identify the qualifications of the unqualified or non-compliant with the requirements of the product marketing department will not be purchased.
3.1.2 Before the installation of special equipment, the Department of Manufacturing Management is responsible for reviewing the installation, use and maintenance instructions, supervision and inspection certificates and other documents.
3.2 The use of special equipment
3.2.1 Special equipment before being put into use, the Department of Manufacturing Management is responsible for (or according to the contract requirements of the manufacturing, installation manufacturers) to the Jiangsu Provincial Institute of Supervision, Inspection and Research of Special Equipment Nantong Branch, and obtain a certificate of conformity (safety mark) before the use of qualified signs should be placed in a prominent position of the special equipment.
3.2.2 Manufacturing Management Department to establish special equipment safety and technical files and general ledger, special equipment using the department to establish a sub-ledger, safety and technical files should include the following:

3.3 Overhaul, testing, inspection of special equipment
3.3.1 Before signing the contract with the overhaul, testing, inspection units of special equipment, the Department of Security of its qualifications to identify the qualifications shall not be unqualified or qualifications do not meet the unit to sign a contract for overhaul, testing, inspection.
3.3.2 The use of special equipment in the department before January 10 each year will be the department's annual testing of special equipment summary table reported to the Department of Manufacturing Management; in the next month before the 25th of the month will be the next month's testing of special equipment plans reported to the Department of Manufacturing Management.

3.4 Special equipment supervision, inspection
3.4.1 Special equipment should be used by the department of special equipment operation at least once a month to carry out safety inspections, fill out the relevant records, and have the competent leadership to participate.
3.4.2 Manufacturing Management Department of the company's quarterly operation of the special equipment for at least one safety spot check, while checking the installation, maintenance, inspection quality, fill out the relevant records, and have the competent leadership to participate.
3.4.3 Security Department from time to time on the company's special equipment to carry out thematic safety monitoring, check the equipment management department, the use of the department of special equipment for the safe operation of the management and operation, and at the same time check the installation of special equipment, overhaul, inspection quality.
3.4.4 The use of the department shall not be used without inspection, more than the inspection period or unqualified test of special equipment.
3.4.5 special equipment installation, must be commissioned by the Department of Security audit approved by the qualified production or installation unit responsible for the construction, should be put into use before the implementation of testing, inspection units for inspection; testing, inspection failed shall not be used.
3.4.6 The use of special equipment shall not be unauthorized transformation, installation.
3.5 Requirements for employees of special equipment
3.5.1 In the company engaged in boilers, pressure vessels, elevators, lifting machinery and other operators and their related management personnel should be in accordance with the relevant provisions of the state by the safety supervision and management of special equipment qualified to obtain a "special operations," or "special equipment operator certificate" before engaging in the appropriate operations or Management.
3.5.2 Special equipment employees in the operation of special equipment should be implemented in the operating procedures and related safety management system.
3.5.3 Special equipment practitioners in the process of operation found in the accident hidden danger or other unsafe factors, should immediately report to the site safety management personnel and the relevant department head.
3.6 Where the company identified no special equipment manufacturing, installation qualification of equipment, reported to the company's safety committee, equipment refund.

3.9 The management, use, overhaul, inspection, testing and its supervision and inspection of special equipment shall comply with this procedure.
